Recommend Accepting Donation /Andover Football Association /40 Acre Sports Complex/12 -31 DATE: May 16, 2013 INTRODUCTION This item is in regards to recommending approval of a resolution accepting the donation made by Andover Football Association to be used towards improvements for the new 40 Acre Sports Complex. DISCUSSION A representative from Andover Football Association will be at the meeting to present the donation to the City of Andover that will be utilized in making improvements at the new Sports Complex. ACTION REQUIRED The Park and Recreation Commission is requested to recommend approval of a resolution accepting the donation made by Andover Football Association to be used towards improvements for the new 40 acre Sports Complex. NO. MOTION by Councilmember to adopt the following: A RESOLUTION ACCEPTING A CONTRIBUTION MADE TO THE CITY OF ANDOVER TO BE USED TOWARDS THE NEW SPORTS COMPLEX, PROJECT 12 -31. WHEREAS, any contributions that are to be made to the City of Andover must be accepted by the City Council; and WHEREAS, the contribution from Andover Football Association to be used towards the new Sports Complex. NOW, THEREFORE BE IT RESOLVED by the City Council to hereby accept the contribution, which is to be used towards the new Sports Complex. MOTION seconded by Councilmember and adopted by the City Council at a regular meeting this 21 st day of May 2013, with Councilmembers voting in favor of the resolution, and Councilmembers voting against, whereupon said resolution was declared passed. Consider Application for Scheduled Use of Recreational Facilities /Andover Fire Department and Anoka County Sheriffs Department DATE: May 16, 2013 INTRODUCTION The park and Recreation Commission is requested to consider approving the attached Application for Scheduled Use of Recreational Facilities for use of Purple Park which is located directly north of the Andover Community Center. The request has been made by Andover Fire Department and Anoka County Sheriff's Department. DISCUSSION The request is for Tuesday, June 11th and Wednesday, June 12th from 7 am to 4:30 pm. The group is requesting the use of Purple Park for the annual Safety Camp. No fees are required. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first -served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Update on the Andover Fun Fest Booth DATE: May 16, 2013 INTRODUCTION This item is an update regarding the Andover Fun Fest Booth that the Park Commission will be sharing with the Andover Open Space Commission. DISCUSSION As you know, the Andover Fun Fest is scheduled for Friday, July 121H and Saturday, July 131H The Park Commission will be sharing a booth with the Open Space Commission on Saturday. Each of the Commission members (if available) will need to pick a time slot to occupy the booth. Booth hours are from 10 am until no later 6 pm. This will be a good way to meet new people, promote the parks system and hand out park/trail maps. There may be times when slots are not filled so you can double up if you would like to. Review Outstanding Items DATE: May 16, 2013 Issues list as of 5/14/13 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Next report is due in July. • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next report is due in July. • Pleasant Oaks Park Parking Lot — The City Council has approved the removal of the parking lot. The work will be done this spring by the Park Maintenance Department Crew. • Sports Complex Master Plan — The plans and specs have been approved by the City Council. The plan is currently out for bids. The bid opening is scheduled for Friday, May 31". Construction is scheduled to start in mid to late June. Note: Staff did not receive any comments from any of the Park Commission members regarding the construction plans. • Green Acres Park — The playground structure (Raceway), swings and spring ride have been delivered to the Public Works. The installation will be completed this spring or early summer. • Northwoods East Park — The playground structure (Adventure Bridge) and swings have been delivered to the Public Works. The installation will be completed this spring or early summer. ON -HOLD PROJECTS — OTHER ITEMS OF INTEREST — Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. Do¢ Park — The Joint Powers Agreement has been approved by the City Council. A copy of the JPA will be given to the Commission after all parties sign the agreement. Construction is anticipated to begin in mid -June. Cell Phone Companies Update — Cell phone companies have been contacting staff regarding possible monopole cell tower location in City parks. 2013 Events in City Parks or Facilities — Item is on the workshop agenda. The Commission members will need to determine what the activity responsibilities will be for 2013. Keep in mind that the Commission members can team up on an activity if they would like. • Melberg — Commissioner Melberg will coordinate with staff with help from QCTV to prepare a video highlighting one or more of the City parks or facilities. • Skate Park Competitions and Camp/Van Vark — Organize Skate Park Competition • Stenzel — Prepare article on snow shoeing/silent sports -Due by September 27, 2013 for the November/December Andover Newsletter. • Organized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due by March 21, 2014 for the May /June 2014 Newsletter. • Butler — Determine a park to adopt on behalf of the Park and Recreation Commission • Lewnau — Organize tree planting project - discuss this further with Kameron Kytonen, Andover Natural Resource Technician. • Miskowiec — Prepare article on canoeing/kayaking -Due by July 26, 2013 for the September /October Andover Newsletter. • Update of Pedestrian Trails — At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7t` Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project has started and North Pine Aggregate is the contractor that will be doing the work. • The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2014 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • A trail along the east side of Nightingale Street NW north of Crosstown Boulevard NW is planned to be constructed with the reconstruction of Nightingale Street NW during the upcoming construction season. Update of Scheduling Park and Recreation Commission meeting at a Citv Park or Facilitv —The first outdoor Park Commission meeting is scheduled for June 6h at the Sunshine Park gazebo. The Commission at some point later this summer will want to consider one more meeting at another park in early September. Staff would like for 2 individuals to meet at 6:30 pm to do a TV interview with QCTV to talk about Sunshine Park and what the facility offers. Then after the meeting, staff would like for 2 individuals to give an update with QCTV about what was discussed during the Park Commission meeting. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering. In order to determine the best plan and/or other improvements to the park, your help is needed. Please take a few minutes to complete the following survey. To complete the survey online, simply go the City of Andover's wehsite at www. ham:11www.ci.andover.mn.us /and click on city departments and then click on parks. Park improvement plans to the being considered by the Park Commission will be discussed at their meeting on Thursday, June 6, 2013 at 7 P.M. at the Sunshine Park Gazebo or shortly thereafter thereafter if the area residents near the park would like to participate. 1. Staff at this point is not recommending a layout of the park until the City hears what the neighbors have to say since this park has had its issues in the past with other activities that no longer are available at the park. DATE: May 16, 2013 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2014 -2018 Parks Capital Improvement Plan (CIP) that was tabled from the last meeting. DISCUSSION This item was tabled from the last meeting of April 18, 2013 to allow staff to draft the surveys that will be sent to area residents for both Rose and Fox Meadows Parks. In addition, staff was able to generate approximate costs for improvements to Rose Park that could be included into the CIP. The improvements include the following: Grading of site /storm water ponds, irrigation, fencing of ball fields with sideline fencing and mow strips, bases /pads, benches, outfield fencing (optional), seeding of field/rink area, 3 row bleachers, ag -lime for infields, topsoil, construction material for hockey rink, hockey /free skating lighting system and class 5 parking lot. The estimated improvement costs will be in neighborhood of $250,000- $275,000. Note: There will be some savings if some of the work is performed by the Public Works Department. Attached is the updated Projected Park Improvement Fund which was included in the last Commission's packet of April 18th. Just as a reminder the Commission should pay attention to the status of 2013 end of the year balance. Again there are a number of parks that do not have security lights. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot. One of those parks include Prairie Knoll Park north and south parking lots. If the Commission is interested in knowing the planned improvements for all the parks, review Section F of the Information Packet (2010 Existing and Future Park Facilities Chart). Note: As reminder the target date for draft 2014 -2018 CIP for parks is June 7th. BUDGET IMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to the Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. DISCUSSION Attached for your review is the application that has been submitted by the Andover YMCA Community Center for summer soccer program. The YMCA is requesting the use of the small soccer field just west of City Hall from 9 am to 4 pm Monday -Friday during the months of June, July and August. Note: The YMCA will be providing additional information (Guidelines for Field Usage) that is required as part of the application for use of fields at the meeting. Public Works staff is recommending to approve the use of the small soccer field and City Hall Ball Field #7 (located just to the north of the YMCA/Community Center) from 9 am to 4 pm Monday -Friday during the months of June, July and August. By allowing the YMCA to use both fields will minimize wear and tear of the fields and will allow the Parks Maintenance staff the opportunity to mow and maintain the both fields during week. NMSA has been copied on the item as they may want some input regarding the request.
