ANDOVER STATION NORTH LOT SALE UPDATE Mr. Carlberg indicated staff continues to work with a light manufacturing company on their interest in purchasing land in Andover Station North. The company is interested in 4 acres located on Jay Street west of Hanson Boulevard. Originally the company was interested in 4 acres on the east side of the parcel, they are now interested in 4 acres on the west side of the parcel. The land price is higher on the west side of the parcel. The company originally planned for a 25,000 square foot building, but is now interested in building a 30,000 square foot building. The company is very interested in this parcel since there is room for expansion. Mr. Carlberg explained the possible access points for the parcel. The access could possibly line up with 139h Lane. Mr. Carlberg continues to work with the company's architect for a site design on the new site. PARKSIDE AT ANDOVER STATION UPDATE Mr. Carlberg stated Capstone Homes has acquired 13 lots from the EDA. The last 3 lots closed on February 22 "d. Capstone is well ahead of the take down schedule. Mr. Dickinson anticipates closing for another lot will take place soon. EDA ACTIVITY - PROJECT STATUS REPORT Mr. Carlberg updated on the following: 2013 Special EDA Events — Staff is looking for direction from the EDA on the concert in the park held at Andover Station. The businesses in the area show no interest in participating in the event and attendance for the events has been low. Commissioner Nowak suggested skipping the events for 2013. President Gamache suggested putting a floating stage on the southeast corner of the pond. He feels upgrading the area would draw attention to the events. Mr. Carlberg stated staff will look into the cost of putting in a floating stage. The EDA consensus was to not hold any events in 2013 2013 Andover Business Development Day — June 19, 2013 is the date set for the event. Staff is working on ordering promotional items. Andover Station Area Medians — The Wal -Mart project will remove a large portion of the median. Staff is looking for direction from the EDA on the medians. President Gamache suggested leaving the large median as is for this year since the Wal -Mart project will reduce the median. This season focus on the small median. The EDA agreed. MonumentlEntrance Signs — The cost to bring electrical to both entrance signs was discussed. President Gamache asked about using solar to power the signs. Commissioner Knight suggested checking with the City of Champlin, they are using solar panels for their street lights. The EDA directed staff to check into solar power for the entrance signs. REDEVELOPMENT DISCUSSION Mr. Carlberg indicated there are no updates for the Crosstown/Bunker redevelopment area. Spring demolition is still scheduled for the Stop N Shop. OTHER BUSINESS There was none. ADJOURNMENT Motion by Howard, Seconded by Knight to adjourn. Motion carried unanimously. Carlberg, Community Development Director SUBJECT: Parkside at Andover Station Update DATE: April 16, 2013 INTRODUCTION The EDA is requested to receive an update from the Community Development Director on recent developments at Parkside at Andover Station. DISCUSSION Capstone Homes has acquired fifteen (15) lots from the EDA, the last two lots closed on March 22 °a. The Purchase Agreement with Capstone Homes called for the take down of an additional lot within 120 days of the date of the closing of the initial sale of the two lots which was June 1, 2012, and an additional lot every 45 days thereafter (7 lots to be acquired by March 31, 2013). Therefore, Capstone Homes is well ahead of the take down schedule. Cherrywood Advanced Living — The City is currently processing an amendment to the approved Planned Unit Development and revising the preliminary plat to create the lot. The plat will be known as Parkside at Andover Station 4t” Addition. The current schedule is to have the amended PUD /Preliminary Plat on the May 14, 2013 Planning and Zoning Commission agenda for public hearing and then before the City Council on May 21, 2013 for approval. As of last week, the company had narrowed their site search down to two locations, the 3.5 -4 acres of land in Andover Station North or to purchase an existing building in a neighboring community. Carlberg, Community Development Director SUBJECT: Entrance /Monument Sign Update DATE: April 16, 2013 INTRODUCTION The EDA is requested to receive a presentation from the Community Development Director at the meeting. DISCUSSION As the EDA is aware, sign installations have occurred over the past year at three locations in the City. The signs at Round Lake Boulevard (Coon Rapids border) and Bunker Lake Boulevard (Ham Lake border) have not received power as the cost of running electrical power to the signs appeared to be cost prohibitive. Staff has worked with the sign installer, DeMars Sign to explore powering the signs with solar power. Carlberg, Community Develop nt Director SUBJECT: Bunker /Crosstown Redevelopment Area Discussion DATE: April 16, 2013 INTRODUCTION The EDA is requested to receive an update from staff on the redevelopment of the Bunker Lake Boulevard/Crosstown area. Sampling of the potential environmental hazardous materials occurred on Wednesday, April 3rd. The results of the testing are pending. Upon receipt of the results the City will be soliciting quotes for the removal of the building, canopy, parking lot and utility disconnects. The City will also be soliciting a quote for the removal of the underground fuel tanks, fuel lines and the pump islands. Soil testing will occur during the removal of the tanks by SEH, Inc. to determine the extent and level of the soil contamination. Staff continues to monitor the availability of other properties in the area for acquisition and removal. Haas, Assistant Public Works Director Subject: Consider Park & Recreation Commission Request Date: April 16, 2013 INTRODUCTION The Park and Recreation Commission is requesting the Economic Development Authority's consideration to allow for a temporary hockey rink on the parcel identified on the attached map. DISCUSSION The Park and Recreation Commission over the past few months have been discussing the possibility of eliminating the free skating and hockey rink at Crooked Lake Elementary School. Public Works staff recommends removal due to challenges with the rink over the past years. The challenges that have been identified are as follows: • The location of the rink is secluded and located very far back from the county road (Bunker Lake Boulevard). So it has been hard to know when it is open or not. • Although the rink is located on school district property, the rink is pushed right up against residential property which is private. • When the Parks Department Maintenance Crew plows the snow from the rink, much of the snow removal ends up onto private property since there is really nowhere to put the snow. • When the school district plows the adjacent parking lots, some snow ends up on the ice. • Having issues with the trees growing into the rink areas. • Having issues with salt and debris from the parking lot ending up on the free skate rink due to the slope of the parking which drains towards the free skate rink. • The free skate rink is very small and narrow. • Towards the end of the skating season, the melting of the snow from the parking lot flows onto the free skating rink. • Melting snow from the hockey rink does flow onto Eidelweiss Street NW which can cause issues for that street. • It is difficult for hockey players to get to the hockey rink because of the downslope from the warming to the hockey rink. Once you get past the downslope, it is also very hazardous getting to the entry gate of the hockey rink. Economic Development Authority April 16, 2013 Page 2 of 3 • Access to the hockey rink for maintenance is quite difficult from either around and through the playground or through the dead end street. • Parking City equipment at the site is very difficult. The Parks Maintenance Crew always seems to be in someone's way. • Getting out of the school parking lot is a challenge at certain times of the day. • Small kids are often present when we do maintenance. They love the snow being blown over them. • Unfortunately once the rink has been cleaned, the school kids enjoy throwing snowballs onto the ice. Staff has discussed this with school representatives in the past but this continues to be an ongoing problem for the Park Maintenance Crew. • Currently all wiring for the hockey rink lighting is overhead and hangs low over the rink. • The rink lighting is very out dated and should be replaced. • There is no security fencing to keep vehicles from driving around behind the school and the playground area. • The base of the rink could use some upgrades, clay or more hard pack gravel if it were to stay. • The basic layout and location of these rinks are just not very good for the City of Andover. If the rinks were located closer to an existing neighborhood, the rinks would probably get used more. Based on what staff has seen and heard, the rinks are not getting as much use as the other rinks such City Hall Outdoor Rinks. At this point the Commission has not made a recommendation to eliminate the rink at the school without first identifying a location to replace the free skate and hockey rink. One of the locations that have been considered is the lot that is currently owned by the EDA at the intersection of Jay Street NW and 139t` Lane NW near the new overflow parking lot. Public Works Staff have met with Anoka Hennepin School District representatives Tom Redmann (Sites /Grounds Supervisor) and Cheryl Kortuem (Principal at Crooked Lake Elementary) along with Mark Chevalier (President of Andover Huskies Youth Hockey Association). Both the school district and AHYHA are aware of the potential elimination of the rinks and both have indicated that they do not see an issue with eliminating the rinks. AHYHA have indicated that they will make adjustments in their schedule to use Hawkridge Park for the 2013 -14 outdoor hockey season since no other associations have made application to use the hockey rink. Ted Butler, Park and Recreation Commission Chair will be at the meeting to present the item to the EDA. ACTION REQUESTED The Park and Recreation Commission is requesting the Economic Development Authority's the consideration to allow for a temporary hockey rink on a parcel that is currently owned by the EDA.
