INTRODUCTION
This item is in regard to considering the attached soccer /lacrosse application form for the
upcoming 2013 soccer /lacrosse tournament, multi -day and jamboree season as requested by the
Andover High School Boys Lacrosse.
DISCUSSION
The earliest the associations can submit is December 15t` for the following summer. The City
recently received one application from Andover High School Boys Lacrosse for the upcoming
season. Listed below are the applications already approved for North Metro Soccer Association
along with the proposed request by the Andover High School Boys Lacrosse in bold.
- April 20/NMSA/NMSA Scrimmages/Fields 2 -3 at Sunshine Park, Hawkridge Park (west,
middle and east fields)
- May 5 /Andover High School Lacrosse /9 -10 Host Day/Prairie Knoll Park (southwest
field)
- June 24- 28/NMSA/NMSA Coerver Camp Soccer/Fields 3 -4 at Sunshine Park
- July 15- 19/NMSA/NMSA Challenge Soccer Camp/Fields 3 -4 at Sunshine Park
Note: The Andover Family Fun Fest is scheduled for July 12 & 13.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider approving the attached
soccer /lacrosse application form for the upcoming 2013 soccer /lacrosse tournament, multi -day
and jamboree season as requested by the Andover High School Boys Lacrosse.

PARK FEES AND USAGE
Fees are as follows:
0 Adult - $275.00 tournament fee for the park ( *), plus a $200.00 field usage fee per field
0 Youth - $275.00 tournament fee for the park ("), plus a $100.00 field usage fee per field
for all youth organizations not affiliated with Andover youth
Note: ( *) This cost includes a City employee to maintain the facilities throughout the tournament (upkeep of
trash bins, restrooms and building, etc.)

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL REQUEST SECTION Check the following boxes if applicable.
0 If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament.
All requests for tournaments must be submitted by the 3 ►d Friday of December. The application will be considered by the
Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a
space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the
field usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be
submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees
must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and
Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be
considered with City Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament.

$500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Supervisor.
* If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event
that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the
full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where
tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at
least 14 days prior to the date of the tournament.

• The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
• During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
• Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council
for park security.

INTRODUCTION
This item is in regard to consider approval of the 2013 spring/summer softball/baseball schedule.
DISCUSSION
Attached for your review is the proposed 2013 softball/baseball schedule. The City has received four (4)
applications for use of the fields for the upcoming season Andover Athletic Association (AAA), Andover
Baseball Association (ABA), TCMABL Dodgers and Legacy Academy. At this point, AAA has
indicated that they would like maintain the same arrangement with the Andover Baseball Association
(ABA) regarding the use of Sunshine Park Fields 5 and 6 on Tuesday's and Thursday's. This means
ABA would only use these fields on Tuesday's and Thursday's when they have games scheduled.
The other applications is from TCMABL Dodgers, an adult men's baseball team that received approval
of Andover Station North Ball Field Facility last year (2012) and Legacy Christian Academy. At this
point staff would not recommend approval of the TCMABL Dodgers application until the fees are paid in
full and certificate of insurance has been submitted. They are looking to use ASN on Sunday night's from
4 pm to 8 pm. Legacy Christian Academy has requested the use of Timber Trails Park ball field for their
JV team practices during the months of April and May (see attached sheet for days being requested).
Staff would recommend approval of Legacy Christian Academy application for practices since none of
the days would conflict with ABA use of Timber Trails Park ball field.
The City has received applications for use of the fields from the following youth groups (chart does not
include TCMABL Dodgers men's baseball team or Legacy Christian Academy):

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first- served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first- served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

INTRODUCTION
This item is in regard to consider approval of the 2013 spring/summer soccer /lacrosse schedule.
DISCUSSION
Attached for your review are the proposed fields that will be available for 2013 soccer /lacrosse season.
The City has received applications for use of the fields from the following groups:
Note: Copies of the By -Laws, 5010 Status, Certificate of Insurance and Grievance Procedures for
NMSA and AALA are available from City staff if you would like to review them.
Both associations have discussed the use of fields. There is only conflict in regards to scheduling of
fields which is Prairie Knoll Park north field. The associations are in discussions on this and hopefully
something will be resolved prior to the meeting. As indicated on the proposed schedule, the southeast
field at Prairie Knoll Park are off limits for use (games and practices until at least May 28th) as we are
trying to grow grass that was damaged from last year's use.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the 2013 soccer /lacrosse schedule as
presented.

COMPLETED PROJECTS —
• Andover Station North (namins of ball field) — The "Anders Field" sign has been made. The sign
will be installed within the next month once Parks Maintenance can get access to hang the sign.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in
April.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is due in April.
• Pleasant Oaks Park Parkins Lot — The City Council has approved the removal of the parking lot.
The work will be completed in the spring of 2013 by the Park Maintenance Crew.
• Sports Complex Master Plan — WSB is the process of preparing plans and specifications. It will take
about 2 -3 months to prepare the plans and secure the necessary permits before the plan can go out for
public bid.

• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Dos Park — Nothing new to report. Comments have been received from Coon Rapids on the draft
Joint Powers Agreement. Staff will make revisions and send it out for review #2.
• 2013 Events in City Parks or Facilities — Item is on the workshop agenda. The Commission
members will need to determine what the activity responsibilities will be for 2013. Keep in mind that
the Commission members can team up on an activity if they would like.
• Melberg — Commissioner Melberg will coordinate with staff with help from QCTV to
prepare a video highlighting one or more of the City parks or facilities.
• Skate Park Competitions and Camp/Van Vark — Organize Skate Park Competition
• Stenzel — Prepare article on snow shoeing/silent sports -Due by September 27, 2013 for
the November/December Andover Newsletter.
• Organized Trail Bike Ride/Lindahl — Prepare article on Kelsey Round Lake Park -Due
by March 21, 2014 for the May /June 2014 Newsletter.
• Butler — Determine a park to adopt on behalf of the Park and Recreation Commission
• Lewnau — Organize tree planting project - discuss this further with Kameron Kytonen,
Andover Natural Resource Technician.
• Miskowiec — Prepare article on canoeing/kayaking -Due by July 26, 2013 for the
September /October Andover Newsletter.
Update of Pedestrian Trails — At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7`" Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
will not start until the spring of 2013. The project is out for public bid right now.
• The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2014 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
• A trail along the east side of Nightingale Street NW north of Crosstown Boulevard NW
is planned to be constructed with the reconstruction of Nightingale Street NW during the
upcoming construction season.
Update of Scheduline Park and Recreation Commission meeting at a City Park or Facility —
Staff has talk with QCTV about televising a Park Commission meeting at one of the parks. Due to
audio issues with televising a meeting outside, QCTV will not be able to televise a meeting live. The
Park Commission can still have a meeting at one of the parks and QCTV can be there to video some
of the meeting and meet with a couple Commissioners afterwards to provide an update as to the
discussions that took place during the meeting. At this point staff would recommend the June 6t'
meeting be schedule at the Sunshine Park gazebo for the first outdoor meeting. The Commission may
want to consider one more meeting at another park in early September.
If you have any questions or comments regarding any of the trail projects or grants that are being
considered, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff does recommend the
Commission to continue reviewing the City Council meeting minutes that you receive by e-mail as to
discussions of various projects the City Council has been working on or is considering.

INTRODUCTION
The Park and Recreation Commission to requested to continue discussing the list of potential
Andover Community Center Expansion improvements.
DISCUSSION
This item was tabled from the last meeting to allow sometime for the Commissioners to review
the list that was prepared by the Andover YMCA Community Center Advisory Commission
during a recent brainstorming session. Chairman Butler who serves on the Advisory Commission
will present this to the rest of the Park Commission members for discussion.
ACTION REQUIRED
The Park and Recreation Commission to requested to continue discussing the list of potential
Andover Community Center Expansion improvements and determine if any proposed
improvements should be added or removed on the list to the Andover YMCA Community Center
Advisory Commission.

associations are applying for field use.

Guidelines for Field Usage by
Youth Athletic Associations
1. Guideline Statement
A key goal of the City of Andover's Parks & Recreation Commission's function is to
provide a rich variety of recreational opportunities to residents in the most cost efficient
manner possible. To achieve this goal, the City will emphasize a partnership with
Andover's volunteer organizations to plan, organize, and implement youth recreational
programs both as a means of containing service costs and as a method of ensuring a
community -based program.
2. Procedures
The City may recognize any number of associations based on the availability of resources
and determination of the benefit to the community by the Parks & Recreation
Commission.
To qualify as a recognized City of Andover youth athletic association, the association
must provide:
2.1.1. Unless specified by sanctioning or governing bodies, youth sports
program(s) must be open to all residents (regardless of their school
affiliation). The programs shall be targeted to have a minimum of 51%
participation from Andover residents based on the previous year
participation in that association. The number of participants must obtained
from the State organization for that particular association or sport or the
president of the particular association must sign a affidavit as to the accuracy
of the number of participants last year from Andover.
2.1.2. Democratic procedures and elections that ensure input from the residents
regarding the program and policies. The Parks Coordinator shall be
provided a copy of the group's by -laws with the required field application.
2.1.3. All associations must provide verification that they have 501 cQ or
equivalent non - profit status with the State of Minnesota.
2.1.4. Certificate of insurance, which also names the City of Andover as
"Additional Insured ".

2.1.5. Established grievance procedures, as outlined by association by -laws.
2.1.6. Duplication of sport offering by associations is not encouraged. Example:
If more than one recognized association offers the same level of
competitiveness, this shall trigger the field allocation clause. The number of
Andover residents within each of the associations will determine the
percentage of fields that will be allocated to the particular association.
2.2. In return, qualifying associations will receive from the City priority use of City -
owned facilities. This means that all required information/documentation must be
provided by the association to the City of Andover before an application
submitted by that association can be accepted for use of the City's facilities.
Note: The Park and Recreation Commission has the authority to review the
number of fields that are being_requested by the association. The final
determination will be made by the Park and Recreation Commission based on
need for the association.
Acknowledgment of the groups as providers of their respective sport offerings. As part
of this, the City does not offer programs in these areas, but refers resident to these
organizations.
2.3. Youth athletic associations are valued partners to the City in providing organized
recreational opportunities. Consequently, serious conflicts arising within or
between associations and resident groups that threaten the quality of those
recreational opportunities are of concern to the City.
2.4. Barring a legal imperative to the contrary, the City's role in resolving such
conflicts is limited to encouraging the association board and party in conflict to
work through the problem, according to existing by -laws, with staff
representatives providing facilitation and information, as needed.
3. Responsibility
The Parks Coordinator or a city representative will work with the various athletic
associations to ensure the responsibilities are being met. Staff through the grievance
procedure addresses concerns from the general public.

A list of possible improvements that was prepared by the Andover YMCA Community
Center Advisory Commission during a recent brainstorming session was provided to the
Commission. On behalf of the Park Commission Chairman Butler serves on the
Advisory Commission and presented this to the Park Commission members for
discussion. The list was provided for Commission review.
Chair Butler stated the Commission is not determining where items with expansion
would be located but rather functionality. Organized activities for youth are currently
being held in conference rooms which are not ideal. They are looking at what might
bring revenue to the Community Center. The YMCA is very interested in an expansion
and they will be a partner in the process. They are a leaseholder in the current facility.
Commissioner Stenzel stated the YMCA is doing very well and they are the second most
profitable YMCA in the metro area. Accessibility is a huge problem for the YMCA.
There is one elevator but it is not centrally located.
Commissioner Melberg stated he read an article about in Europe stationary bikes are
generating power.
Commissioner Stenzel stated the outdoor splash pad is a good idea. His family goes to
the YMCA every day. An outdoor water area for families is a good idea. There is some
maintenance involved but the new splash pads are low maintenance.
Chair Butler asked for additions to the list. Commissioner Stenzel asked if the
Community Center is LEED certified.
After some discussion the Commission Mr. Haas stated he does not believe it is and
suggested the discussion of possible improvements be added to the March 21 agenda as a
an workshop item.
Commissioner Lindahl requested a discussion item be added to the March 21 agenda
requests for fields by high school teams and whether a fee should be paid. Mr. Haas
stated per the policy youth and non - profits are free. Commissioner Lindahl asked it be
discussed. Chair Butler stated a review of the policy would be a good idea.
ADJOURNMENT OF WORKSHOP SESSION
Motion by Commissioner Lewnau, seconded by Commissioner Miskowiec, to adjourn
the workshop session at 8:10 p.m. Motion carried on a 6 -ayes, 0 -nays, 1- absent (Van
Vark) vote.
