Consider 2013 Application for Scheduled Use of Recreational Facilities/Legacy Christian Academy DATE: March 7, 2013 INTRODUCTION The Park and Recreation Commission is requested to consider the Application for Scheduled Use of Recreational Facilities as requested by the Legacy Christian Academy. DISCUSSION Attached for your review is the application that has been submitted by the Legacy Christian Academy (formally known as Meadow Creek School) to play 2 games against other high schools at Andover Station North Ball Field Facility on Saturday, April 13'' from 10 am until 3 pm and on Saturday, May 18th from 9 am until noon. The middle field is recommended to be used for both games. Andover Baseball Association does not have a baseball tournament scheduled on either day. ACTION REQUIRED The Park and Recreation Commission is requested to consider the Application for Scheduled Use of Recreational Facilities as requested by the Legacy Christian Academy. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first- served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider Hickory Meadows 2 "d Addition Preliminary Plat Park Dedication Requirements DATE: March 7, 2013 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed preliminary plat of Hickory Meadows 2nd Addition. DISCUSSION A copy of the preliminary plat is in your side pocket of the packet for review. The proposed preliminary plat is located just to the east of the Mark Smith sketch plan that was reviewed at the last meeting. The Hickory Meadows Park is located adjacent to the plat. As you can see in looking at the preliminary plat, the developer is not proposing a park. Staff is recommending the park dedication be cash in lieu of land. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and give direction as to park dedication requirements to the City Council. Update of Green Acres Park Improvements Date: March 7, 2013 INTRODUCTION The Park and Recreation Commission is requested to continue discussing possible improvements to Green Acres Park. DISCUSSION The status of improvements to the park is as follows. The playground equipment budget has been approved $24,000 by the Commission (City Council will be considering the budget for equipment at the March 5t' meeting). The existing ball field infield will be removed following the upcoming 2013 spring - summer season. The existing backstop will stay in place. Note: The backstop is not in very good condition but with a little work from Parks Maintenance staff it will be usable for a couple years but at some point the fencing will need to be replaced. At least one bench for the field will remain and will be located directly behind the backstop for safety reasons and for players to have a place to rest. Also relocating the bench will allow for easier maintenance. The new playground equipment will be installed in the same location as the old equipment. By not relocating the equipment further east from its current location will allow free play area. Review Outstanding Items DATE: March 7, 2013 Issues list as of 3/5/13 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report is due in April. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report is due in April. • Pleasant Oaks Park Parking Lot — The City Council has approved the removal of the parking lot. The work will be completed in the spring of 2013 by the Park Maintenance Crew. • Sports Complex Master Plan — WSB is the process of preparing plans and specifications. It will take about 2 -3 months to prepare the plans and secure the necessary permits before the plan can go out for public bid. ON -HOLD PROJECTS — OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Dog Park — Comments have been received from Coon Rapids on the draft Joint Powers Agreement. Staff will make revisions and send it out for review #2. • Andover Station North (naming of ball field) — The "Anders Field" sign has been made. The sign will be installed within the next month once Parks Maintenance can get access to hang the sign. • 2013 Events in City Parks or Facilities — Item is on the workshop agenda. The Commission members will need to determine what the activity responsibilities will be for 2013. Keep in mind that the Commission members can team up on an activity if they would like. • Melberg — 2013 ? • Skate Park Competitions and CamyNan Vark — 2013 ? • Stenzel — 2013 ? • Orizanized Trail Bike Ride/Lindahl — Commissioner Lindahl will need to submit information by March 4'* 2013 in time for the May -June newsletter. • Butler — 2013 ? • Lewnau — 2013 ? • Miskowiec — 2013 ? Update of Pedestrian Trails — At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7t' Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will not start until the spring of 2013. The project is out for public bid right now. • The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2014 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. A trail along the east side of Nightingale Street NW north of Crosstown Boulevard NW is planned to be constructed with the reconstruction of Nightingale Street NW during the upcoming construction season. If you have any questions or comments regarding any of the trail projects or grants that are being considered, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff does recommend the Commission to continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering.
