UPDATE
Mr. Carlberg stated staff has been working with a company interested in purchasing 4 acres in
Andover Station North: They would construct a 25,000 square foot building for light
manufacturing. The company has retained an architectural firm to do a preliminary site design.
The company is also looking 4t two existing sites in Ham Lake.
Mr. Carlberg indicated the company would like the EDA to create a Tax Increment Financing
District (TIF). President Gamache asked how long the TIF District would be. Mr. Carlberg
answered 9 years. Mr. Dickinson explained the company is looking for a parcel that they would
be able to expand on and with an expansion the TIF note could be cut by one year.
Commissioner Bukkila questioned with Wal -mart coming into that area does the area become
more desirable. Mr. Carlberg indicated not this parcel, small retailers may come in and there are
smaller parcels in the area for them. He also stated manufacturing jobs bring in daytime traffic
which could potentially bring in a restaurant and support the retail.

The EDA directed staff to continue to work with the company.
Mr. Carlberg stated the company will be making their final decision within 30 days.
PARKSIDE AT ANDOVER STATION LAND SALE UPDATE
Mr. Carlberg stated Capstone Homes has acquired 10 lots from the EDA. Capstone is well ahead
of schedule in the take down of lots required in the Purchase Agreement. Capstone may be
purchasing an additional lot in February. Capstone is interested in the 8 -plex property and has
looked at the 8 -plex plans the City acquired from Bruggeman Homes.
Mr. Carlberg indicated the City Attorney has reviewed the final revisions of the Purchase
Agreement with Cherrywood Advanced Living. Cherrywood is reviewing the Purchase
Agreement.
REDEVELOPMENT DISCUSSION
Mr. Carlberg indicated closing of the Stop N Shop has occurred. The building has been
evaluated for items that can be salvaged. Demolition of the building will take place in the spring.
OTHER BUSINESS
Clocktower Commons — Mr. Carlberg explained staff met with the owners of Clocktower
Commons regarding the construction of a clock tower on the corner of Crosstown Boulevard and
Hanson Boulevard. The PUD requires a clock tower be constructed before the corner parcel can
be sold. The owners want to know what the City is looking for in the clock tower construction.
Commissioner Bukkila stated she is willing to look at different ideas; however the ideas need to
come from the property owners. The EDA agreed.
Affordable Housing — Mr. Carlberg stated MWF, a Minneapolis Company contacted staff with
interest in constructing an affordable rental housing complex in Andover. The complex would
be 3 -4 stories, housing 50 -60 units, and underground parking. MWF would be applying for state
tax credits for the project and is looking for the City to pledge something to the project. Mr.
Carlberg asked the EDA if they are interested in more information about the project.
Commissioner Bukkila stated she is not interested in the project. The rest of the EDA was
willing to explore the project.
Andover Cinema — Mr. Carlberg indicated staff spoke with the new owners of the Andover
Cinema. Andover Cinema Real Estate LLC, a St. Cloud company purchased the Andover
Cinema last November. All ten movie screens have been updated to digital. All seating and
flooring will be replaced and in April the cinema will close for three weeks for the upgrading of
the concession and lobby area.

SUBJECT: Public Hearing on EDA Land Sale: Lots 1 -9, Block 2 and Outlot D, Parkside at Andover
Station 2nd Addition

INTRODUCTION
According to State Statute, the EDA must hold a public hearing prior to any land sale. Lots 1 -9,
Block 2 and Outlot D. Parkside at Andover Station 2nd Addition are being sold to Cherrywood
Advanced Living, LLC. The City has a signed purchase agreement with a closing date of
September 24, 2013. The legal notice has been published at least ten days prior to this meeting (on
2/22/13).
ACTION REQUESTED
The EDA is requested to open the public hearing and request public comment. Upon receiving public
comment the EDA may close the public hearing and discuss the proposed resolution. The EDA should
pass a resolution indicating it is in the public's interest to sell the property and that the specified
intended use of the parcel is in keeping with the interest of the City of Andover EDA to further the
development of Parkside at Andover Station (see attached resolution). Staff recommends the land sale
be completed as they meet the original objective of developing the area with a diversity of housing
opportunities that will meet the needs of the broader community.
ACTION REQUIRED
The EDA is requested to hold a public hearing and take public comment on the proposed,land sale.
The EDA is also requested to review and consider the attached resolution. If the EDA agrees with
the findings in the resolution, a motion to approve the resolution and allow the land sale would be in
order.

A RESOLUTION APPROVING THE LAND SALE OF PARCELS LOCATED IN
PARKSIDE AT ANDOVER STATION 2ND ADDITION
WHEREAS, the City of Andover EDA has held a public hearing to gather public
comments on the proposed land sale and to disclose the pending land sale in Parkside at
Andover Station 2ND Addition to Cherrywood Advanced Living, LLC (Lots 1 -9, Block 2 and
Outlot D, Parkside at Andover Station 2nd Addition), and
WHEREAS, the findings substantiating that it is in the public interest to sell the EDA
owned parcel to the buyer include the following:
A. The land sales to the buyers noted above meets the original objective of developing
the area with a diversity of housing opportunities that will meet the needs of the
broader community.
NOW, THEREFORE, BE IT RESOLVED by the EDA of the City of Andover, Anoka
County, Minnesota, that the public hearing has been held and it has been found to be in the
public's interest to sell EDA owned land to Cherrywood Advanced Living, LLC (Lots 1 -9,
Block 2 and Outlot D, Parkside at Andover Station 2nd Addition).

The Economic Development Authority of the City of Andover will hold a public hearing
at 6:00 p.m., or as soon thereafter as can be heard, on Tuesday, March 5, 2013 at the
Andover City Hall, 1685 Crosstown Blvd NW, Andover, MN. This public hearing is to
discuss the land sale of Lots 1 -9, Block 2 and Outlot D, Parkside at Andover Station 2 °d
Addition. The land sale will be reviewed to determine if the land sale is in keeping with
the intent outlined in Minnesota State Statute 469.105. All written and verbal comments
will be received at that time and location. A copy of the proposed land sale information
will be available for review prior to the meeting at City Hall. Please contact David L.

Staff continues to work with a light manufacturing company on their interest in
purchasing land in Andover Station North. The property is located on Jay
Street NW just east of Hanson Boulevard NW. The company has retained an
architectural firm who has prepared preliminary site and building deigns as well
as determining development costs on a 25,000 square foot building to be built
on four (4) acres. The company is also preparing a business subsidy application
to create an Economic Development District, Tax Increment Financing District
as discussed at the January 2, 2013, EDA meeting.
ACTION REQUESTED
Receive update and provide direction if necessary.

The EDA is requested to receive an update from the Community Development
Director on recent developments at Parkside at Andover Station.
DISCUSSION
Capstone Homes has acquired thirteen (13) lots from the EDA, the last three lots
closed on February 22nd. The Purchase Agreement with Capstone Homes called
for the take down of an additional lot within 120 days of the date of the closing of
the initial sale of the two lots which was June 1, 2012, and an additional lot every
45 days thereafter (6 lots to be acquired by February 15, 2013). Therefore,
Capstone Homes is well ahead of the take down schedule.
Staff is also working on the potential sale of the 8 plex and 4 plex lots on the south
side of 139 ' Avenue NW.

This memo provides a brief update of all EDA activities. Further details will be provided at the
meeting.
DISCUSSION
2013 Special EDA Events — "Concert in the Park" EDA will need to discuss the effectiveness, goal
and future of the program. The Andover Middle School Jazz Band has already indicated that they
will not be performing this year.
2013 Andover Business Development Day — A date of Wednesday, June 19, 2013 has been set.
The location is the Rum River Hills Golf Club in Ramsey.
Andover Station Area Medians — Staff has solicited a quote from Prairie Restorations to conduct
weed abatement in the islands. The current plan is to defer this item to the spring.
Andover Station North — Available sites are actively being marketed. Interest in the area has
increased with the potential Walmart project.
www.MetroMSP.org and City Website — Staff continues to monitor the EDA's land sales
information on the MetroMSP website sponsored by Anoka County. We have also shown
information on other commercial and industrial lands that are for sale in Andover on both the
www.metromsp.org and in the past on the city planning department's website. Staff has updated the
city's website to include and economic development department to provide prospective businesses
easier access to available commercial/industrial properties as most parties interested look for an
economic development section of a city's website if they are inquiring about available
propertiesibuildings. Staff has received positive feedback on the information provided and ease of
access to the information.
Potential Restaurants — Staff continues to submit demographic information to potential restaurants
as leads become available. Staff continually reviews various businesses journals looking for
restaurants, retailers and other companies who are expanding their operations. As the EDA is aware,
there continues to be two issues facing Andover in attracting sit down restaurants. The first is not
enough daytime traffic and the second being the lack of square footage of retail space to support a
restaurant. The proposed Wal -Mart once under construction will help the marketing efforts. Staff
has also learned that the City struggles to compete with the Riverdale shopping area in Coon Rapids.
Crosstown/Bunker Redevelopment Sites —Staff is monitoring the area for potential acquisitions as
they become available.
Parkside at Andover Station — Capstone Homes, Inc. has purchased thirteen (13) lots to date.
Staff is also actively pursuing the development of the remaining multi - family property.
Retail Market Analysis — Study has been placed on the Economic Development Department web
page on the City website.
Monument /Entrance Signs — Sign installations are complete. Electrical has not been brought to the
Bunker Lake Boulevard and Round Lake Boulevard signs due to the excessive cost.. The Bunker
Lake sign is $2,407.67 and the Round Lake sign is $3,882.26.

INTRODUCTION
The EDA is requested to receive an update from staff on the redevelopment of the
Bunker Lake Boulevard/Crosstown area.
The closing of the Stop and Shop property has occurred. The City has gained
possession of the property and has been evaluating the building for items to be
salvaged and/or resold. Staff is currently preparing the request for proposals to
solicit bids to raze the building, pumps and underground tanks. Soil corrections
and any other environmental issues will also occur at this time.
Staff continues to monitor the availability of properties in the area for acquisition
and removal.
ACTION REQUESTED
The EDA is requested to continue discussions on the redevelopment of this area.
