Subject: 6. Update of Green Acres Park Improvements

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing possible
improvements to Green Acres Park.
DISCUSSION
Up to this point the Park Commission's recommendation is to relocate the existing ball
field further west closer to the existing playground equipment. As far as the existing
playground equipment, the recommendation is to replace the equipment but not to
relocate the structure from its current location. Staff recommends replacing the existing
equipment with a playground structure that is designed for 2 -12 year olds.
Based on the improvements that need to be made, Public Works Park Maintenance
Department recommends the remaining $32,000 of the $56,000 (total available for
improvements for both Green Acres and Northwoods East Parks) for park improvements
be allocated to Green Acres Park. The improvements that would be planned include a
new playground structure, concrete border edging for around equipment and fall zone
area, wood fiber for fall zones, and new ball field fencing with concrete mow strips.
Note: The Public Works Maintenance staff would like to reiterate that the ball field
should be eliminated at this point for the following reasons:
Parking is one issue as there is not a designated parking lot. Vehicles are currently
parking in the street.
The park is not large enough to accommodate the older individuals that have used the
field in the past for fun ball. With the relocation baseballs and softballs would still
end up on Ivywood Street and Heather Street and possibly even in the neighbor' s
yards across the street.
ACTION REQUESTED
The Park and Recreation Commission is requested to continue discussing possible
improvements to Green Acres Park.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the replacement
of the playground equipment at Northwoods East Park.
DISCUSSION
At this point the only improvement that will be made at the park is to replace the existing
playground equipment. Recommendation from City staff is to replace the equipment with
a playground structure that is designed for 2 -12 year olds.
Based on the improvements that need to be made, Public Works Park Maintenance
Department recommends that $24,000 be allocated for the improvements. This will
include playground equipment, concrete border edging for around equipment and fall
zone area, wood fiber for fall zones and reconstruction of the access trail to the
playground area. Currently $56,000 total is available for improvements for both Green
Acres and Northwoods East Parks.
ACTION REQUESTED
The Park and Recreation Commission is requested to recommend to the City Council
approval to replacement of the existing playground equipment with a new 2 -12 year old
play structure.

SUBJECT: 8. Update of Crooked Lake School /Playground Equipment

INTRODUCTION
The Park and Recreation Commission is requested to discuss the Crooked Lake School
playground equipment and the Joint Powers Agreement that is currently in place.
DISCUSSION
City staff recently met with Cheryl Kortuem, Crooked Lake Elementary School Principal, and
Tom Redmann, Anoka Hennepin School District Sites /Grounds Supervisor, to discuss the Joint
Power Agreement (see attachment) that many of the Commission members are not aware of in
regards to the ownership and maintenance responsibility of the playground equipment at the
school. This agreement (which has been in place since 1989) is recommend by staff to be
terminated. These types of agreements were popular back in 1980's with the thoughts of the
Cities and the school district working together to make improvements more economically
feasible for projects such as ball fields and playgrounds on school property. By working together
Cities would not have to go out and buy land in the same area where a school may exist. Since
those days Cities and the school district have changed philosophies. The City of Coon Rapids
was involved in a number of Joint Powers Agreement with the school district but has over time
terminated the agreements.
The reason this came up is that City staff was doing some research on the hockey rink and this
agreement was found in one of the Crooked Lake School files. Talking with the Crooked Lake
Elementary School Principal, the school did replace the equipment within the last couple of
years. Since they were not aware of the agreement and the cost sharing of the new equipment, the
school did move ahead to replace the equipment as it was outdated and did not meet ADA
requirements.
School district staff is also recommending that this agreement be terminated.
ACTION REQUIRED
The Park and Recreation Commission is requested to review and recommend to the City Council
to request the City Attorney to prepare an agreement with the Anoka Hennepin School District
No. 11 to terminate the Joint Powers Agreement for Crooked Lake Elementary School
Playground Development.

JOINT POWERS AGREEMENT
FOR CROOKED LAKE ELEMENTARY SCHOOL PLAYGROUND DEVELOPMENT
This agreement made and entered into as of the day of
19 by and between the City of Andover, hereinafter referred to as "City" and
Anoka-Hennepin Independent School District No. 11, hereinafter referred to as "School
District."
WITN ESSETH:
Whereas, the parties have previously determined that a sound educational,
recreational, and park system for its citizens requires the joint efforts of both parties so
as to provide the highest quality system at the lowest cost possible to the citizens; and
Whereas, to implement this decision the parties desire to enter into an agreement
for the joint construction and operation of facilities and programs; and
Whereas, the parties desire to share in the funding of the construction and
maintenance of the proposed improvements for playground equipment; and
Whereas, Minnesota Statutes Section 471.59 permits the parties hereto to enter into
a Joint Powers Agreement to plan, build, and maintain the proposed improvements.
NOW, TH ER E F 0 R E, pursuant to the authority granted by Minnesota Statutes
Section 471.59 the parties doe agree as follows:
1. Purpose. The purpose of this agreement is to enable the City and the School
District, through their joint and cooperative effort to expand the recreational, park and
educational facilities available to the parties through the joint financing, construction,
maintenance, and supervision of playground facilities at the Crooked Lake Elementary
School located in the City.
2. Scope of the Project. The project shall include the construction of a playground
at the north end of the school.

3. Construction Plans and Specifications. Plans and specifications shall be
prepared by the Anoka- Hennepin School District and shall be approved by the City and
the School District prior to construction.
4. Project Funding. The estimated cost of the project is $42,000. Funds are
available from the Crooked Lake Parent - Teacher Community Organization in the amount
of $14,000. The remaining costs of $28,000 shall be shared by the City and School
District with the School District contributing $14,000 thereof and the City a maximum of
$14,000. Change orders or additional costs must be approved in advance by both parties.
5. IT IS SPECIFICALLY UNDERSTOOD AND AGREED BY AND BETWEEN THE
PARTIES THAT THE "ACTUAL DIVISION OF THE COSTS BETWEEN THE CITY AND
THE SCHOOL DISTRICT SHALL BE BASED UPON ACTUAL COSTS.
6. Contracting Agency. The School District shall act as the contracting agency
for purposes of constructing the project. Contracts shall be awarded on the basis of
competitive bids in accordance with applicable state statutes.
7. Accounting. The School District shall account to each contributing party of the
funds spent on the project. In the event of excess costs, the School District shall be
liable for such costs, although they may negotiate with other contractors for more
monies. The School District will bill the Crooked Lake Parent - Teacher Community
Organization at the completion of the project. The School District will bill the City in
January, 1990, for their contribution of one -third of the actual project costs not to
exceed $140000.
B. Ownership. In this project, the City and School District each own one-half of
the, playground equipment.

9. Scheduling and Supervision. The school district shall be responsible for all
scheduling during school hours. During nonschool hours, scheduling for activities outside
of school buildings shall be the responsibility of the Community Services Department in
coordination with the building principal.
Supervision shall be the responsibility of the group or groups using the facility. In
the event of a conflict in the use of a site by the City or school, the Superintendent or
his representative and the City Administrator or his representative will govern its use.
10. Insurance. The owner of the land upon which the facilities are constructed shall
provide fire and extended insurance coverage for such facilities, but shall be reimbursed
by the other party for coverage extended to jointly owned facilities as their interests
may appear. Each party shall be solely responsible for any loss, damage, or injury to any
person or property arising out of the use of these facilities by any person or persons
under its authorization; and each party shall hold the other harmless from and defend it
against any claim, demand or cause of action initiated to recover the amount of any such
loss, damage, or claim for which it is responsible. Each party shall carry at its own
expense comprehensive liability insurance covering its potential liability under this
Section with personal injury limits of not less than $100,000 per person and $250,000 per
occurrence, and property damage limits of $25,000 per occurrence and $50,000
aggregate. A certificate from the insurance carrier stating the limits of liability and
specifically referring to this contract and Section shall be furnished by each party to the
other before operation is begun.
11. Maintenance of Facilities. Maintenance of property wholly owned by one party
shall be the responsibility of that party. Each party agrees to maintain their properties
used in the program in a safe, sanitary, and operable condition.
Repair costs in excess of $100 for an individual piece of jointly owned equipment,
building or facility provided under this agreement shall be shared on the basis of 50
percent City and 50 percent School District, subject to prior approval by both parties.

MAINTENANCE TO BE DONE BY THE SCHOOL DISTRICT

Playground equipment - Maintenance of the minimum playground equipment is
the responsibility of -the School District. Maintenance of the playground main
structure shall be the responsibility of the School District with the City sharing
In the repair costs as indicated in paragraph 11 above.
12. Revocation of Agreement. This agreement may be terminated by either party
by written notice given not less than one year from the proposed date of termination. On
termination, either party shall have the option to acquire the playground equipment or
structures acquired under this agreement at a negotiated price. In the event that the
parties cannot agree on a price, then the playground equipment shall be sold and the
proceeds divided equally between the parties.
IN WITNESS WHEREOF, the parties hereto have executed this agreement as of the
day and year first above written.

9. Discuss Crooked Lake School Hockey Rink

INTRODUCTION
The Park and Recreation Commission is requested to discuss the possibility of removing the
Crooked Lake School Hockey Rink due to the challenges that have been raised by the Parks
Maintenance Department.
DISCUSSION
As been mentioned to the Park and Recreation Commission in the past, there have been some
challenges with the rink at Crooked Lake Elementary School. The challenges that have been
raised are as follows:
• The location of the rink is secluded and located very far back from the county road
(Bunker Lake Boulevard). So it has been hard to know when it is open or not.
• Although the rink is located on school district property, the rink is pushed right up against
residential property which is private.
• When the Parks Department Maintenance Crew plows the snow from the rink, much of
the snow removal ends up onto private property since there is really nowhere to put the
snow.
• When the school district plows the adjacent parking lots, some the snow ends up on the
ice.
• Having issues with the trees growing into the rink areas.
• Having issues with salt and debris from the parking lot ending up on the free skate rink
due to the slope of the parking which drains towards the free skate rink.
• The free skate rink is very small and narrow.
• Towards the end of the skating season, the melting of the snow from the parking lot flows
onto the free skating rink.
• Melting snow from the hockey rink does flow onto Eidelweiss Street NW which can
cause issues for that street.
• It is difficult for hockey players to get to the hockey rink because of the downslope from
the warming to the hockey rink. Once you get past the downslope, it is also very
hazardous getting to the entry gate of the hockey rink.
• Access to the hockey rink for maintenance is quite difficult from either around and
through the playground or through the dead end street.
• Parking our equipment at the site is very often difficult. The Parks Maintenance Crew
always seems to be someone's way.
• Getting out of the school parking lot is a challenge at certain times of the day.
• Small kids are present when we do maintenance very often. They love the snow being
blown over them.
• Unfortunately once the rink has been cleaned, the school kids enjoy throwing snowballs
onto the ice. Staff has discussed this with school representatives in the past but continues
to be an ongoing problem for the Park Maintenance Crew.
• Currently all wiring for the hockey rink lighting are above ground and do overhang pretty
low to the rink and also are not very attractive.
• The rink lighting is very out dated and should be replaced.
• There is no security fencing to keep vehicles from driving around behind the school and
the playground area.
• The base of the rink could use some upgrades, clay or more hard pack gravel if it were to
stay.
• The basic layout and location of these rinks are just not very good for the City of
Andover. If the rinks were located closer to an existing neighborhood, the rinks would
probably get used more. Based on what staff has seen and heard, the rinks are not getting
as much use as the other rinks such City Hall Outdoor Rinks.
Note: The overall condition of the rink boards, posts and fencing are in decent shape as is the
building. So if the rink relocated to another City park, Parks Maintenance Department will do
what they can to salvage the existing rink. The building is currently property of the school district
since it was constructed by the Parent Teacher Organization.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss the possibility of removing the
Crooked Lake School Hockey Rink due to the challenges that have been raised by the Parks
Maintenance Department.

SUBJECT: 10. Update on the Evos Equipment

INTRODUCTION
This is an update in regards to the Evos equipment the Park and Recreation Commission had
expressed interest back in the fall of 2012.
DISCUSSION
It has come to staff's attention by the Anoka Hennepin School District #11 that there is existing
Evos playground structure at the Champlin Park Elementary School (school was closed a couple
years ago by school district) that is currently available to other elementary schools in the school
district. Staff visited the school and the equipment is in very good shape. The structure of this
type is more suited for installation at an elementary school. Tom Redmann of the Anoka
Hennepin School District has notified the Andover Elementary School about moving the
structure from Champlin Park Elementary to Andover Elementary School since they have a
playground structure that is need of replacement. To date City staff has not heard back from the
school district about this.
Note: The school district has indicated to staff that they are not interested in selling the structure
to the City of Andover but certainly are interested in having the structure relocated to another
elementary school if one of the elementary schools were interested. Crooked Lake Elementary
School Principal has indicated they are not interested in the Evos equipment since they just
replaced their playground equipment a few years ago.
ACTION REQUIRED
This is an update in regards to the Evos equipment the Park and Recreation Commission had
expressed back in the fall of 2012.

INTRODUCTION
This is update in regards to the Master Plan of the Sports Complex, Project 12 -31.
DISCUSSION
Staff will provide an update of the public open house which is scheduled from 5:30 pm to 7 pm
in the City Hall Conference Room prior to the Park Commission meeting. To date staff has
received only a couple inquirers from the neighborhood about the Master Plan. The Master Plan
will be presented to the City Council at the regular scheduled meeting on February 19, 2013
along with any public comments that are received. Phase 1 of the project is scheduled to be
ordered and preparation of the plans and specifications will begin. It will take about 2 -3 months
to prepare the plans and secure the necessary permits before the plan can go out for public bid.
Construction is scheduled to begin in early July.
Note: The Park and Recreation Commission will get an opportunity to review the plans as soon
as they become available by WSB.

• Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
• Dog Park — The Andover City Administrator and City Engineer have met recently with Anoka
County Parks and Recreation Department and the City of Coon Rapids. The next step is to prepare a
joint powers agreement. Once the agreement has been prepared, it will be presented to the City
Council within the next month or two. To date, $725 in donations has been received by the City.

• Andover Station North (naming of ball field) — Nothing new to report. The City Council has agreed
to name the middle field at Andover Station North Ball Field Facility "Anders Field ". Staff will be
working with the Andover Baseball Association on the sign to be installed on the backstop before the
2013 season starts. Note: Andover Baseball did install a sign that states Anders Field on the
scoreboard (middle field).
• 2013 Events in City Parks or Facilities — Need to start thinking about events the Commission would
like to do in 2013. Once the new Park Commissioners members have been appointed for the 3
vacancies, the Commission members will need to determine what the reactivity responsibility will be
for 2013.

Note: Now that the 3 Commissions have been appointed, it is now time to start thinking about events
in City parks or facilities that you would like to do for 2013. If a couple Commission members want
to work together on a specific project that is also fine to do so.
Update of Pedestrian Trails — At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 71h Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
will not start until the spring of 2013.
• The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2014 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
The City Council back on November 7, 2012 directed staff to apply for a Safe Route to
School (SRTS) grant for a trail segment on the west side of Crosstown Boulevard from
South Coon Creek Drive to Andover Boulevard. Since the November 7, 2012 meeting,
staff has learned more about the requirements to be eligible for the grant. In summary, it
is clear that the City does not have a viable option for constructing a trail along this
section of road that would meet all of the necessary components of the program. The
components that need to be woven into a successful SRTS program include Engineering,
Education, Enforcement, Encouragement and Evaluation. This would require a
partnership with an elementary school to create a comprehensive program which would
serve as a catalyst for teaching bicycling and walking safety skills, along with providing
activities promoting physical activity. It appears that in order to develop a program of
this caliber, the City would have to dedicate significant staff time to work with
representatives of the school to ensure that program goals are met. This involvement
would include a formal assessment process to determine the needs of the students as
justification for trail construction and the collection of data through formal evaluations
upon project completion. Since the City may not meet all of the grant requirements in the
application, it is not in the best interest of the City to pursue funding.

Commission to continue reviewing the City Council meeting minutes that you receive by e -mail as to
discussions of various projects the City Council has been working on or is considering.
