Law, Assistant City Engineer Municipal State Aid Streets Designation Revisions -- Engineering February 27, 2013 INTRODUCTION The Public Works Committee is requested to discuss potential changes to Municipal State Aid Streets (MSAS) designations, and recommend which, if any, changes shall be brought forward to the City Council for discussion /approval. DISCUSSION The City of Andover receives funding from MnDOT for construction and maintenance of MSAS routes. These routes are designated and approved by the City Council and MnDOT. Only those segments designated as MSAS can utilize this funding source for maintenance or improvement projects. Each MSA city is allowed to designate up to twenty percent of their roadways as MSAS, providing they have connections to County Roads, or other MSAS routes. MnDOT is in the processing of changing the way that funding is allocated between all MSA cities in the state. The new revision to the Needs program will allocate funding to cities based upon the measured ADT's (average daily traffic) on each segment. There are several "non- existing" segments and lower volume segments designated as MSA routes in Andover that staff is recommending be considered for removal from the MSA system so other routes that are more likely to be constructed in the near future can be designated as an MSAS. City staff is requesting the Public Works Committee to consider designating Xeon Street NW from Andover Boulevard to Crosstown Boulevard as an MSAS. This segment is identified in the Transportation Plan as a future collector route. This route is important for development that is expected to happen along this corridor west of the rail road tracks in the near future. There are for sale signs on the property that this segment runs through. This segment is approximately 1.23 miles long, with 0.71 miles being existing (0.21 miles in Sophie's South and 0.5 mile existing gravel road up to the current Holasek farmstead). The City currently has 0.16 miles of unallocated MSAS that could be used on this segment. The remaining 1.07 miles would need to be gained by revoking an MSAS designation from acurrently designated route. Options of existing segments that could be revoked to generate an additional 1.07 miles are shown on the attached spreadsheet in order of preference. BUDGETIMPACT Based upon the new Needs program being developed by MnDOT to allocate State Aid funding, roadways with higher ADT's will generate a greater share of funding for the City. It is anticipated that once Xeon Street is constructed, traffic volumes will be greater on this segment than those proposed for revocation. ACTION REQUIRED The Public Works Committee is requested to review this information and make a recommendation on which, if any, routes shall be revoked from the MSAS program to allow for designation of Xeon Street NW from Andover Boulevard NW to Crosstown Boulevard NW. Haas, Assistant Public Works Director SUBJECT: Traffic Zone Sign Update DATE: February 27, 2013 INTRODUCTION This item is an update as to the status of analyzing the traffic signing in various zones throughout the City. DISCUSSION As you know, the Public Works Street/Sign Department has been working on various zones throughout the City updating signs and installing speed limit signs in the rural areas. The status of the zones is as follows: • Zone 2 — Traffic signing has been completed including the ID /engraving and collecting GPS locations of the signs. Also the speed limit postings have been completed along with the final inspection by the Engineering Department • Zone 3 - Traffic signing has been completed including the ID /engraving and collecting GPS locations of the signs. Also the speed limit postings have been completed. The Engineering Department will need to verify street sign locations in 2013 to ensure they have been installed per plan. • Zone 4 - Traffic signing has been completed including the ID /engraving and collecting GPS locations of the signs. Also the speed limit postings have been completed. The Engineering Department will need to verify street sign locations in 2013 to ensure they have been installed per plan. • Zone 5 — Traffic signing plans have been completed. Street Department is currently working in the zone to install the signs as per plan including the speed limit postings. The ID /engraving and GPS coordinates of the signs are being done as the signs are being installed. Zone 5 is anticipated to be completed in 2013. • Zone 6 — Traffic signing plans have not been completed. The installation of these signs is anticipated to start sometime in 2013 with the hope of completing all traffic signs by the end of the year. • Zones 7 -9 and Zone 1 will be reviewed and updated during 2014 -2015 time frames. As required by the Minnesota Manual of Uniform Traffic Control Devices (MN MUTCD), it is the responsibility of the City to ensure the signs are the proper type, placed in the proper location and signs meet reflectivity standards. Haas, Assistant Public Works Director SUBJECT: Update of Multi -Way Stop Signs DATE: February 27, 2013 INTRODUCTION This item is an update as to the status of analyzing the unwarranted 3 way or 4 way stop signs in the various zones. DISCUSSION There are still a number of existing 3 way or 4 way stop sign locations that still need to be evaluated by the City. The locations are as follows: Zone 1 • Thrush Street NW and Station Parkway NW Zone 2 • Narcissus Street NW and Marigold Street NW (at Orchid Street NW) (3 way). To be done in 2013. • Narcissus Street NW and Marigold Street NW (3 way). To be done in 2013. • Poppy Street NW and 134 "' Avenue NW (3 way). To be done in 2013. • 143rd Avenue NW and Xenia Street NW (3 way). The analysis of the intersection will be done in 2014 after Bunker Lake Blvd between 7`" Avenue NW (CSAH 7) and 38"' Avenue has been constructed (construction is anticipated to be done in 2013). • 140`h Avenue NW and Underclift Street NW (3 way). The analysis of the intersection will be done in 2014 after Bunker Lake Blvd between 7`h Avenue NW (CSAH 7) and 38the Avenue has been constructed (construction is anticipated to be done in 2013). • 138`h Lane NW and Underclift Street NW (4 way) The analysis of the intersection will be done in 2014 after Bunker Lake Blvd between 7 t Avenue NW (CSAH 7) and 38h Avenue has been constructed (construction is anticipated to be done in 2013). To date the locations listed have not been analyzed. Traffic counts and accident data from the Anoka County Sheriff's Department will be used in the analysis for each of these intersections to determine if they should remain a multi -way stop or not. Berkowitz, Director of Public Works /City Engineer SUBJECT: Proposed 2015 Overlays DATE: February 27, 2013 INTRODUCTION The Public Works Committee is requested to begin the discussion on bituminous overlay projects that are proposed for 2015. DISCUSSION A bituminous overlay is an effective construction practice to prolong the life of streets. By placing a bituminous overlay at the right time the life of the road can be extended 15 or more years. The 2013- 2017 Capital Improvement Plan identifies under the Annual Street Reconstruction item the plan for overlays in 2015. To start this new process the following items need to be discussed: At what condition does a roadway segment require an overlay? How road segments are identified for an overlay. Should overlay project be assessed? If so the entire cost or at a percentage? ACTION REQUIRED This is for discussion purposes only. As we move through the next year policies may need to be updated and processes identified so that there is a clear understanding on what this overlay construction will accomplish. Minor shouldering 3 restoration work will be included with the project. This program helps maintain the integrity and value of the community's street infrastructure. Areas to be reconstructed are listed below. The timing of reconstruction of developments more than two years out may be revised as street conditions and ratings are reviewed on an annual basis. Berkowitz, Director of Public Works /City Engineer SUBJECT: Discuss City Inspection Process within City Easements DATE: February 27, 2013 INTRODUCTION The Public Works Committee has been requested to discuss the City's inspection process as it relates to entering on City easements. DISCUSSION The City currently enters easements to inspect storm sewer pipes and outfalls and other items as needed to ensure the City's infrastructure is in compliance and is functioning properly. Typically two staff members conduct such inspections. They use a vehicle that identifies the City of Andover. In the last few months all City safety vests have been replaced with vests that have the City of Andover clearly printed on the back and the inspectors have been directed to wear this apparel at all times when they are out of their vehicles. As discussed with the City Attorney, the City has the legal right to enter property through easements that are identified as part of the plat or which have been dedicated. Berkowitz, Director of Public Works /City Engineer SUBJECT: Discuss Assessment Policy Relative to Rural Road Improvements DATE: February 27, 2013 INTRODUCTION The Public Works Committee is requested to discuss the current assessment policy and the impacts to the Road & Bridge Fund relative to rural roadway improvements. DISCUSSION The current assessment policy and process assesses roadway improvements at 25% of the project cost based on a standard City Street. Rural projects tend to cost more per lot and the City's portion due to the fact that there are less homes and more roadway per property than in the urban area. The City Administrator will discuss more details on this subject at the meeting. ACTION REQUIRED This is for discussion purposes only. No action is required at this time.
