Berkowitz, Director of Public Works /City Engineer =OP5 From: Kameron Kytonen, Natural Resources Technician Kl K Subject: Strootman Park -- National Fish and Wildlife Foundation (NFWF) Grant lOpportunity Date: January 17, 2013 INTRODUCTION Staff continues to look for potential grant opportunities to improve the integrity of our park system. There is a grant opportunity available thru the National Fish and Wildlife Foundation (NFWF) that awards money to eligible applicants for improving wildlife habitat. Upon looking at the Parks Inventory and future plans for Strootman Park, it was determined that it would be a valid candidate. Thus, staff would like to apply for $20,000 for park improvements. DISCUSSION Strootman Park has natural amenities that make it a valuable asset to the community. However, there is some non - native, invasive plant material invading various sections of the park. Common buckthorn is very prevalent in the floodplain forest area by the public access and in the pine forest, Siberian elms are multiplying in and around the wetland area and black locusts are increasing in numbers in the deciduous forest area. It would be advantageous for the City to eradicate these threats to improve the long -term sustainability of the park. These efforts would be a part of restoration activities in these select areas: floodplain forest; wetland area; prairie and upland mixed deciduous forest. Additional management activities would include planting with native trees, shrubs, grasses and wildflowers. Also, volunteers would be utilized where applicable and it would be a good model for future efforts. BUDGET IMPACT If awarded, the City would need to match the grant dollar for dollar thru cash or in -kind services and determine where the cash portion would come from (park dedication or storm water utility). However, it's been determined that at least 75% of the match will be able to be met thru in -kind services. This would be accomplished thru Parks staff time and equipment usage and volunteer time. ACTION REQUESTED It is requested to allow staff to apply for the NFWF grant with the intent of improving Strootman Park. Berkowitz, Director of Public Works /City Engineer From: Kameron Kytonen, Natural Resources Technician �!,' Subject: Emerald Ash Borer (EAB) Update Date: January 17, 2013 INTRODUCTION The Emerald Ash Borer (EAB) is a devastating insect that attacks all species of ash trees. It was found in St. Paul in 2009, Minneapolis in 2010 and Shoreview in 2011. It now threatens to spread into other parts of Minnesota, including Anoka County. Since first being found near Detroit, Michigan in 2002, this insect has killed millions of ash trees in states like Michigan, Ohio, Indiana and some Canadian provinces. DISCUSSION Staff will give a brief presentation on EAB and elaborate on some of the following points: • The insect originates from central Asia and was inadvertently brought to the US through wood - packing material; • Symptoms of EAB infestation include excessive woodpecker damage, canopy dieback, sucker sprouts near the base of tree, "S" shaped galleries under the bark and "D" shaped exit holes in the bark; • Trees typically die within 3 -5 years; • Once the EAB population establishes and grows in numbers, trees will die exponentially within a few years; • The City's park system has a large quantity of ash trees, which are in danger; and • Treatment options are available, but we'll need to determine if it's feasible. BUDGET IMPACT EAB will be a cost to the City, as trees will need to be removed/disposed of and treatments may occur. ACTION REQUESTED None at this time. Hold Public Information Meeting/Green Acres Park Improvements Date: January 17, 2013 INTRODUCTION The Park and Recreation Commission is requested hold a public information meeting with the neighborhood regarding possible improvements to Green Acres Park. DISCUSSION Attached is a copy of the letter that was sent to the owner /occupant and location map of the area where the park is located. Also attached are the results of the neighborhood survey that were presented to the Park Commission on December 20, 2012. Attached is the layout that was presented to the Commission at the last meeting of January 3, 2013. If the Commission is in agreement to move forward of the relocation of the ball field and playground equipment, it is recommended to renotify the neighborhood and invite them back to the next meeting (February 7, 2013) to discuss the proposed layout since the parking of vehicles will most likely change as there will be more vehicles parking on Ivywood Street NW and less on Heather Street NW. ACTION REQUESTED The Park and Recreation Commission is requested to hold the public information meeting and reconsider notifying the neighborhood regarding the proposed layout of Green Acres Park. DATE: January 17, 2013 INTRODUCTION The Park and Recreation Commission is requested to review the updated preliminary Master Plan for Sports Complex, Project 12 -31. DISCUSSION Attached is a copy for review and discussion of the updated draft Master Plan that has prepared by WSB based on the discussion from the last Park Commission Workshop meeting of January 3, 2013. Also included in the packet is a drawing identifying additional parking stalls that could be added at some point in the future. Not doing the additional parking stalls as part of Phase 1 will give the City some time to evaluate the parking during events that may be going. If and when the parking lot is paved, the City will need to determine if the additional parking stalls should be added. In reviewing the updated preliminary Master Plan you will notice that the splash pad has been removed and the Frisbee Golf Course (3 baskets) has been added at the north end as suggested by the Commission. There is also a hard court surface for other various activities near the volleyball court area. The City Council will be reviewing the Master Plan at their next workshop scheduled for 6 pm, Tuesday, January 22, 2013. The neighborhood open house to review the plan is tentatively scheduled for Thursday, February 7, 2013 from 5:30 pm -7:30 pm. ACTION REQUIRED The Park and Recreation Commission is requested to continue discussing preliminary Master Plan for Sports Complex, Project 12 -31 to determine if there are any additional comments before it is presented to the City Council for their consideration. When they arrived they located no one. The Andover City Administrator and City Engineer met with Anoka County Parks Department and the City of Coon Rapids the week of July 30`I', to explore a joint venture on property owned by Anoka County. Discussions will continue and as soon as we know something we will pass that information on to the Commission. Note: Staff understands that there will be discussions with other neighboring cities about participating in the funding of the dog park. To date, $725 in donations has been received by the City. Staff will be working with the Andover Baseball Association on the sign to be installed on the backstop before the 2013 season starts. Note: Andover Baseball did install a sign that states Anders Field on the scoreboard (middle field). 2013 Events in City Parks or Facilities — Need to start thinking about events the Commission would like to do in 2013. Once the new Park Commissioners members have been appointed for the 3 vacancies, the Commission members will need to determine what the reactivity responsibility will be for 2013. • Melberg — 2013 ? • Skate Park Competitions and Camp/Van Vark — 2013 ? • Building of Bird Houses/Kowalewski —2013 ? • Organized Trail Bike Ride/Lindahl — Commissioner Lindahl will need to look providing information next spring's May -June newsletter. Update of Pedestrian Trails — At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7d' Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will not start until the spring of 2013. • The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP) for trails for the following locations: c A trail is identified in 2014 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. City Council has directed staff to apply for a Safe Route to School "grant for a trail segment on the west side of Crosstown Boulevard from South Coon Creek Drive to Andover Boulevard. The application is due for submittal in February 2013.
