Adjournment H u Ij: PARKAND RECREATION COMMISSION MEETING —JANUARY 5, 2012 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Vice Chair Lindahl on January 5, 2012, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Tony Kowalewski, Vice Chair Jim Lindahl, Andrew Melberg, Mark Miskowiec, and Shaun Van Vark Commissioners Absent: Chair Ted Butler Also Present: Assistant Public Works Director, Todd Haas Others 40 RESIDENT FORUM There were no comments at this time. Motion by Melberg, seconded by Miskowiec, to close the resident forum. Motion carried on a 5 -ayes, 0 -nays, 1- absent (Butler). APPROVAL OFAGENDA Motion by Miskowiec, seconded by Melberg, to add item #10 to the meeting agenda. Motion carried on a 5 -ayes, 0 -nays, 1- absent (Butler). APPROVAL OF MINUTES Motion by Van Vark, seconded by Kowalewski, to approve the December 1, 2011 Park Commission minutes as presented. Motion carried on a 5 -ayes, 0 -nays, 1- absent (Butler) vote. CONSIDER APPLICATION FOR SCHED ULED USE OF RECREATIONAL FA CILITIESICONSTANCE FREE CHURCH Mr. Haas reviewed this item is for consideration for approving an Application for Scheduled Use of Recreational Facility for use of the hockey rink as requested by Constance Free Church. The date that has been requested is Wednesday, February 22, 2012 from 6:00 p.m. — 9:00 p.m. at Prairie Knoll Park. Since the rinks are not open Wednesday's, the church will need to check out the necessary keys. Motion carried on a 5 -ayes, 0 -nays, 1- absent (Butler) vote. CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL FACILITIES /ANDOVER HIGH SCHOOL SPANISH CL UB Mr. Haas reviewed this item is for consideration for approving an Application for Scheduled Use of Recreational Facility for use of the hockey rink as requested by Andover High School Spanish Club. The date that has been requested is Saturday, January 14, 2012 from 11:00 a.m. —1:00 p.m. at City Hall Complex East Rink. The rinks do not officially open until 1:00 p.m. and if the groups want to use the warming house, it will be necessary to bring a key deposit. Since this is a one -day request, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Commissioner Miskowiec asked if the rinks are open with the nice weather we've been having. Mr. Haas stated today all rinks are open but that can change from day to day. The City crew is very efficient in making the rinks usable in a short period of time. © Motion by Miskowiec, seconded by Melberg, to approve the Application for Scheduled Use of Recreational Facilities for use of the hockey rink at City Hall Complex East Rink as requested by Andover High School Spanish Club waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Motion carried on a 5 -ayes, 0- nays, 1- absent (Butler) vote. CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL FACILITIES /ANDOVER HUSKIES YOUTHHOCKEYASSOCIATION JAMB OREE Mr. Haas reviewed this item is for consideration for approving an Application for Scheduled Use of Recreational Facility for use of the City Complex Outdoor Hockey Rinks as requested by Andover Huskies Youth Hockey Association (AHYHA) for a youth hockey jamboree on January 20 — 21, 2012. The request is for Friday, January 20, 2012 from 5 p.m. to close at City Complex outdoor hockey rinks (both east and west rink) and Saturday, January 21, 2012 from 8 a.m. to 6 p.m. at City Complex outdoor hockey rinks (both east and west rink). The schedule will be posted at the rinks and also posted on the City website. Motion by Kowalewski, seconded by Van Vark, to approve the Application for Scheduled Use of Recreational Facilities for use of the hockey rinks at City Hall Complex East and West Rinks, as requested by Andover Huskies Youth Hockey Association (AHYHA) for a youth jamboree. H Regular Andover Park & Recreation Commission Meeting Minutes —January S, 2012 Page 3 CONSIDER 2012 TOURNAMENT APPLICATIONS FOR SOFTBALL/BASEBALL Mr. Haas reviewed softball/baseball tournament applications were received for the upcoming 2012 /softball/baseball season as requested by the Andover Athletic Association and Andover Baseball Association. Listed below are the tournaments that have been requested: • May 5- 6 /AAA/Andover Spring Tournament/Fields 1 -6 at Sunshine Park and City Hall Field #7 • May 19- 20 /AAA/AAA Preseason Tournament/Fields 1 -6 at Sunshine Park and City Hall Field #7 • June 1- 3 /ABA/9U -12U In -House Midseason Tournament /Fields 1 -6 at Sunshine park, City Hall Park Complex — Field #7, ASN Ball Fields (east field only), Hidden Creek North Park, Shadowbrook East Park (north and south fields) • June 15- 17 /ABA/USSSA State Tournament l OAA and 11 AA Mid - Summer Classic/Fields 1 -6 at Sunshine Park • June 23- 24 /ABA/14 & 15 Rec. Mr. Haas noted the Andover Family Fun Fest is scheduled for July 13 & 14, 2012 Motion by Miskowiec, seconded by Kowalewski, to approve the tournament application forms from the Andover Baseball Association and the Andover Athletic Association. Motion carried on a 5 -ayes, 0 -nays, 1- absent (Butler) vote. © UPDATE OF PLEASANT OAKS PARK IMPROVEMENTS Mr. Haas provided an update of the Pleasant Oaks Park. A copy of the letter that was sent to the owner /occupants and location map of the area where the park is located was provided. The survey is now available on the City of Andover's website. UPDATE ON WOODLAND MEADOWS PARK IMPROVEMENTS Mr. Haas provided an update of the Woodland Meadows Park. A copy of the letter that was sent to the owner /occupants and location map of the area where the park is located was provided. The survey is now available on the City of Andover's website. The public information meeting is scheduled for January 19th at 7:15 p.m. Results of the survey will be provided in the January 19th meeting packet for Commission review. OUTSTANDING ITEMS Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On- Going Projects, Task Force Updates and Other Items of Interest. Commissioner Kowalewski provided an update on the Artificial Turf/Dome Task Force. The first meeting was held earlier today. Other facilities will be visited on January 18, 2012. Commissioner Van Vark stated there will be a skate park fun day again this year along © with a competition. Commissioner Kowalewski reviewed the bird houses have been completed and are in the possession of Kevin Starr to determine placement areas. S Mr. Haas stated it has been verified that the open space areas can be used for Mountain biking. CHAIR'S REPORT Commissioner Miskowiec has been exploring some potential sites for a BMX track. He will report back after further exploration. Commissioner Kowalewski provided an update on Andover High School Sports.
