Adjournment EN S PARK AND RECREATION COMMISSION MEETING — MARCH 15, 2012 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Vice Chair Lindahl on March 15, 2012, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Vice Chair Jim Lindahl, Tony Kowalewski, Alisa Lewnau, Mark Miskowiec, and Shaun Van Vark Commissioners Absent: Chair Ted Butler and Andrew Melberg Also Present: Assistant Public Works Director, Todd Haas Others RESIDENT FORUM 4 There were no comments at this time. APPROVAL OF MINUTES Motion by VanVark, seconded by Kowalewski, to approve the February 1, 2012 Park Commission minutes as presented. Motion carried on a 4 -ayes, 0 -nays, 2- absent (Butler and Melberg), 1- Present vote (Lindahl) CONSIDER APPLICATION FOR SCHEDULED USE OF RECREATIONAL FACILITIES /ANDOVER HIGH SCHOOL BOYS LACROSSE BOOSTERS Mr. Haas reviewed the Park and Recreation Commission is requested to consider the Application for Scheduled Use of Recreational Facilities as requested by the Andover High School Boys Lacrosse Boosters. He provided a copy of the application that was submitted to play games yinst other high schools all day on the Prairie Knoll Park east field on Saturday, May 12t . The west and north fields at Prairie Knoll Park are closed until the end of May to allow the grass to grow due to the overuse of the fields from last year. Vice Chair Lindahl stated it should be monitored because visiting teams will see an open field and take advantage of it. Commissioner Miskowiec suggested some signs be put up stating the fields are closed. Mr. Haas stated there is signage and the Boosters will monitor the closed fields. x Regular Andover Park & Recreation Commission Meeting Minutes —March 15, 2012 Page 2 Motion by Kowalewski, seconded by Lewnau, to approve the application for scheduled use of recreational facilities as requested by the Andover High School Boys Lacrosse Boosters. Motion carried on a 5 -ayes, 0 -nays, and 2- absent (Butler and Melberg) vote. CONSIDER 2012 SPRING /SUMMER SOFTBALL/BASEBALL SCHEDULE Mr. Haas reviewed this item is in regard to consider approval of the 2012 spring/summer softball/baseball schedule. He stated the City has received three applications for use of the fields for the upcoming season (Andover Athletic Association (AAA), Andover Baseball Association (ABA), TCMABL Dodgers and Grace Community Fellowship Church. Mr. Haas stated at this point AAA has indicated that they would like to maintain the same arrangement with the Andover Baseball Association (ABA) regarding the use of Sunshine Park Fields 5 and 6 on Tuesdays and Thursdays. This means ABA would only use these fields on Tuesdays and Thursdays when they have games scheduled. In regards to the request from Grace Community Fellowship Church, the church has requested the use of any field on Monday nights from 6:30 — 9:30pm. The ABA has submitted a letter stating they are not in favor of this request. The one concern on the application the Commission will need to address is that only one (1) resident of the fourteen (14) members of the team are from Andover. Past Park Commissions have indicated that adult teams are to play at Sunshine Park and if approved, they will be subject to paying 9 the required fees. Vice Chair Lindahl stated he is opposed to a weeknight usage of the field by adults. Mr. Haas stated the other application is from TCMABL Dodgers, an adult men's baseball team that received approval of Andover Station North Field Facility last year (2011). They are looking to use ASN on Sunday nights from 4 -8pm and if approved this group will be subject to paying the required fees. Staff has obtained the Certification of Participants, By -laws, the 501C3's, Certificate of Insurance, and the established grievance procedures for the AAA and ABA and are available for Commission review if desired. Brad Schotzko from ABA stated they are still tweaking the schedule but is confident it will be fine. Commissioner Kowalewski asked if the Grace Community Church group is the one that used to play at Constance Free Church. Mr. Haas stated he does not know. Commissioner VanVark asked who is handling the Pov's fields. Mr. Haas stated Pov's still owns the property and fields. Motion by Kowalewski, seconded by VanVark, to approve the 2012 Softball /Baseball Schedule for Andover Athletic Association (AAA), Andover Baseball Association Regular Andover Park & Recreation Commission Meeting Minutes —March 15, 2012 Page 3 ® (ABA), TCMABL Dodgers (subject to receiving Certificate of Insurance, schedule, and appropriate fees). Motion carried on a 5 -ayes, 0 -nays, 2- absent (Butler, Melberg) vote. Motion by Miskowiec, seconded by Lewnau, to deny request from Grace Community Fellowship Church for games on Monday nights with the suggestion they consider weekend games. Motion carried on a 5 -ayes, 0 -nays, and 2- absent (Butler and Melberg) vote. CONSIDER 2012 SPRING /SUMMER SOCCER /LACROSSE SCHEDULE Mr. Haas reviewed this item is in regard to consider approval of the 2012 spring/summer soccer /lacrosse schedule. He provided the proposed fields that will be available for 2012 soccer /lacrosse season. The City has received applications from North Metro Soccer Assoc (NMSA) and Andover Area LaCrosse Assoc (AALA). Copies of the By -Laws, 501 C3 Status, Certificate of Insurance and Grievance Procedures for NMSA and AALA are available for commission review if desired. Mr. Haas noted there will be a schedule change on Sunshine Field #3 and using Prairie Knoll SE Field on May 5 & 6th. A revised schedule will be done. © Barb Anderson and Scott Skypek from NMSA indicated to the Commission that the schedule has been worked out with AALA. The number of competitive teams in the NMSA has gone up. There are about 800 rec (in house) youth that do play in their program and approximately half are from the City of Andover. Both associations have met and do agree with the proposed schedule. As a reminder, the southwest and north fields at Prairie Knoll Park are off limits for use (games and practices until at least May 29th) as the City are trying to grow grass that was damaged from last year's use. Mr. Scott Skypek invited the Commission to the grand opening event on April 21" at Hawk Ridge. The formal grand opening will begin around 9:30am. Federal Cartridge will also be invited as they donated bleachers for the fields. This will be a test for the parking area's 200 parking spots. Motion by Miskowiec, seconded by Lewnau, to approve the 2012 Soccer /Lacrosse Schedule. Motion carried on a 5 -ayes, 0 -nays, and 2- absent (Butler and Melberg) vote. HOLD PUBLIC HEARING /MNDNR OUTDOOR RECREATION GRANT APPLICATION /TOMANDERSON TRAIL /12 -06 Mr. Haas reviewed the proposed improvements that are being considered and © recommended the Park and Recreation Commission is requested to hold a public hearing for an Outdoor Recreation Grant Application that the City of Andover will be applying Regular Andover Park & Recreation Commission Meeting Minutes — March 15, 2012 Page 4 © for through the Minnesota Department of Natural Resources for the installation of Kiosks, Way Finding Signs and Fitness Stations for the Tom Anderson Trail located in Section 25, 26, 35, and 36 Township 32, Range 24. Mr. Haas distributed a spreadsheet showing the estimated cost for improvements. Mr. Haas reviewed the project scope includes the installation of kiosks, way finding signs and /or fitness stations. If the City is the recipient of the grant the project is anticipated to start in the spring of 2013. The total overall cost for the proposed improvements is estimated to be $39,675. A portion of the estimate is for improvements for the Tom Anderson Trail. The financing for this segment of this project will be 50% DNR funding and the other 50% will be in -kind labor and City funds (park dedication and the general fund/taxpayer source funds). Once the project is complete, the Andover Public Works Department will maintain the park as they normally do on all other City parks, which are paid for from the general funds, which are available from City taxes. Some of these maintenance costs include mowing, litter pickup, inspecting and maintaining the kiosks, way finding signs and fitness stations. The current annual cost to maintain the park and trails is about $22,000 per year. Mr. Haas stated in further conversations with the DNR, the grant funds can only be used within Coon Creek Park property so the existing trails along Hanson Boulevard and Bunker Lake Boulevard would not qualify. �i Mr. Haas stated the Commission is requested to hold a public hearing for an Outdoor Recreation Grant Application that the City of Andover will be applying for through the Minnesota Department of Natural Resources for the possibility of installing Kiosks, Way Finding Signs and/or Fitness Stations for the Tom Anderson Trail. Vice Chair Lindahl opened the public hearing at 7:30 p.m. Motion by Kowalewski, seconded by Miskowiec to close the public hearing at 7:31. Motion carried on a 5 -ayes, 0 -nays, and 2- absent (Butler and Melberg) vote. Commissioner Kowalewski asked if the City would be installing all the equipment and Mr. Haas stated they would. Commissioner Lewnau asked if other Cities had been contacted to see if this equipment is used if installed. Mr. Haas stated he did not. The trails would be maintained year round by the City. Vice Chair Lindahl asked if lights would be installed and Mr. Haas stated not at this time but lights could be considered as part of next year's CIP. Commissioner Miskowiec asked when the application is due and Mr. Haas stated by March 31, 2012. Commissioner Miskowiec asked if there is a list of DNR projects that are approved and Mr. Haas stated he does not know but will research if the information is available. The City has been successful over the past few years on obtaining the grants. OUTSTANDING ITEMS Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On- Going Projects, Task Force Updates and Other Items of Interest. The next meeting of the Artificial Turf/Dome Task Force will be held Thursday, March 22 and the public is welcomed to attend. Mr. Haas stated the Council has approved the improvements to Pleasant Oaks Park. Excess funds that are available from the Woodland Meadows Park have been requested by the Park Commission to be placed on the agenda for the next Commission meeting to discuss to how to utilize the excess funds. CHAIR'S REPORT Commissioner Kowalewski stated he will speak with Kevin Starr about the bluebird houses. The bluebirds are back. Hummingbird feeders should not be put out until the end of April. Commissioner Kowalewski provided an update on Andover High School sports. Commissioner VanVark stated he took a close walk through the skate park. The trash needs to be picked up. The concrete may need some work on the ramp. One piece of the equipment needs to be looked at for repair.
