Adjournment u • ��.� 'I v PARK AND RECREATION COMMISSION MEETING — NOVEMBER 1, 2012 MINUTES The Regular Bi- Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on November 1, 2012 at 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Ted Butler, Tony Kowalewski, Alisa Lewnau, Vice Chair Jim Lindahl, Andrew Melberg, Mark Miskowiec, and Shaun Van Vark Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas Others © Prior to the start of the Commission Meeting, the Commissioners met at Woodland Meadows Park on 172 "a Avenue NW to look at the new fall zones and borders that were constructed by the Public Works Parks Maintenance Department. RESIDENT FORUM There were no comments at this time. Motion by Lewnau, seconded by Van Vark, to close the resident forum. Motion carried on a 7 -ayes, 0 -nays, 0- absent vote. APPROVAL OF MINUTES Motion by Kowalewski, seconded by Lewnau, to approve the October 4, 2012 Park Commission minutes as presented. Motion carried on a 7 -ayes, 0 -nays, 0- absent, 0- present vote. DISCUSS PROPOSED PARK PLAYGROUND IMPROVEMENT /GREENACRES PARK Mr. Haas reviewed with the Park and Recreation Commission the draft letter and proposed survey for the neighborhood to fill out which will be available on the City of Andover's website. After brief discuss by the Commission on the existing equipment that © is due for replacement and the condition of the ball field, the Commission requested staff to proceed with sending out the letters to the neighbors about the park and how they can participate in the survey. Regular Andover Park & Recreation Commission Meeting Minutes — November 1, 2012 Page 2 DISCUSS PROPOSED PARK PLA YGRO UND IMPROVEMENT/NORTHWOODS EAST PARK Mr. Haas reviewed with the Park and Recreation Commission the draft letter and proposed survey for the neighborhood to fill out which will be available on the City of Andover's website. UPDATE OF THE NEW SPORTS COMPLEXITROJECT 12 -31 Chair Butler gave an update of the discussion the City Council had at the October 23, 2012 workshop regarding the new sports complex and the direction that Council gave. The decision by the Council was to have the Park Commission along with participation from the associations (soccer, football, and lacrosse) to discuss the vision of the Sports Complex at an upcoming workshop on Thursday, November 29, 2012 to discuss potential layouts and /or options. Mr. Haas also gave an update as to the work that is already going on including a site walk through with the original owner, the heating oil tank that has already been pumped, ® evaluation of the irrigation well and the status of the demolition of the house and metal buildings that are to come down by the end of the year. No further action was necessary. DISCUSS SUNSHINE PARK WEST PARKING LOT LITTER ISSUE /COMMISSIONER VAN VARK Commissioner Van Vark discussed the issues that are still going with litter at the west parking lot at Sunshine Park. After a brief discussion it was directed to have the Parks Maintenance staff to provide an additional garbage can near the northwest corner of the parking lot since that seems to be the worst area for litter. Commissioner Kowalewski indicated that he would discuss this with Andover High School staff to help get the word out about the litter issue and to do what they can to monitor the situation. ANOKA COUNTY SHERIFF'S DEPARTMENT 3`d QUARTERLYREPORT Mr. Haas explained that this item is in regard to the Anoka County Sheriff's report on Andover park activity from July 1 to September 30, 2012. It is four pages long. He reminded the public to call 911 immediately if they see suspicious activities in the parks. Once the Deputies and Community Service Officer receive the call they will check it out. The Commission commented on the alarms that went off at Andover Station North Ball Field Facility. The staff mentioned that they do what they can to remind the baseball © association to make sure doors are closed and locked and the alarm is reset. Chair Butler reminded the associations to work to keep the buildings secure. Informational only, no action is required. Regular Andover Park & Recreation Commission Meeting Minutes —November 1, 2012 Page 3 H PARK DEDICA TION IMPRO VEMENT FUND 3rd QUARTERLYREPORT/ FINANCE DEPARTMENT Mr. Haas explained that this item is in regard to a quarterly review of the Park Improvement Fund. He noted that this covers what has been covered to date through the month of September. He stated that there will be some new home construction building projects which will add additional revenues. Informational only, no action is required. REVIEW OUTSTANDING ITEMS Mr. Haas reviewed the outstanding items providing updates on Completed Projects, On- Going Projects, Task Force Updates and Other Items of Interest. Mr. Haas noted the City Council has included in the Capital Improvement Plan (CIP) for a trail along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. The section of trail is proposed as a possible improvement in the 2014 CIP. CHAIR'S REPORT Commissioner Kowalewski provided an update on Andover High School for fall sports and congratulated the effort of all teams. ADJOURNMENT OF REGULAR MEETING Motion by Lindahl, seconded by Lewnau, to adjourn the regular meeting at 7:45 p.m. Motion carried on a 7 -ayes, 0 -nays, 0- absent vote. Respectfully Submitted, Todd J.
