Adjournment H ANDOVEA ANDOVER ECONOMICDEVELOPMENT AUTHORITYMEETING A UGUST 8, 2012 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by President Mike Gamache, August 8, 2012, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila, Tony Howard, Mike Knight, Julie Trude, and Robert Nowak Absent: Joyce Twistol Also present: Community Development Director, David Carlberg Executive Director, Jim Dickinson Public Works Director /City Engineer, Dave Berkowitz APPROVAL OF MINUTES July 3, 2012, Regular Meeting: Correct as presented. Motion by Bukkila, Seconded by Howard, approval of the Minutes as presented. Motion carried unanimously. RETAIL MARKET ANALYSIS UPDATE Mr. Carlberg requested the EDA schedule a date to meet with Mr. McCombs for the results of the Retail Market Analysis. He stated the Planning Commission and local businesses would be invited to the meeting. The EDA suggested August 15, 2012 at 6:30 p.m. Mr. Carlberg indicated he would contact Mr. McCombs the,next day regarding the date suggested by the EDA. PARKSIDE AT ANDOVER STATION UPDATE Mr. Carlberg stated the process of replatting the single family area has begun and the preliminary © plat is scheduled to be presented at the September 11`h Planning Commission meeting and to City Council at the September 18`h meeting. Mr. Carlberg indicated Capstone Homes has two model homes under construction, however he cannot sell the homes until the plat is complete as they are part of the plat. © Andover Economic Development Authority Meeting Minutes —August 8, 2012 Page 2 TRIDENT DEVELOPMENT (ARBOR OAKS) UPDATE Mr. Carlberg indicated the plan review is complete. The building permit has been issued and picked up. Staff is waiting to hear from Roger Fink regarding the ground breaking ceremony. REDEVELOPMENT DISCUSSION Mr. Dickinson stated staff continues to monitor and pursue the area. The commercial property in the area will be discussed in the closed session. OTHER BUSINESS Mr. Dickinson indicated the City was approached by a developer interested in building an advanced care living facility. The developer has three sites in Andover they are looking at: Grey Oaks, Woodland Creek Golf Course and Parkside at Andover Station. Their preferred location is Parkside at Andover Station. They would develop a one level 20 unit building that would blend in with the other homes in the neighborhood. Mr. Dickinson indicated the developer needs two acres for this project and the Parkside site is approximately two acres. © Commissioner Bukkila asked if the developer is asking for TIF funding. Mr. Carlberg answered they are not. President Gamache asked value wise is it better to have this type of facility or continue to market for the 8 -plex. Mr. Dickinson replied the facility would be commercial and will pay more in taxes than an 8 -plex. President Gamache asked why the Parkside area and not Grey Oaks. Mr. Dickinson answered the developer wants some separation from Arbor Oaks. Commissioner Trude believes allowing this facility in this area is giving up the vision of the area. The area and the building were discussed. Commissioner Howard indicated it will be hard to find a developer willing to build a townhome development. Mr. Dickinson suggested having the developer give a presentation at a future EDA meeting. The consensus of the EDA was to have a presentation done by the developer. © The EDA recessed at 6:46 p.m. to go into a closed session. The EDA reconvened at 6: 56 p.m. from the closed session. © Andover Economic Development Authority Meeting Minutes — August 8, 2012 Page 3 Commissioner Knight stated the concert events at Andover Station have not been very successful. He suggested being creative and coming up with other ideas for the area. Mr. Carlberg indicated it is difficult for any event to succeed when the local businesses are not supportive and not willing to participate.
