Consider Application for Scheduled Use of Recreational Facilities /Constance Free Church DATE: January 3, 2013 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of the hockey rink as requested by Constance Free Church. DISCUSSION The day that has been requested is as follows: • Wednesday, February 20, 2013 from 6:30 pm- 9 pm at Prairie Knoll Park. Note: Since the rinks are not open Wednesday's,.the church will need to check out the necessary keys. A key deposit will be required for the warming house portion of the building and for the rink lights. Since this is a one -day request, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Also attached is the proposed revised 2012 -2013 hockey rink schedule. ACTION REQUIRED The Park & Recreation Commission is requested to approve the Application for Scheduled Use of Recreational Facilities for use of the hockey rink at Prairie Knoll Park as requested by Constance Free Church. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first- served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider 2013 Softball/Baseball Tournament Applications DATE: January 3, 2013 INTRODUCTION This item is in regard to considering the attached softball/baseball tournament application forms for the upcoming 2013 softball/baseball season as requested by the Andover Athletic Association and Andover Baseball Association. DISCUSSION The earliest the associations can submit is December 15th for the following summer. The City has received applications from the Andover Athletic Association and Andover Baseball Association for tournaments for the upcoming season. Listed below are the tournaments that have been requested. The Andover Athletic Association tournament schedule approval is subject to scheduled submitting the required damage deposit fee of $250 and finding an individual to sign on as Tournament Director #2. DISCUSSION The earliest the associations can submit is December 15th for the following summer. The City has received three applications from North Metro Soccer Association (NMSA) for the upcoming season. The City did not receive any applications from the Andover Area Lacrosse Association. If the tournament is cancelled, neither the Tournament Fee, the Field Usage Fee nor the Non - intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. It will be necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works Department will be necessary prior to any use. 0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the tournament. All requests for tournaments must be submitted by the 3rd Friday of December. The application will be considered by the Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Supervisor. If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, neither the Tournament Fee, the Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament. If further information is needed, please contact the Parks Coordinator at (763) 755 -5100. The 3 vacancies should be appointed in late January or February 2013. • Update of Pedestrian Trails - At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7h Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will not start until the spring of 2013. • The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2014 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • City Council has directed staff to apply for a Safe Route to School grant for a trail segment on the west side of Crosstown Boulevard from South Coon Creek Drive to Andover Boulevard. The application is due for submittal in February 2013. DISCUSSION Attached is a copy of the preliminary Master Plan that has prepared by WSB based on the discussion from the last Park Commission meeting of December 20, 2012 for your review and comments. In reviewing the preliminary Master Plan you will notice there is probably not enough parking for the 3 fields if the associations do not spread out the time in between games, which has been suggested in the past. If the Commission recommends additional parking stalls to be available for use of all 3 fields at one time with other games to follow immediately, then the preliminary plan would need to be revised to reflect the additional parking stalls. Just so the Commission knows the consequences of this will be more trees need to come down, more likely on the west half of the complex since the east half will be game fields. From what we understood at the last Commission meeting and from one resident is to keep as many trees as possible. Discuss Skate Board /08 -08 /Commissioner Van Vark DATE: January 3, 2013 INTRODUCTION Commissioner Van Vark would like to address the Park and Recreation Commission regarding a concern relating to the existing skate park and possibly some new skate boarding features for the park. DISCUSSION Staff has been in contact with American Ramp Company regarding some concerns that Commissioner Van Vark has heard from the skate boarders about the steepness of one of the pieces of the equipment. Attached is a drawing that identifies the additional decking that would be necessary to help resolve the concern that has been mentioned by the skate boarders regarding the center set being too steep. The Hubba Ledge and Grind Rail would be necessary if the center set was to be added to resolve the concern. In addition, there are a couple other new pieces identified on the plan. Staff has included the cost of the pieces so that if the skate boarders want to do some fundraising, they would have an idea of how they would need to raise to buy one or more of the pieces of equipment.
