Consider Application for Scheduled Use of Recreational Facilities /Andover Huskies Youth Hockey Association Jamboree DATE: December 20, 2012 INTRODUCTION The Park and Recreation Commission is requested to consider approving the attached Application for Scheduled Use of Recreational Facilities (City Complex Outdoor Hockey Rinks) as requested by the Andover Huskies Youth Hockey Association (AHYHA) for a Youth Hockey Jamboree from January 18 -20, 2013. DISCUSSION Attached is the application received from AHYHA. The days that are being requested areas follows: • Friday, January 18, 2012 from 5 pm to close at City Complex outdoor hockey rinks (both east and west rink). • Saturday and Sunday, January 19 -20, 2012 from 8 am to 6 pm at City Complex outdoor hockey rinks (both east and west rink). Also attached is the proposed revised 2012 -2013 hockey rink schedule. ACTION REQUIRED The Park & Recreation Commission is requested to approve the Application for Scheduled Use of Recreational Facilities at the City Complex Outdoor Hockey Rinks for a AHYHA Youth Hockey Jamboree. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. DATE: December 20, 2012 INTRODUCTION The Park and Recreation Commission is requested to continue discussing Pleasant Oaks Park to determine if the existing gravel parking lot should be recommended to be removed. DISCUSSION Attached is the letter that was sent to the area residents requesting input regarding the removal. To date staff has not received any questions or comments. The residents as indicated in the letter can participate in the discussion by attending this meeting. Note: If the parking lot is recommended to not be removed, Public Works will need to rebuild with a new gravel section due to the existing conditions. If the Commission recommends the parking lot to be removed, this item will be brought to a future City Council meeting for formal decision by the City Council. ACTION REQUIRED The Park and Recreation Commission is requested to continue discussing Pleasant Oaks Park to determine if the existing gravel parking lot should be recommended to the. The Andover Park and Recreation Commission will be discussing the possibility of removal of the existing parking lot at Pleasant Oaks Park and your input regarding this will be helpful in determining if the parking lot should stay or be removed. The park location map is on the back side of this letter. A few of the reasons for considering the removal is as follows: • There has been limited use of the parking lot as most park users walk to the park. • Expense of ongoing maintenance compared to limited use. • Vehicles are doing donuts in the parking lot and as small as the parking lot is, the vehicles are throwing gravel into the maintained grass areas. • Periodic washouts during heavy rain storms causing gravel to run down the street and then into the storm sewer and ponds /wetlands. • The use of the park has changed over time and is not used for athletics or ice skating anymore. • This park is classified as a mini park which in general does not have parking lots. Most of the users are from the neighborhood. Note: If this was a designated new park, the plan would not have a parking lot because of the mini park designation. If you are interested in participating in the discussion, the Park and Recreation Commission will be meeting on Thursday, December 20, 2012 at 7 pm or shortly thereafter. Review Outstanding Items DATE: December 20, 2012 Issues list as of 12/18/12 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report —Next quarterly report is due in January. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism —Next quarterly report is due in January. ON -HOLD PROJECTS— OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower — Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. • Dog Park — Nothing new to report. The Andover City Administrator and City Engineer met with Anoka County Parks Department and the City of Coon Rapids the week of July 30th to explore a joint venture on property owned by Anoka County. Discussions will continue and as soon as we know something we will pass that information on to the Commission. Note: Staff understands that there will be discussions with other neighboring cities about participating in the funding of the dog park. To date, $725 in donations has been received by the City. Information about the dog park can be found at (http://andoverdoi.zpark.com/) • Andover Station North (naming of ball field) — The City Council has agreed to name the middle field at Andover Station North Ball Field Facility "Anders Field ". Staff will be working with the Andover Baseball Association on the sign to be installed on the backstop before the 2013 season starts. Note: Andover Baseball did install a sign that states Anders Field on the scoreboard (middle field). At this point, the following activities are being checked into by the following Commissioners: • Melberg — 2013 ? • Skate Park Competitions and Camp/Van Vark — 2013 ? • Building of Bird Houses/Kowalewski —2013 ? • Organized Trail Bike Ride/Lindahl — Commissioner Lindahl will need to look providing information next spring's May -June newsletter. Information needs to be submitted March 4h. • Butler — 2013 ? Note: Once the Park Commission members are appointed for the 3 vacancies that are up at the end of 2012, the Commission will need to assign the events for 2013 so start thinking about events in City parks or facilities that you would like to do for 2013. The 3 vacancies should be appointed by February 2013. • Update of Pedestrian Trails — At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7`I' Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will not start until the spring of 2013. • The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2014 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. • City Council has directed staff to apply for a Safe Route to School grant for a trail segment on the west side of Crosstown Boulevard from South Coon Creek Drive to Andover Boulevard. The application is due for submittal in February 2013. If you have any questions or comments regarding any of the trail projects or grants that are being considered, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff does recommend the Commission to continue reviewing the City Council meeting minutes that you receive by e -mail as to discussions of various projects the City Council has been working on or is considering. Discuss Master Plan of Sports Complex with Consultant /12- 31/3535 -161x` Avenue NW DATE: December 20, 2012 INTRODUCTION - The Park and Recreation Commission is requested to meet and discuss the Master Plan for Sports Complex, Project 12 -31 with the consultant that was approved by the City Council. DISCUSSION The meeting is an opportunity to the meet the consultant that has been hired by the City and start discussing the preparation of the Master Plan. This will be an opportunity to discuss the vision of the Sports Complex that was discussed at the Park Commission's November 29, 2012 workshop with the consultant. Note: At this point a consultant has not been hired but is expected to be approved by the City Council on Tuesday, December 18, 2013 and will be available for the Commission meeting. Note: The associations (football, soccer, and lacrosse) have been invited to attend and participate in the workshop. As most of you know there are three (3) parks that are relatively located in the general area of where you live (Green Acres, Northwood's West and Northwood's East). Do you think the City should consider replacing the equipment at the following parks? Note: The playground equipment at Green Acres and Northwood's East Parks are outdated and need to be replaced: (check only one) a. Replace only the playground at Green Acres Park and remove the existing playground equipment at Northwood's East Park: 1 (Survey C) b. If necessary would you be willing to serve on a Neighborhood Park Committee to develop a playground plan and/or other improvements, evaluate proposals received and make a recommendation to the Park and Recreation Commission? The Commission in general should discuss the results and continue discussing them at their next meeting which is scheduled for Thursday, January 3, 2013. As previously mentioned the public information meeting with the neighborhood is scheduled for Thursday, January 17'', 2013. Staff will notify the three (3) individuals that were interested on serving on the neighborhood park committee to attend this meeting. For the Park Commission to consider what improvements (including equipment replacement) could be made to the park, the City would like to receive input from the neighborhood.
