Haas The City Council/Park Commission is requested to discuss the following items in regard to Kelsey-Round Lake Park: A. Park Dedication Attached is a map of the area of the existing park and also the possible park dedication for the unplatted portion of Indian Meadows. The Commission has been working out the dedication to acquire the pond located on Lot 9, Block 7 with both property owners, Wayne Bachman and Jerry Windschitl. To date, Lot 1, Block 4 will be dedicated for parking along with the south park property shaded in green. B. Proposed Plan Enclosed is the possible Master Plan for Kelsey-Round Lake Park along with a cost estimate and description of construction. '---- The trail construction (main trails) will likely be reduced to 8' or 6' wide asphalt trails. COUNCIL ACTION '-- MOTION BY TO SECOND BY ,~ (~ (j PRELIMINARY CONCEPT The objective of Kelsey - Round Lake Park is to create an environment that provides for the surrounding communities' recreational needs while preserving the existing environmental and historic character of the site. The preliminary concept involves the development of a trail system to be used all year round by bicyclists, hikers, and cross country skiers. The trails have been proposed to be completely handicap accessible with shelters and benches along the way for resting. Throughout the trail system the opportunity exists to provide observation and interpretive areas, ie. vegetation/wildlife habitats and historic sites. These areas would be designated by signs that would give a brief explanation of what educational or historical background the area might have. I o -0 u MASTER PLAN The Master Plan for Kelsey Round Lake Park involves the refinement of conceptual ideas, the layout and hierarchy of the trail system, the locating of to specific features such as the parking lots, park building, outdoor classroom, shelters, benches and play lot. PARK ACCESS There will be six different points of access to the site. The main access will be from the north off of Xenia street which will lead the visitor to the parking area and the park building. Secondary access will be achieved from Silverod Street, 153rd Street, Blackfoot Street, 152nd Circle N.W. and 149th Avenue N.W. CIRCULATION A hierarchy of trails will provide for access through the site for recreational visitors, the handicap and emergency vehicles. The main trail will be a 101 wide asphalt trail leading through the site and around the picnic area and outdoor classroom. The secondary trails will be 81 asphalt trails and an 81 wide floating boardwalk, which will branch from the main trail to the secondary site access points and the island in Round Lake. Also included in the trail system will be mowed grass paths which will allow the visitor to experience the open fields. The trails have been realigned from the preliminary plan to correspond better with the types of soils that will provide a better base for the trail system. SIGNAGE Three different types of signage will be used throughout the site, they are as follows: * Information Kiosk - the kiosks will be located at the main entry to the north and at the southern most entry off of 149th avenue N.W. They will contain information such as site map, rules and regulations, names and numbers of people in charge of trail operation and maintenance, and an emergency phone and numbers. * Interpretive Signs - these signs will be located throughout the site along the trails, noting points of interest, wildlife habitats and historic sites. * Directional Signs - these signs will be located at the intersections of trails and at the secondary park accesses. They will have a map of the park and locate where the visitor is. OBSERVATION DECK '\ ~ The observation decks will be located in areas where stepping of the trails to view an area requires a deck, ie. the marsh and island slope. These decks would be discreet and would provide relative information on interpretive signs. SHELTERS Shelters will be located along the trails to provide visitors with a spot to get away from the sun and the rain. The shelters will be approximately 15'x30' in size. PICNIC AREA There is one designated picnic area which is located just southeast of the main entry at the north end of the site. The picnic area will include 12 tables and benches, a shelter and play area. PLAY AREA A tot lot will be incorporated into the picnic area, with structures that blend with the existing environment. OUTDOOR CLASSROOM ':.J The outdoor classroom is a designated area that can be used day and night by groups for meetings and camp fires in the fire pit. It will be located in an area sheltered form the wind that is just south of the main entry along the north property line. PARK ACTIVITIES The park will be used for a variety of activities which will include hiking, biking, cross country skiing, picnicking, bird watching, and environmental and historic education. The city will be applying this year for an Outdoor Recreation Grant from the community Development Division of the Minnesota Department of Trade and Economic Development. Phase 1 is to be implemented over a period of three years. The first years construction will include the grading and placement of an aggregate base for both the parking lot and the section of the 10' wide main trail that runs straight south from the main entry to 149th avenue N.W. Haas The city Council is requested to discuss park parking lot issues; as an example, Terrace Park located at the intersection of 135th Avenue NW and Poppy street NW. The City received a petition from property owners of Chapman's Addition requesting the City construct the proposed parking lot by the Pumphouse #2. The problem the City is having is the users of the ball park like to park as close to home plate as possible; in this case 135th Avenue and Poppy street NW. Capital budget for 1991 allows for a parking lot at this park. This situation is very similar to Strootman Park (in this case, the City approved an ordinance for no parking and had to install signs at $75.00 per sign) . ,-J The Park Commission needs some direction as to how to handle this type of situation. Haas The city Council is requested to discuss with the Park and Recreation Commission the possibility of a future city wide trail system. The Commission is interested in looking into a trail system that would connect from Bunker Hills Park trail system to Kelsey-Round Lake Park by utilizing a combination of railroad tracks/pipeline/sanitary sewer along Coon Creek, South Coon Creek Drive, etc. The Commission would also look at expanding these trails to other parts of the City. I think it is time that a city this size seriously consider having it's own Park and Recreation Department. The timing is now right to take a good look at this opportunity. The current Community Ed person is now leaving and that salary could be applied toward the hiring of Andover's own Park and Recreation person. The advantages of your own employee in Park and Recreation would be: 1. Someone to work closely with park development issues. 2. Someone to work closely with the Andover youth athletic associations. 3. Someone to develop Andover's own recreation programs, where any profits that are generated would be kept in the city coffers to defray department expenses in other areas. 4. Someone to work in the areas of bikeways, walkways, trail development, and environmental areas. 5. Someone with a park and recreation background that is aware of city issues regarding park usage, park planning, recreation programs, athletic associations, and the like. 6. A full time recreation employee to work closely with the park board, maintenance department, area cities, council and residents in the area of parks and recreation. 7. A program that will bring greater identity to Andover. I think, if you did a brief survey, you would find that most cities with a population over 15,000 (outside of District 11) have their own park and recreation department to develop and direct the programs related to park and recreation. I urge you to seriously consider this concept, since the timing is now very appropriate to do so.
