INTRODUCTION
The Park and Recreation Commission is requested to discuss the vision of the Sports Complex,
Project 12 -31 and recommend the three (3) consultants for staff to interview.
DISCUSSION
The meeting is an opportunity to discuss the vision the Park and Recreation Commission has for
the property and the amenities the Commission and associations would like to see at the facility.
The main focus is the big picture of the site. There may be other opportunities for trails, shelters
and possibly a sliding hill or a playground area. There may also be some opportunity in the
floodplain and wetland areas to create open water features that could provide excellent habitat for
the wildlife.
A total of seven (7) proposals were received. Staff has reviewed the proposals and is
recommending three (3) consultants (Anderson - Johnson Associates, WSB and SRF) be
interviewed. Copies of the 3 consultant proposals are included in the side pocket of the packet.
The proposals received were from the following consultants including the proposed fee:
• Anderson- Johnson Associates, Inc. $65,900
Note: Construction staking included in the above fee was proposed at approximately
$4000. This cost was to be included as a not to exceed fee. Staff will clarify this with the
consultant. The fee for the artificial turf design was included in the total not to exceed
$18,500.
• WSB and Associates, Inc. $67,226
Note: The construction staking was included in the not to exceed fee of $6480. The fee
for the artificial turf design was included in the total not to exceed $4850.
• SRF Consultants $88,744
Note: The fee indicated in the proposal was an estimated fee and was to be indicated as a
not to exceed fee. Staff will clarify this with consultant. The construction staking was
included in the total at $5555. The fee for the artificial turf design was indicated in the
total at $7048.
• Larson Engineering, Inc. $94,084
Note: The fee for the artificial turf design was included in the total not to exceed $13,205.
• SandersWackerBergly, Inc. $105,150
Note: The fee for the artificial turf design was included in the total not to exceed $5040.
• Carlson- McCain $114,580
• Westwood $130,595
Note: Each of the proposals does include an alternate fee for design for 1 artificial turf field.
Staff will interview the three (3) consultants and make a recommendation of the consultant to be
selected to the City Council. The consultant selected will be attending the Park Commission
workshop meeting on Thursday, December 20, 2012 to discuss the master plan and answer any
questions the Commission may have. Based on input from the Commission, the consultant will
prepare a draft master plan which will be presented to the Commission and associations on
Thursday, January 17, 2013.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss the vision of the Sports Complex,
Project 12 -31 and recommend the three (3) consultants for staff to interview.
