SUBJECT: 4. Consider 2012 -2013 Hockey Rink Schedule

INTRODUCTION
This item is in regard to considering the 2012 -2013 hockey rink schedule.
DISCUSSION
To date the City has only received an application from the Andover Huskies Youth Hockey
Association (AHYHA). Anoka, Coon Rapids and St. Francis Youth Hockey Associations were
notified that rinks were available for them to reserve. Coon Rapids is the only association that
responded that will not need outdoor ice from Andover. Attached is the proposed schedule and
the rinks that AHYHA plan on using for the 2012 -2013 season. As you can see from the attached
schedule, AHYHA will be responsible to provide supervision (either a coach or member of the
association) on Monday's, Tuesday's and Thursday's from 4 pm until 8:30 pm on each of those
nights at 3 of the facilities. The City will be providing a warming house attendant at Hawkridge
Park every day of the week except for Wednesday nights. All rinks are closed on Wednesday's
except during Christmas break. All rinks will be open on Friday's, Saturday's and Sunday's. The
City will provide staffing on these days as was done last season.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first- serve&basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

This letter serves as the response to satisfy the requirements for the use of the City of Andover's
recreational facilities by the Andover Huskies Youth Hockey Association for the 2011 -2012 hockey
season.
- Based on current registration AHYHA has 414 total participants of which approximately 375
reside in the city of Andover.
- There have been minor changes to AHYHA's by -laws and policies and procedures. I have
attached current copies of both. Several new members have joined our board and I have
attached a current list of these members as well
- There has not been any change to the AHYHA 501c status
- There has not been any change to grievance procedures AHYHA utilizes
I hope this letter, along with the attached information, fulfills the requirements for the use of the City of
Andover's recreational facilities by the Andover Huskies Youth Hockey Association for the 2011 -2012

SUBJECT: 5. Discuss Pleasant Oaks Park Parking Lot

INTRODUCTION
This item is in regard to the Pleasant Oaks Park existing gravel parking lot.
DISCUSSION
Public Works staff is requesting the Park Commission consider recommending to the City
Council the removal of the existing parking lot at Pleasant Oaks Park for the following reasons:
• Limit use of the parking lot as most park users walk to the site.
• Expense of ongoing maintenance compared to limited use.
• Vehicles are doing donuts in the parking and as small as the parking is, the vehicles are
throwing gravel into the maintained grass areas.
• Periodic washouts during heavy rain storms causing gravel to run down the street and
then into the storm sewer and ponds /wetlands.
• The use of the park has changed over time and is not used for athletics or ice skating
anymore.
• This park is classified as a mini park which in general does not have parking lots. Most of
the users are from the neighborhood. Note: If this was a designated new park, the plan
would not have a parking lot because of the mini park designation.
Note: If the parking lot is recommended to not be removed, Public Works will need to
rebuild with a new gravel section due to the existing conditions.
If the Commission recommends the parking lot to be removed, the City Council will have to
weigh in and determine if parking stays or is removed.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider removing the existing gravel
parking lot at Pleasant Oaks Park at the request of Public Works staff.

SUBJECT: 6. Schedule Workshop Meeting/New Sports Complex /12 -31

INTRODUCTION
The Park and Recreation Commission is requested to schedule a workshop meeting on Thursday,
November 29, 2013 at 7 pm to discuss the vision of the Sports Complex, Project 12 -31.
DISCUSSION
The meeting is an opportunity to discuss the vision the Park and Recreation Commission has for
the property and the amenities the Commission and associations would like to see at the facility.
The main focus is the big picture of the site. There may be other opportunities for trails, shelters
and possibly a sliding hill. There may also be some opportunity in the floodplain and wetland
areas to create open water features that could provide excellent habitat for the wildlife.
The Park Commission and the associations will be provided the consultant proposals before the
meeting and will have an opportunity to comment and provide a recommendation to staff on
which 3 consulting firms that they would like considered for an interview. Staff will interview
and recommend a consultant to the City Council and that consultant selected will be attending
the Park Commission workshop meeting on Thursday, December 20, 2012 to discuss the master
plan and answer any questions the Commission may have. Then a draft master plan will be
presented to the Commission and associations on Thursday, January 17, 2013.
ACTION REQUIRED
The Park and Recreation Commission is requested to schedule a workshop meeting on Thursday,
November 29, 2013 at 7 pm to discuss the vision of the Sports Complex, Project 12 -31.

COMPLETED PROJECTS —
• South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard is done. The
pavement markings (shoulder and centerline striping) are done. Check it out if you get a chance.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in
January.
• Update of Ouarterlv Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is due in January.
ON -HOLD PROJECTS
OTHER ITEMS OF INTEREST —
• Prairie Knoll Park Cell Tower —Nothing new to report. Still waiting for them to indicate when they
are planning on starting on the construction.
Dog Park —Nothing new to report. The Andover City Administrator and City Engineer met with
Anoka County Parks Department and the City of Coon Rapids the week of July 30 to explore a joint
venture on property owned by Anoka County. Discussions will continue and as soon as we know
something we will pass that information on to the Commission. Note: Staff understands that there will
be discussions with other neighboring cities about participating in the funding of the dog park. To
date, $725 in donations has been received by the City. Information about the dog park can be found at

Andover Station North (naming of ball field) — The City Council has agreed to name the middle
field at Andover Station North Ball Field Facility "Anders Field ". Staff will be working with the
Andover Baseball Association on the sign to be installed. Sign will be up before the 2013 season
starts.
• 2012 Events in City Parks or Facilities — At this point, the following activities are being checked
into by the following Commissioners:
• Geocaching/Melberg — Done for 2012.
• Skate Park Competitions and CampNan Vark — Done for 2012.

• Building of Bird Houses/Kowalewski — Done for 2012.
• Oreanized Trail Bike Ride/Lindahl — Too late to do anything this year. Commissioner
Lindahl will need to look providing information next spring's May -June newsletter.
• Walking/Running Route Butler — Done for 2012. Article was in the September -
October Andover Newsletter.
Note: The Commission may want to start thinking about events in City parks or facilities
for 2013.
Update of Pedestrian Trails — At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7 Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
now looks like it will not start until the spring of 2013.
• The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP)
for trails for the following locations:
o A trail is identified in 2014 along the south side of Andover Blvd NW
between Bluebird Street NW and Vale Street NW.
City Council has directed staff to apply for a Safe Route to School grant for a trail
segment on the west side of Crosstown Boulevard from South Coon Creek Drive to
Andover Boulevard. The application is due for submittal in February 2013.
If you have any questions or comments regarding any of the trail projects or grants that are being
considered, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff does recommend the
Commission to continue reviewing the City Council meeting minutes that you receive by e -mail as to
discussions of various projects the City Council has been working on or is considering.
