Discuss Proposed Park Playground Improvements /Green Acres Park Improvements Date: November 1, 2012 INTRODUCTION This item is in regards to park playground improvements in Green Acres Park. DISCUSSION The City Council has approved the 2013 Capital Improvement Plan which includes both Green Acres Park and Northwoods East Park as possible park rebuilds. A total of $45,000 has been approved for both parks including a carryover of any leftover funds of up to $10,000 from the Woodland Meadows Park improvement that was recently completed by the Parks Maintenance Department. Attached is draft letter to be sent to the area residents and the map of the area within about a 1/8 mile radius of the park. Included within the letter indicates how area residents can enter the City's website so they can complete the City's park improvement survey. Please review the attached draft letter, map, and the survey and provide any comments that the Commission may have at the meeting so they can be discussed. ACTION REQUESTED The Park and Recreation Commission is requested to review the draft letter, map, and survey and provide any comments the Commission may have before the letter is sent to area residents. Update of the New Sports Complex/Project 12 -31 DATE: November 1, 2012 INTRODUCTION This is update in regards to the new sports complex and the direction that has been decided by the City Council. DISCUSSION The City Council at the October 23, 2012 workshop has provided direction to the City Engineer. The Park Commission has been given direction to begin looking at the park vision with staff. Staff has this on the agenda item for the November 15 Park Commission meeting to schedule a workshop meeting on Thursday, November 29, 2012. This meeting will give the Commission the opportunity to discuss the vision of the complex along with participation from the associations who will be invited to attend the meeting. This vision session could include some possible ideas of potential layouts and/or options. Just so you know there will be some constraints (trees, property lines, topography, etc.) as to how of the fields could layout. A couple other items that staff would like to update the Commission in regards to the planning and site evaluation of the Sports Complex. Work to date includes: • Site walk through with original owner • Heating oil tank pumped *Existing house evaluation for asbestos and other hazardous material • Irrigation Well evaluation • Quotes received for Irrigation Well video and component removal • Putting together a demolition plan and quote form for the work to be completed by the end of the year. The Request For Proposal (RFP) to select a consultant to prepare a Master Plan and Phase 1 (3 Large Soccer/Football /Lacrosse Fields which includes irrigation, lighting and a Class 5 parking lot) construction plans. The RFP has been sent out to consultants which are due November 21, 2012. The goal is to have a contract in place with the Consultant by December 18 2012. Discuss Sunshine Park West Parking Lot Litter Issue /Commissioner Van Vark DATE: November 1, 2012 INTRODUCTION Commission Member Van Vark has requested this to be on the agenda to discuss the litter issue at the Sunshine Park west parking lot. DISCUSSION Based on a discussion with Commissioner Van Vark there still has been some issues with litter at the west parking lot and he would like to address the Park Commission to discuss options to help resolve this issue. Not allowing the high school students to park there during the school hours has helped but there are still ongoing issues with litter. ACTION As determined by the Park and Recreation Commission. It was determined he needed medical attention and he was transported by medics. 07.05 15:10 Oakview 12147234 A caller reported three abandoned bikes in the area. The CSO responded and found the bikes and no one around. They were picked up and put in the property room at the Sheriff's Office. 07.08 20:12 Crooked Lake 12149964 A resident reported a large white boat on the lake driving reckless. The deputy made contact with the driver of the boat and explained the rules and ordered him to leave the lake. They complied. 07.11 13:36 Crooked Lake 12152246 A caller reported that his vehicle, with the keys in the ignition, was stolen out of the landing. The deputy aired the information and the vehicle was located by an Anoka officer. He stopped the vehicle and a male was arrested. 07.11 18:37 Prairie Knoll 12152497 A caller reported the park entrances were being blocked. The deputy talked to the caller who stated there were ongoing multiple problems with parking at the location. The deputy spoke with all the vehicle owners and advised them they were parked in a no parking zone. When the deputy arrived he did not locate anyone using the wall and he did talk to multiple coaches at the park and advised them to not let their players throw balls against the building. 07.12 20:39 Sunshine 12153405 A deputy was called to a medical at the park. He responded and administered oxygen until the ambulance arrived. 07.12 22:07 Andover Station North 12153456 A deputy responded to an alarm call. He checked the building and no one was in it. The key holder responded and the building was secure. 07.13 06:48 Oak Bluff 12153664 A caller reported a suspicious male sleeping in a vehicle. The deputy made contact with the man and there were no problems. 07.14 19:03 Crooked Lake 12155016 A deputy was called to the landing because a caller stated his vehicle was just hit by another vehicle. When the deputy arrived, there was no one there. 07.14 01:12 Andover Station North 12154454 A caller reported a suspicious vehicle. The deputy arrived and made contact with the driver who was loading up baseball equipment for morning practice. 07.14 06:50 Andover Station North 12154542 A deputy received a call that the alarm was tripped at the park. The deputy made contact with the employee who advised he was setting up for a tournament in the morning. 07.19 21:05 Hidden Creek North 12159578 A deputy was called to the location for a theft from vehicle report. The window on the vehicle was broken and a purse was stolen. 07.21 17:20 Sunshine 12161158 Deputies were called to a medical. They administered aid and the parent refused to have the victim transported to the hospital. Allina checked out the victim and advised she should be checked out by her doctor. 07.27 22:15 North Woods East 12166544 A caller reported a suspicious vehicle that pulled into the park with its lights off. The deputy arrived and the vehicle was gone. 07.29 12:49 Hills of Bunker Lake West 12167890 A caller reported a suspicious vehicle. The deputy made contact with the driver who was reading a book in his vehicle. 07.31 20:53 Rose Park 12169937 A caller reported witnessing a narcotics deal at the park. Deputies responded and took the information. The information is being investigated and it was also forwarded to the Drug Task Force. 08.06 13:29 Wild Iris 12174748 A caller reported two people in a vehicle having sex. The deputy responded and there was no vehicle at the park. 08.07 22:03 Pine Hills 12176148 A caller reported juveniles in the park doing burn outs and playing loud music. Deputies responded and observed multiple vehicles in the park with juveniles standing around the vehicles. They made contact with them and advised them the park was closed and they needed to leave. They complied. 08.13 19:05 Shadowbrook West 12180840 A caller contacted our office to let us know her vehicle broke down in the parking lot and that she was not going to be able to get it out of the lot until tomorrow. 08.17 00:19 Strootman 12183513 A deputy was called to the park on a vehicle that was spinning out and possibly knocking things over. The deputy checked the area and did not locate anyone or find any damage. 08.27 22:58 Prairie Knoll 12176147 A caller reported hearing a crash at the location. Deputies arrived and checked the area and could not locate the source of the crash. 08.11 02:36 Andover Station North 12178684 A caller reported suspicious vehicles in the park. The deputy arrived and made contact with the drivers. One appeared intoxicated and she was arrested. 08.11 21:54 Oak Bluff 12179363 A caller reported juveniles in the park being loud and disturbing. Deputies arrived and located the juveniles who were sitting in the park. They were advised of the call and told to keep it down. 08.24 21:31 North Woods East 12190050 A caller reported a white van parked in the area with its headlights shining on the ball field. The deputy arrived and there was no van in the area. 08.24 21:54 Prairie Knoll 12190052 A caller reported floodlights on at the park. A deputy arrived and spoke with the Andover Football Field Manager who was working on the field. He stated when he finished chalking the fields he would shut the lights off. 08.26 15:40 Prairie Knoll 12191239 A caller reported vehicles parked in front of no parking signs. The vehicles were located and they all received citations. 08.26 17:14 Prairie Knoll 12191305 A deputy was called to a medical due to a football injury. The victim was transported to the hospital. 08.30 22:31 Lions Park 12194712 A resident reported juveniles smoking marijuana in the woods. Deputies checked the area and were unable to locate anyone. 08.31 21:27 Prairie Knoll 12195583 A caller requested extra patrol for 2300 at the park. The information was passed on to Andover deputies to complete. 09.08 22:05 Oak View 12201732 A caller reported that her kids were in the park and approached by multiple females in a vehicle who attempted to sell them "weed ". The caller waited an hour before calling the Sheriffs Office. Deputies did check the area but the vehicle was no longer there. 09.02 11:23 Kelsey Round Lake 12196621 A deputy was called to the park for a domestic that was occurring. While in route he was advised they had left the park in a green car. The deputy searched the area and could not find the vehicle. 09.08 13:14 City Hall Complex 12201304 A resident contacted us because he wanted to know if there was an OFP violation report filed by his wife for him dropping off his children because he would have been in violation if he drove to the address. He was advised that there was not. 09.10 19:40 Prairie Knoll 12203190 On routine patrol a deputy observed a male trying to gain access to the North Metro Soccer garage by taking off the garage door. He made contact with the male who advised he was with the soccer association and was assisting a volunteer who had locked her keys in the building. He stated he needed to take off the overhead door to gain access. The deputy checked out the story and it was legitimate. 09.15 22:06 Terrace 12207247 A caller reported juvenile activity in the park. The deputy located the juvenile in question at her home across the street and she advised she hangs out there with friends once in awhile to talk. 09.20 18:43 Pine Hills 12210885 A deputy responded to a property damage crash at the park. Two vehicles were pulling out of their spaces at the same time and hit each other. There were no injuries. One woman was issued a citation for inattentive driving. 09.23 17:25 Hidden Creek North 12213340 A deputy took a theft from vehicle report. The deputy arrived and observed the vehicle pulling out of the lot and stopped the driver. The driver and his passenger were identified and they were 16 and in possession of valid driver's licenses. 09.26 20:31 Fox Meadow 12215803 A caller reported 5 -6 car loads of kids fighting in the park. Deputies arrived and checked the area. They found no one and no signs of anyone being there. 09.30 20:38 Hidden Creek 12219090 A resident reported loud music coming from the park. When the deputy arrived there was a vehicle and he made contact with the occupants. He advised them of the complaint and asked them to leave. The deputy arrived and there were multiple vehicles in the area but none of them were blocking traffic or parked illegally. 10.03 22:29 Prairie Knoll 12221589 A caller reported a suspicious vehicle at the park. The deputy arrived and there were no vehicles at the location. 10.11 20:56 Prairie Knoll 12227645 A caller reported four vehicles parked in a no parking zone. The deputy arrived and all four vehicles were leaving as he was pulling in. 10.12 23:08 Prairie Knoll 12228582 A caller reported two suspicious vehicles parked in the north lot. The deputy arrived and was unable to locate any vehicles. He called the reporting party who stated he was concerned that something would happen to his property. The Park Commission is scheduled to meet at 6:30 pm prior to the meeting. Prairie Knoll Park Additional Security Lights — The one additional security light has been installed at the east entrance in the south parking lot. The additional light on the existing pole near the playground equipment has also been installed. The bollards at both entrances to the south parking lot have been installed. ON -GOING PROJECTS - • _Update of Park Dedication Improvement Fund Ouarterly Report — 3` quarter report is on the agenda. • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — 3` quarter report is on the agenda. ON -HOLD PROJECTS — OTHER ITEMS OF INTEREST — • Prairie Knoll Park Cell Tower —Nothing new to report. Still waiting for them to indicate when they are planning on starting on the construction. Dog Park — Nothing new to report. The Andover City Administrator and City Engineer met with Anoka County Parks Department and the City of Coon Rapids the week of July 30 to explore a joint venture on property owned by Anoka County. Discussions will continue and as soon as we know something we will pass that information on to the Commission. Note: Staff understands that there will be discussions with other neighboring cities about participating in the funding of the dog park. To date, $725 in donations has been received by the City. Information about the dog park can be found at ( h=://andoverdogpark.com/ ) Andover Station North (naming of ball field) — The City Council has agreed to name the middle field at Andover Station North Ball Field Facility "Anders Field ". Staff will be working with the Andover Baseball Association on the sign to be installed. Sign will be up before the 2013 season starts. Commissioner Lindahl will need to look providing information next spring's May -June newsletter. • Walking/Running Route Butler — Done for 2012. Article was in the September - October Andover Newsletter. Note: The Commission may want to start thinking about events in City parks or facilities for 2013. • Update of Pedestrian Trails — At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7 t Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project now looks like it will not start until the spring of 2013. • South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard is getting close to being finished. The final lift of asphalt has been placed. Pavement markings (shoulder and centerline striping) will be done the week of October 29` • The City Council has approved the 5 year (2013 -2017) Capital Improvement Plan (CIP) for trails for the following locations: o A trail is identified in 2014 along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW.
