U since it is almost impossible for me to attend park beard ~eetings as I begin my second job at 5: 30 p.m., I am writing you again regarding strootman Park. First, your response to my letter was appreciated however it appears my points were not made clearly or effectively. My point is that the neighborhood does not want this park; tax dollars should not be spent on a ballfield of semi- professional quality which is used approximately six weeks of the year (every year since it has been there). What ever happened to sandlot baseball? will these boys grow up in a state of deprivation if they play baseball in their own clothes on an unfenced grass field? And to add insult to injury, in the same mail as your letter, the tax statement arrived announcing a hefty increase in our property taxes. why can I t public servants understand that appointment to public office does not necessarily equate to a license to spend. Passing another ordinance and expecting the neighbors to enforce it is a typical bureaucratic response. There are already so many laws/ordinances on the books, one cannot possibly be aware of what they all are. Why can't we use judgment and common sense any more instead of passing another law? As for expecting the neighbors to notify law enforcement "immediately," break-ins. have not even been detected in time, much less beer drinking' in a remote area. The river area problem was not addressed in your response. After much money was spent clearing the area, putting in a road and signs saying not to use it, building a sheltered picnic table which vandals began to destroy almost immediately, and installing a boat launch it has become unusable for all but the hardy because of the trash. Left alone, it was a pleasant area for walking, sitting, swimming and boat docking~ My point is, let this area revert to a nature area and don't raise our taxes. Is fiscal responsibility such an unreasonable request? We have no phones in any of our 3 pump houses, which is a problem for our employees. When working nights or weekends if we have a chlorine leak, etc. our radios are no good at this time because there is no base station to answer them. Going to a resident~ house at all times of the night or day with this type of problem is not advisable. No employee should handle this problem alone. '- To put phones in each pumphouse is too expensive. Installation is $35.00 each plus $50.00 per month for a commercial service line. The total cost for one year would be $1,800.00. If we install a cellular phone in the weekend duty truck, the cost for the phone and installation is $299.00 once plus an estimated $12.00 per month with Government Air Time rates. The estimated total yearly cost is around $144.00. At the October Anoka County Solid Waste Abatement meeting oil filter disposal was the main topic. It has become a law that businesses and government can not landfill oil filters. The cities of Anoka County were told that they may use their recycling funds to purchase a crusher if they would offer this recycling opportunity to residents. This money comes from the 6.5% tax of garbage disposal. '~ Four oil filter crusher prices were received: Electric Catapillar # 4C9871 Oberg #P200 Crush-A-Matic #A201PR Lincoln #4163 $3900.00 $3695.00 $2980.00 $3700.00 Ai r Hydraulic STAFF RECOMMENDATION Oberg #200 - Frank Stone, Public Works Supervisor, saw a demonstraion of this unit at Anoka County Transportation. He prefers the electrical units over the air hydraulic because the electrical ones have more crushing power than the air units. The Oberg has a 5 year warranty and the Crush-a-matic and Catapillar have only a one year warranty. Hand written shows the current pay for the positions that are not at the maximum. Chart #2 labeled Females Raised to 100% Line. These raises are female positions that fall below the curve. We are recommending that the Council raise the pay rates of the positions with the asterisk, by the hourly rate, to the maximum hourly rate shown except for 3 positions still on probation namely the Engineering Secretary, Receptionist and Building Clerk and that they be increased by $0.30 hour at the end of satisfactorily completing their probationary period (6 months). The maximum impact is shown on a memo from Howard Koolick dated November 26, 1991 under column "Proposed Comparable Worth Hourly Increase December 15, 1991." It does not address the 3 probationary positions which are less than what is shown. Also note the points for the City Clerk position are 241 points which is about the same as the Building Inspector and the Fire Marshal. Even though the position is above the curve, I recommend that we increase the Clerk hourly rate to be similar to that of the two positions with similar points (see Chart 2). COUNCIL ACTION MOTION BY '-- TO SECOND BY o o ~ I recommend that we increase the Clerk hourly rate to $13.83 hour as part of the December 15, 1991 female dominated job raise rate increase. This increase cost will be covered by the 3 probationary positions that are below the maximum rate as calculated by Howard memo dated November 29, 1991. Also the Clerk 2% increase will be part of the January 1, 1992 increase along with the other non-female dominate position employees as shown on Howard's November 29, 1991 memo. stage 1 - Cost of Living Adjustments showing adjustments for the female dominated positions that fall below the curve to start on December 29, 1991. See Howard's memo dated November 26, 1991 under proposed 2% increase as of December 29, 1991 for the impact. Also see Chart 2 these increases are for the position with the single asterisk by the hourly rate. The probationary positions are included in this increase and it will raise the Maximum Hourly Rate for the future but will only increase their existing pay rate by 2%. Howard's memo does not address this so the impact will be less than what is shown. Stage 2 is proposed to increase other positions 2% above their existing hourly rate starting on January 1, 1992. The four positions and probationary people that are below the maximum hourly rate for their positions will have the maximum hourly rate increased by 2% but the increase will be 2% of their existing hourly rate (hand written on Chart 1). The Public Works Leadman and Maintenance Worker positions are frozen at their existing rate of $14.45 hour and $11.50 hour respectfully. If the Union settles at the proposed 2% rate for employees below the frozen rate, the frozen rate will only impact one person for the year 1992. This person was impacted last year by only receiving $0.03 hour. The legislation hits the male dominated positions unusually Public Works as being higher paid per their job points than the female dominated clerical jobs. I recommend that the Council freeze the Administrator's hourly rate at the existing rate $28.52 or at $28.80 per hour which is 1%.
