PARKSIDE AT ANDOVER STATION UPDATE
Mr. Carlberg stated the process of replatting the single family area has begun and the preliminary
plat is scheduled to be presented at the September 11 Planning Commission meeting and to City
Council at the September 18 th meeting.
Mr. Carlberg indicated Capstone Homes has two model homes under construction, however he
cannot sell the homes until the plat is complete as they are part of the plat.

3 Mr. Carlberg indicated the plan review is complete. The building permit has been issued and
4 picked up. Staff is waiting to hear from Roger Fink regarding the ground breaking ceremony.

8 Mr. Dickinson stated staff continues to monitor and pursue the area. The commercial property in
9 the area will be discussed in the closed session.

11 OTHER BUSINESS

13 Mr. Dickinson indicated the City was approached by a developer interested in building an
14 advanced care living facility. The developer has three sites in Andover they are looking at: Grey
15 Oaks, Woodland Creek Golf Course and Parkside at Andover Station. Their preferred location is
16 Parkside at Andover Station. They would develop a one level 20 unit building that would blend
17 in with the other homes in the neighborhood. Mr. Dickinson indicated the developer needs two
18 acres for this project and the Parkside site is approximately two acres.

20 Commissioner Bukkila asked if the developer is asking for TIF funding. Mr. Carlberg answered
21 they are not.

23 President Gamache asked value wise is it better to have this type of facility or continue to market
24 for the 8 -plex. Mr. Dickinson replied the facility would be commercial and will pay more in
25 taxes than an 8 -plex.

27 President Gamache asked why the Parkside area and not Grey Oaks. Mr. Dickinson answered
28 the developer wants some separation from Arbor Oaks.

30 Commissioner Trude believes allowing this facility in this area is giving up the vision of the area.

32 The area and the building were discussed.

34 Commissioner Howard indicated it will be hard to find a developer willing to build a townhome
35 development.

37 Mr. Dickinson suggested having the developer give a presentation at a future EDA meeting.

39 The consensus of the EDA was to have a presentation done by the developer.

Commissioner Knight stated the concert events at Andover Station have not been very successful.
He suggested being creative and coming up with other ideas for the area. Mr. Carlberg indicated it is
difficult for any event to succeed when the local businesses are not supportive and not willing to
participate.
ADJOURNMENT
Motion by Howard, Seconded by Bukkila to adjourn. Motion carried unanimously. The meeting
adjourned at 6: 59 p.m.

This memo provides a brief update of all EDA activities. Further details will be provided at the
meeting.
DISCUSSION

2012 Special EDA Events — "Concert in the Park" — Bellows and Brass performed on July 18' at
7:00 p.m. with an estimated attendance of 15 -20 people. The summer schedule will conclude with
the Andover High School Band on August 22 °d at 6:30 p.m. The "Concert in the Park Tonight"
banner is being placed the morning of the events along Bunker Lake Boulevard NW.
2012 Andover Business Development Day — A date of Wednesday, June 19, 2013 has been set.
Staff has solicited proposal from area golf courses to host the event.
Andover Station Area Medians — Staff is soliciting a quote from Prairie Restorations to conduct
weed abatement in the islands.
Andover Station North — Available sites are actively being marketed. Interest in the area has
increased with the potential Wal -Mart project.
www.MetroMSP.or and City Website — Staff continues to monitor the EDA's land sales
information on the MetroMSP website sponsored by Anoka County. We have also shown
information on other commercial and industrial lands that are for sale in Andover on both the
www.metromsp.org and in the past on the city planning department's website. Staff has updated the
city's website to include and economic development department to provide prospective businesses
easier access to available commercial /industrial properties as most parties interested look for an
economic development section of a city's website if they are inquiring about available
properties/buildings. Staff has received positive feedback on the information provided and ease of
access to the information.
Potential Restaurants — Staff continues to submit demographic information to potential restaurants
as leads become available. Staff continually reviews various businesses journals looking for
restaurants, retailers and other companies who are expanding their operations. As the EDA is aware,
there continues to be two issues facing Andover in attracting sit down restaurants. The first is not
enough daytime traffic and the second being the lack of square footage of retail space to support a
restaurant.
Redevelopment Sites –Staff is monitoring the area for potential acquisitions as they become
available.
Community Development Block Grant Funds (CDBG) funds are being used to install municipal
water service in the area of 140 Lane NW. Construction is coming to an end.
Parkside at Andover Station – Hakanson Anderson is preparing the preliminary plat, grading and
drainage plan and other necessary documents to replat the additional 33 lots. The preliminary plat
will be on the September 11 Planning Commission meeting and the September 18 Council
meeting agendas. Staff is also actively pursuing the development of the remaining multi - family
property.
Retail Market Analysis – Jim McComb of the McComb Group presented the findings of the study
on August 15, 2012. Study will be placed on the City's website under the Economic Development
Department once final revisions have been made. Staff has also been asked to prepare a summary of
the study.
Monument/Entrance Signs – Sign installation at Bunker and Crosstown is under construction.
Permits have been received for the Round Lake Boulevard entrance sign. Demars Sign is currently
building that sign in their shop. Plan is to have the sign on Bunker Lake Blvd. at the Ham Lake
border installed in September.

SUBJECT: Selection of Venue for 2013 Annual Business Development Day

INTRODUCTION
The City has conducted an annual business development day for the past ten
years to promote business and development networking. From 2003 -2009 the
event was held at Green Haven. In 2010 the event was held at The Refuge and
in 2011 the event was held at Majestic Oaks. This year's event was held at The
Refuge. The EDA has set a June 19, 2013 date for the event.
Staff has obtained four price quotes for the 2013 venue for June 19` and they
are: Rum River Hills Golf Club ($48.00), The Refuge ($62.00), Green Haven
($67.98) and Majestic Oaks ($68.56). All golf courses quoted a round of golf
and a sirloin steak dinner (See attachments). Note that the proposal from The
Rum River Hills Golf Club provides for one free round of golf for each person
who plays in the tournament. The Refuge included "a pay for one get on free 18
hole golf certificate and free twilight golf. Rum River Hills and The Refuge will
also provide a certificate for four 18 holes of golf to be used as prizes.

Thank you for the opportunity to bid the 2013 Golf Tournament. The following is
the bid. Also RRH did a $300,000 clubhouse remodel in 2010 and 2011 and I am
sure you would enjoy the facility. We also, spent over $50,000 to remodel the
course and it is in great shape.
Bid $48 per person includes golf, cart, range balls, sirloin dinner (includes bake
potato, salad, veggie or you may choose something similar), and all the course
and cart set up, scoring etc.
Extra meal $15 each.
RRH will also give every player a pass good for a free round they can use in the fall
of 2013 ($30 value). You also will be given a free foursome to play the course the
week before your event ($180 value). We will also provide a foursome certificate
for your raffle. We can provide up to 10 tables and chairs for free, all we have.
If you choose our facility we will also honor this rate for as long as you would like
to come back, so if you continue to return to RRH your rate would never change,
even in the year 2030. You will also be our only event that day.
This is a very aggressive rate and it should show our commitment to the City of
Andover.

Rental Required. Valid during Twilight Hours. Both offers are not valid on holidays. Not valid
with any otheroffer.

Additional Information Continued:
• Refuge Golf Club will provide Certificate for Four 18 Holes of Golf with cart for you to use at
your discretion.
• Any additional carts over our fleet of 76 carts will cost $35 per cart. We do provide
transportation for hole sponsors to their holes. Our utility carts have space available to haul
small boxes or promotional items to the hole for sponsors.
• Guaranteed number of golfers and the number of guests to be served at dinner is required
FOUR DAYS in advance of the scheduled event. The pairings for the golf event will represent
the number to be guaranteed at the package price The Refuge Golf Club will bill according to
the number of guests served for dinner or the guaranteed number, whichever is greater.
• INCLEMENT WEATHER: In the event The Refuge Golf Club must cancel the golf portion of your
event due to weather, the food portion of the event will proceed as scheduled. You will be
required to pay for any additional carts rented for the event and any expenses incurred prior to
the event. If a cancellation occurs due to weather, The Refuge Golf Club will make every effort
to re- schedule your event at a later date.
• PARTIAL RAIN -OUT: In the event part of the event is rained out, the following billing rates will
be in effect:

Every effort will be made on behalf of The Refuge Golf Club to complete the golf portion of your
function, which most likely will include a delay in play. However, the delay will not continue so a
to leave an unreasonable length of time to conclude the dinner segment of the function.
