Motion by Councilmember Knight, Seconded by Councilmember Howard, for approval of the
Consent Agenda as presented. Motion carried unanimously.
ANOKA COUNTY SHERIFF'S OFFICE MONTHLY REPORT
Commander Halweg, Anoka County Sheriff's Office, provided the City Council and residents with
an update on law enforcement activities within the City for June 2012 including 3 DUI arrests, 9
domestic arrests, and a fight at a local establishment, an incident that resulted in felony assault. He
stated compared to this time in 2011 the number of DUIs is down 30% and there is also a drop in
thefts.
Mayor Gamache asked if the Sheriff's Office had experienced an increase in the number of above
ground pools being slashed by kids.
Commander Halweg stated there has also been an increase in the number of vandalisms to garage
doors.
Councilmember Knight asked if there is an increase in the number of domestic violence cases.
Commander Halweg stated the numbers are similar to recent years, but a few of these are more
violent than the others.
Councilmember Howard thanked the Sheriff's Office for their hard work during Andover Family

CONSIDER CONDITIONAL USEPERMITAMENDMENT— SUBORDINATECEASSROOMS
—LEGACY CHRISTLINACADEMY (MEADOW CREEK CHURCH) — 3037 BUNKER LAKE
BOULEVARD NW
7 Community Director Carlberg stated Legacy Christian Academy (Meadow Creek Church) has
8 requested additional time for existing subordinate classroom structures. No changes to the
9 existing buildings are proposed. The applicant would like to extend the approval for these
10 structures an additional three (3) years to August 31, 2015. Legacy Christian Academy has plans
11 to build a new school on property they own in Ramsey. The necessary funding has not been
12 secured to allow the construction of the school, hence the request to extend the timeframe on the
13 existing subordinate classrooms. Currently Legacy Christian Academy has a $10 million gap in
14 their funding. The Planning Commission is recommending approval of the request.

16 Motion by Councilmember Bukkila, Seconded by Councilmember Knight to approve a
17 resolution amending the Conditional Use Permit to extend the approval for subordinate
18 classroom structures to August 31, 2015 for the Legacy Christian Academy (Meadow Creek
19 School) on property located at 3037 Bunker Lake Boulevard NW. The motion carried
20 unanimously. (See Resolution R069 -12)

22 DISCUSS STOP SIGN REMO VAL114 7TH A VENUE NWAND GUARANI STREET NW
23
24 City Engineer Berkowitz stated the City Council is requested to discuss the removal of the
25 existing stop signs at 147`" Avenue NW and Guarani Street NW. Public Works is in the process
26 of completing sign updates within the City and as part of the City's street reconstruction projects.
27 The intersection of 147x' Avenue NW and Guarani Street NW is included in the 2012 Street
28 Reconstruction project and construction is nearing completion. The intersection has an existing
29 4 -way stop. This was approved as a 2 -way stop but a 4 -way stop had been installed. This 4 -way
30 stop does not meet the criteria identified in the MN Manuel on Uniform Traffic Control Devices
31 in which the City follows by City Council Resolution for proper standards and rules to be utilized
32 for placement of such signs.

34 Mayor Gamache stated the City Council understands the policies that have been adopted and
35 what the City is trying to accomplish by following the uniform rules. He stated he would support
36 leaving this particular 4 -way stop in place. The previous determination had been made based on
37 predicted traffic patterns. The Council minutes reflect the 4 -way stop would be removed once
38 another access point had been added, such as the extension of Eldorado Street to County Road
39 116. This has not happened and it is not likely to occur in the near future and as such he would
40 recommend the 4 -way stop remain in place. This particular 4 -way stop has been in place for 20-
41 years and removing it at this time would create confusion and possibly more dangerous.

43 Councilmember Bukkila stated from an engineering standpoint it makes sense to change this

1 intersection to a 2 -way stop. She clarified Engineering was following the directives set by the
2 Council in reviewing this intersection and the traffic signs in this neighborhood. She stated she
3 had driven in this area to better understand the residents concerns with changing the intersection
4 signage and there is a definite transition from rural to urban and to stop traffic in one direction
5 and not the other would likely not work in this particular area. If the 4 -way stop is removed
6 stoplights and changes in the area landscape may be required to accommodate the traffic patterns
7 and these types of improvements would negatively alter the neighborhood. She clarified she
8 would support leaving the current 4 -way stop in place.
10 City Attorney Baumgartner stated after reviewing the resolution from 2003, adopting the MN
11 Manuel on Uniform Traffic Control Devices, it states these are the rules and standards to be used
12 in evaluating the need for traffic control devices. The MN Manuel on Uniform Traffic Control
13 Devices does not state that it is a legal requirement to meet these standards but rather the purpose
14 is to create uniformity among communities. The Council still has the flexibility to evaluate each
15 scenario on a case -by -case basis and make a final determination. The MN Manuel on Uniform
16 Traffic Control Devices was adopted as a guideline.

18 Councilmember Bukkila asked if a "curve ahead" sign could be added along 147t1i Avenue. She
19 also asked if the speed limit on this road could be lowered to 30 mph.

21 City Engineer Berkowitz clarified as the project comes to completion all the signs will be
22 evaluated and any signs needed would be installed, including a "curve ahead" sign. He also
23 explained the City does not have control on the speed limit along this stretch of road. The road
24 use to have a speed limit of 55 mph but when the State Legislature changed the criteria it was
25 determined the speed could be reduced to 35 mph. The City would not be able to lower this
26 speed limit any further.

28 Motion by Councilmember Bukkila, Seconded by Councilmember Knight to maintain the current
29 4 -way stop at 147`" Avenue NW and Guarani Street NW based on the reasons just discussed.

31 Councilmember Howard stated he would agree with maintaining this intersection, especially with
32 the expected closure of Bunker Lake Boulevard next year. This will push traffic into this
33 neighborhood during that time and the 4 -way stop would be needed then.

35 Councilmember Knight clarified the 4 -way stop also serves to control traffic speeds in this area.
36 The intersection has been a 4 -way stop for 20 -years and he did not see a reason to remove it at
37 this time.

39 Mayor Gamache thanked the residents for their comments regarding this request.

SCHEDULE EDA MEETING
Motion by Councilmember Bukkila, Seconded by Councilmember Howard to schedule an EDA
Meeting at 6:00 p.m. before the August 8, 2012 City Council Meeting. The motion carried
unanimously.
SCHEDULE AUGUST CITY COUNCIL WORKSHOP
9 Motion by Councilmember Bukkila, Seconded by Councilmember Howard to schedule the
10 August City Council Workshop at 6:00 p.m. on August 28, 2012. The motion carried
11 unanimously.

13 ADMINISTRATOR'S REPORT
14
15 City Administrator Dickinson updated the City Council and the residents regarding
16 administration and city department activities, development and CIP projects, and upcoming
17 meetings and community events including Andover Family Fun Fest. He stated the City had
18 three staff members who had participated in the Fun Run and placed first or second in their
19 divisions. He stated the City would be conducting second round interviews for the City Planner
20 position this week and Karen George had accepted the position of QCTV Executive Director.
21 The City currently has 42 new single family home permits. He reminded residents to keep their
22 car doors locked and garage doors closed. He also reminded residents to keep their garage door
23 openers out of plain sight in their vehicles.

25 City Engineer Berkowitz stated the project on 133`d Avenue is nearing completion and once the
26 road has been striped the road will be opened. He also stated the project on South Coon Creek
27 Drive is moving forward and the curbs are currently being removed. There is still cut through
28 traffic on this road and the City will have additional patrol in this location, ticketing violators.
29 He encouraged residents to use alternate routes while this road is under construction. He thanked
30 all the Public Works staff that had worked to setup, takedown, and clean up during the City's
31 Family Fun Fest celebration.

33 Community Development Director Carlberg stated the City had approved an extension for Wal-
34 Mart to August 23`d to provide all required materials. They are still working with the Coon
35 Creek Watershed and Anoka County Highway Department in regard to storm water management,
36 run -off and traffic, and trying to get it on the August Planning Commission calendar. Arbor
37 Oaks is currently working through the commercial site plan process and staff will be scheduling a
38 ground breaking ceremony for this project.

42 (Family Fun Fest) Mayor Gamache extended thanks to all the staff, volunteers, and vendors for
43 their hard work during Fun Fest. He also thanked the fire fighters for their corn booth, the Lions

for their booth, and Don Eveland and Ken Slyzuk for donating the corn for the fire fighters. He
requested staff review the road closed route because there had been delays along the route used
this year, particularly around parade time.
Councilmember Howard thanked the community and City staff for the success of the Family Fun
Fest.
(Skateboard Competition) City Administrator Dickinson stated due to the weather on Friday
evening the Skateboard Competition had been rescheduled to the Friday. He stated this would be
a qualifying competition and those that qualify will move to the next competition at the
Minnesota State Fair.
Mayor Gamache recessed the regular City Council meeting at 7:41 to a closed session of the City
Council to discuss Public Works Union Negotiations.
The City Council reconvened at 7:52 p.m.
ADJOURNMENT
Motion by Councilmember Bukkila, Seconded by Councilmember Howard, to adjourn. Motion
carried unanimously. The meeting adjourned at 7:53 p.m.

DISCUSSION
Claims totaling $61,234.27 on disbursement edit list #1- 3 from 07/18/12 — 08/02/12 have been issued and
released.
Claims totaling $1,519,716.65 on disbursement edit list #4 dated 08/07/12 will be issued and released upon
approval.
BUDGET IMPACT
The edit lists consist of routine payments with expenses being charged to various department budgets and
projects.
ACTION REQUESTED
The Andover City Council is requested to approve total claims in the amount of $1,580,950.92. Please note
that Council Meeting minutes will be used as documented approval.

INTRODUCTION
The City Council is requested to approve the final plat of Millers Woods Third Addition.
DISCUSSION
The preliminary plat was approved on September 7, 2004. Some minor adjustments with
drainage and utility easements have been done.

A RESOLUTION APPROVING THE FINAL PLAT OF MILLERS WOODS THIRD
ADDITION AS BEING DEVELOPED BY MILLERS WOODS, LLC LOCATED AT
THE EAST OF THE INTERSECTION OF CROSSTOWN BOULEVARD NW AND
159TH AVENUE NW, LEGALLY DESCRIBED AS:
Part of Outlot E, MILLERS WOODS according to the recorded plat thereof, Anoka
County, Minnesota.
WHEREAS, the City Council has approved the preliminary plat of the project to be
known as Millers Woods Third Addition; and
WHEREAS, the Developer has presented the final plat of Millers Woods Third
Addition; and
WHEREAS, the City Engineer has reviewed such final plat for conformance with
the preliminary plat.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Andover
to hereby approve the final plat of Millers Woods Third Addition contingent upon
receipt of the following:
1. Payment of park and trail fees for 20 lots. The balance of park and trail fee
for future phases or additions will be deferred until the balance of the land is
final platted.
2. The City Attorney presenting a favorable title opinion.
3. Security for engineering and legal costs as determined by the City
Engineer.
4. The final plat shall not be signed by the Mayor and Clerk until there is an
executed Development Contract and all associated fees, escrows and /or
letter(s) of credit have been provided to the City.
5. The Developer shall be responsible for the cost of construction of all
improvements proposed as part of the preliminary plat.
6. Approval of Associate Documents by City Staff and the City Attorney. The
Developer shall also provide to the City proof of recording the Association
Documents.
7. A separate maintenance vehicle access easement of twenty (20) feet shall
be provided for a wide area centered on the property line for recording at
Anoka County for the following lots:

8. A separate maintenance vehicle access easement of ten (10) feet shall be
provided on the north side of Block 2, Lot 10 for recording at Anoka County.
9. A separate maintenance vehicle access easement of ten (10) feet shall be
provided for a on the west side of Block 1, Lot 10 for recording at Anoka
County.
10.A separate trail easement of twenty -five (25) foot wide centered on the

County.
11.A separate drainage and utility easement shall be provided for all other
streets utilities and /or drainage ponds that will be constructed and /or will be
utilized outside the boundary survey /plat of Millers Woods Third Addition.
12.The Developer obtains all necessary permits from the Coon Creek
watershed District, DNR, Corps of Engineers, LGU, MPCA and any other
agency that may be interested in the site.

was never passed by the City Council as part of the approval of the final plat. So to ensure
enforcement action can be taken by the Sheriffs Department, it is recommended to approve the
attached resolution. The signs were installed back in the year 2005 when it was final platted.
BUDGET IMPACT

Approve Dental Renewal and Employer Contribution

INTRODUCTION
The current City of Andover sponsored employee dental policy contract term expires August 31, 2012.
The Human Resources Department has worked with the City's broker Johnson McCann to seek either a
contract renewal with the current providers or marketing to other insurance providers to provide a quality,
yet affordable employee dental insurance plan. The resulting recommendation is provided below.
The employee dental plan proposed is with Delta Dental, our current carrier but it is designed to offer
comprehensive benefits within a competitive cost framework. Renewal rates are as listed:

Family $116.65 $123.35
Based on the renewal, Human Resources is recommending that the City Council continue covering 100%
of a single dental premium and increasing the City's contribution to $41.00 per month employer
contribution to a family premium.
BUDGET IMPACT
The proposed midyear 2012 employer contribution increases, based on current group make up would
yield a $294.00 increase in costs through December 31, 2012. The funding for the increase would be
provided for by 2012 contingency budgets. Appropriate modifications for the increased contributions
will be factored into the proposed 2013 budget.
ACTION REQUIRED
The Andover City Council is requested to approve the Delta Dental insurance proposal. The Council is
requested to approve the employer contribution increase by covering 100% of a single dental premium
and increase the City's contribution to $41.00 per month employer contribution to a family premium

Due to the recent resignation of Courtney Bednarz, City Planner, the Planning Department has the
position of City Planner available. The Human Resources Department has completed the interview and
selection process to fill this position.
The initial interview team consisted of the Community Development Director, the Assistant Public Works
Director, and Human Resources Manager. There were 63 applications submitted and 10 applicants were
interviewed.
The second interview team consisted of the Community Development Director, the Associate Planner, the
Planning Secretary and a one -on -one interview with the City Administrator. 5 applicants were in the
second interview.
Both interview teams recommend hiring Stephanie Hanson. Ms. Hanson has a Bachelor's Degree in
Land Use Planning, Policy and Law, and is currently pursuing her Masters Degree in Business
Administration. She is currently the City Planner/Economic Development person for the City of East
Bethel where she has been working for the past 7 years. Ms. Hanson has also worked for the Cities of
Forest Lake and Fridley, so she has over 10 years of planning experience.
The proposed starting date for this position would be September 4, 2012.
BUDGET IMPACT
Ms. Hanson has been offered $73,467.00 annually, which is the 2012 Step Level 3 salary, and then would
be eligible for any general increases and annual Step Increases after successful completion of her 6 -month
probationary period.
ACTION REQUESTED
The Council is requested to appoint Stephanie Hanson as the new City Planner in the
Planning/Community Development Department.

INTRODUCTION
The City Council is requested to consider approving the addition of 2 security lights and request
the City Engineer look at side barriers for the entrance to the south parking lot at Prairie Knoll
Park as recommended by the Park and Recreation Commission.
DISCUSSION
Item 1 - Security lights. The Park Commission at their last meeting on July 19th considered a
request from the area residents for 2 additional security lights due to issues that occurred over the
past few years such as individuals driving/spinning around in the gravel parking lot and/or
parking in the south parking lot after the park closes at 11:00 p.m. The Anoka County Sheriff's
Department is aware of the issues and has done what they can and have responded to calls when
residents do call.
Attached are the following items for your review:
• Outdoor lighting proposal /fee statement from Connexus Energy. The estimate to install
additional lights is about $4,529.
• South parking lot layout showing where the 2 additional security lights would be located.
Item 2 — Parking lot barriers. Also discussed at the last Park Commission meeting of July 19t`
is the concerned raised again by the neighborhood of vehicles doing power turns in the south
parking lot. At the June 27"' workshop City Council did not agree with the Park Commission
recommendation to install barriers at the entrances to the park. If the City Council would like to
pursue options, it is recommended to direct the City Engineer to bring options and estimated costs
back to the City Council at a later date for consideration.
BUDGET IMPACT
The estimated cost to install 2 lights at this location is approximately $4529. The cost of the lights
would be funded from the 2012 miscellaneous park improvement fund. The funding for the
barriers would be determined through the Park Capital Improvement Plan and identified for
construction in 2013.

CONSIDER ADDITIONAL SECURITY LIGHTING AT PRAIRIE KNOLL PARK
Mr. Haas explained that this item is in regard to adding two additional security lights at
Prairie Knoll Park. He noted that Connexus Energy has been consulted on the cost for
this. He reviewed that there is a light at the west end of the south parking lot and another
in the middle of the south parking lot. He showed on a PowerPoint map where the two
recommended lights would be installed at the entrance and at the east end of the parking
lot. The cost estimate is a bit over $4,500. He stated that this would need to be funded
by the Park Improvement Fund. He stated that there are Miscellaneous Fund dollars
available for this. He added that City Council has requested that this be forwarded to
them for consideration and approval. He noted that the Park Commission
recommendations for parking lot barriers were overturned by Council.
Commissioner Miskowiec asked what the Sheriffs report is like for Prairie Knoll Park.
Mr. Haas stated that there are issues with parking after hours, parking on residents grass,
and parking in the no parking zone. He commented that he spoke with the commander of
the Sheriffs Department who is in agreement that they continue working to enforce the
park rules.
Commissioner Van Vark asked why the barriers were denied for the park. Mr. Haas
stated that he is not aware of the specifics as he was not part of this discussion.
Commissioner Lindahl commented that he is not sure how the lighting will help as the
issue is cars coming in the parking lot too quickly. He commented that if there is no
curbing or barrier the cars will make a fast entrance into the park. Chair Butler asked the

association representatives who are present whether they think adding security lights to
the parking lot would be helpful. Ms. Hauck from Andover Football Association and
Andover Area Lacrosse Association stated that she does not believe the additional
lighting would make any difference. She stated that she is at the fields frequently during
football season and stays late to pick up trash. She stated that she does not think the lights
will make any difference.
Ms. Anderson, President of North Metro Soccer Association, stated that she thinks the
lighting will help. She stated that she knows the area by the shed is fairly dark. She
stated that it will not help with the cars driving quickly. She stated that she was alone
dropping something off at night once and there was a man sitting in a van that made her
uncomfortable so she left. She stated that the lack of light increased her discomfort. She
stated that she supports the lighting for safety.
Ms. Hauck requested that if money is spent it should go towards paving the parking lots.
Katherine McDilda stated that she lives across the street from the park and she sees what
goes on at night. She stated that it is creepy at night. She stated that a few weeks ago
there was a domestic situation where she was woken up by a terrifying scream of a
woman being beaten in the park in the port-a- potty. She asked for lighting in the
entrance so she can see this area and who is coming in and out of the park. She stated
that cars park in the darkest side. She commented that 911 is called a lot for this park
because it is dark and they cannot see what is happening. She stated that the lighting
would help significantly. She stated that three to four times a day cars drive into the
parking lot, do donuts and drive recklessly. She supported having two lights added to the
park to add to their peace and quiet and so they have increased visibility.
Commissioner Miskowiec clarified the time of the issues. Katherine McDilda stated that
it is an issue around 2 a.m., and in the winter with the ice skating rink there is a lot of
noise with people bumping the boards and playing music until 1 a.m. She commented
that this can be heard from inside of their house.
Gary Aus commented that he was here last meeting complaining about napalm blowing
into his yard in the dark, around 30 -40 rounds. He stated that now a woman has been
beaten up and could have died in the bathroom. He stated that he built his home thinking
it would be safe and he is not comfortable allowing his daughter out in the park. He
stated that his daughter will not let the dogs out either when a car is at the park. He
provided pictures to show how the park is being treated.
Commissioner Lindahl asked if Mr. Aus feels that the lighting will help with the security
issues. Mr. Aus stated that he feels the lights will be helpful. He stated that he was
complained previously before the first two security lights were put in and now things are
getting worse. He stated that people have thrown rocks at the horses in the past. He
stated that there is a lot of racing through the park. He stated that people using the park
are speeding, doing power turns, and throw dust up which goes into their homes. He

commented that on the far western end of the park there is split rail fence which looks
nice. He suggested adding the same fencing in the entrance to the park. He stated that it
would be clear that no parking is allowed there. He commented that this is a cheap
solution. He added that people see parking in the no parking area and they follow that
example. He complimented the Sheriffs office for doing a good job with the park.
Commissioner Miskowiec clarified that there are two issues which are cars ripping
around in the day and secondly, additional security concerns at night. He asked if the
lights would help or if barriers will help. Mr. Aus stated that the lights will help identify
who is in the park. He stated that the lights are his priority. He stated that this will allow
his daughter to be out without being scared. He stated that this would eliminate dark areas
where they cannot see. People are parking in the dark.
Commissioner Van Vark commented that the lights were voted down and asked if they
can make a different recommendation. He suggested if a private business was having an
issue with security the City would expect increased lighting. He stated that this should
apply to the City with the number of concerns that are raised.
Commissioner Kowalewski asked how many lights are on the road outside of the park.
Mr. Haas stated that there are no lights immediately outside of the park on the roadway
except for on Prairie Road, which is a long way from the parking lot.
Commissioner Kowalewski asked about recommendations for lighting. Mr. Haas stated
that for new developments they have standard of where lights are located.
Commissioner Lindahl stated that he supports narrowing the driveway by using barriers.
Chair Butler stated that this would be to create more of a right angle turn forcing cars to
slow down.
Commissioner Kowalewski requested that consideration be given to emergency vehicles
that need to get into the lot.
Commissioner Lewnau asked about previously discussing the addition of a light on the
building and one in the parking lot. Ms. Hauck stated that the lights under the building
awning have not been on since last fall. She stated that they have not worked since fall of
2010 and did not work last fall at all. She stated that may be due to damage under the
soffit.
Motion by Lindahl, seconded by Miskowiec, to recommend to Council approval of two
additional security lights at Prairie Knoll Park and request that City engineering look at
side barriers instead of a median barrier to reduce easy access and the speed that people
access the park with.

Commissioner Kowalewski asked about the placement of the lighting. Mr. Haas agreed
that the lighting will not meet code but it will be helpful. He commented that when this
parking lot is addressed the cars may go to the north parking lot where there is one
security light.

Mr. Haas commented that they could use existing fencing but when i involves the county
they lose control over being able to cut costs this way. He offered to to lkat the
condition of the available unused fencing to see if it is usable.

INTRODUCTION
The City Council is requested to approve the naming of the middle ball field at Andover
Station North Ball Field Facility as requested by the Andover Baseball Association
(ABA) to Anders Memorial Field.
DISCUSSION
Attached is the request from ABA to rename the middle field Anders Field on behalf of
Anders Flaa, who passed away at the age of 14. ABA has addressed the criteria required
to determine the appropriate naming of a park (in this case the naming of a field).
Procedurally the City Council has requested the Park and Recreation Commission to
review the request, which was done at their meeting on July 19th. The Park Commission
recommended the field be named Anders Memorial Field with the ability that other
names could be added to the memorial in the future. Attached are the draft minutes of the
Park Commission meeting for your review.
ACTION REQUESTED
The City has received a request from the Andover Baseball Association (ABA) to
consider naming of the middle ball field at Andover Station North Ball Field Facility to
Anders Memorial Field.

Dear Council Members,
Andover Baseball would like to go forward with the naming of Andover Station North middle field,
Anders Field. Anders Flaa was a member of Andover Baseball until his passing on October 13", 2011 at
the age of 14. He was a very important part of his teams and our association. He was the kid that loved
being on the field. He would encourage and lead cheers on the bench and in the field. Even through his
battle with cancer he always had a smile on his face. He lived his life the way he played - offering
encouragement during the bad, cheering for the good times and away having fun.
He and his family have helped out with many events in the community along with the building of ASN.
We would love for the Council and Park Board to approve the naming of Anders Field.

I. Introduction
The selection of a proper name for a park, park facility and trail is a thoughtful process
which requires careful analysis. This policy and procedure has been adopted by the City
of Andover to provide the proper procedure and guidelines for any naming or renaming
of said amenities
II. Procedure
original naming of a park, park facility and trial will be done as part of the platting
process guided by the City of Andover's subdivision ordinance. Subsequent renaming
will use the following procedure:
1. Staff, Council, Advisory Body, or an Andover resident recognizes and requests
the naming of a park, park facility, or trail.
I. Staff will perform a background investigation of the request and then distribute
the request to the City Council, upon review, send to the Parks and Recreation
Commission for review.
3. The Parks & Recreation Commission will discuss the merit of the name and make
a recommendation to the City Council.
4. The recommendation will then be placed on the next regular City Council meeting
for consideration.
III Park Park Facility and Trail Naming Criteria
Listed below are some of the criteria that may be used to determine the appropriate
naming or renaming of parks, park facilities and trails.
1. The name of the subdivision associated with the park, park facility or trail.
2. The name of the neighborhood in which the park, park facility or trail is located.
3. The street name adjacent to or closely identified with the park, park facility or
trail.
4. The name of a local interest point, or local focal point near the park, park facility
or trail.
5. The name of an event or historical occurrence associated with the park, park
facility or trail.
6. The name of a person who donates a major part or all of the land for the park,
park facility or trail.
7. The name of a person of significant stature within the community (with the
permission of the honoree, immediate family or designated representative).
He /she must adhere to at least one of the following credentials and complete a

waiting period of at least six months from the conclusion of service or time of
death:
a. At least ten years of local service to the community. I
b. Shown outstanding assistance or support of the local park system.

The City Council reserves all rights in the naming or renaming of all parks,

Mr. Haas explained that this item is in regard to the request from the Andover Baseball
Association (ABA) to consider naming the middle ballfield at Andover Station North
Ball Field Facility "Anders Field" on behalf of Anders Flaa who passed away at the age
of 14. He stated that Council was in agreement for the Park Commission to consider the
naming at their June workshop. He stated that the Park Commission is asked to review
this to see that it is compliant with their policy. Sheila Schueller, Andover Baseball
Association Administrator, stated that a young man passed away this past fall and he
played in their association. She commented that his family contributed $5,000 for the
scoreboard at Andover Station North (ASN) and the family helped with the building of
the Andover Station North building. She commented that they would like to name one of
the fields at the complex after him.
Chair Butler commented that it is fitting to name a field after this young man. He
reviewed that there is a naming policy and he is not sure that the policy requirements are
met. Ms. Schueller stated that she feels it fits the requirements as the family contributed
money to the scoreboard and participated in the building. She stated that she receives a
lot of calls where people from other communities do not understand what ASN is and
what the different fields are as they are not named.
Commissioner Lindahl asked how long Anders played baseball. Ms. Schueller stated that
he played for eight years.
Commissioner Van Vark stated that the policy uses terms like "may" or "some" which
makes the policy vague. He stated that $5,000 is a major contribution. He asked what
happens when the City runs out of space for causes that are worthy. He asked if a plaque
could be used that names could be added to. He stated that he is considering the merit of

the situation but keeping in mind the longer term goals. Commissioner Kowalewski
stated that they are looking at an individual field and not the overall park. He commented
that Anders was part of the community and his family participated. He stated that his
daughter went to school with Anders and he was a model student.
Commissioner Melberg stated that he has no objections to naming the field, Anders Field.
Commissioner Miskowiec stated that he is supportive of recognizing Anders but
questions what will happen if they run out of places or fields to name. He supported the
idea of using a name. He questioned whether visitors from other communities will know
the significance of the field name.
Chair Butler commented that he supports memorializing Anders. He asked about using
benches or other features to name in the park. Ms. Schueller stated that there are ongoing
needs for benches, flagpole and more which could be used as a memorial.
Mr. Haas commented that Council had discussed naming a field Memorial Field. He
commented that he did check to see what the City of St. Cloud had in regards to a
memorial but was unsuccessful in getting any information from them on this. Ms.
Schueller commented that she did not find anything on St. Cloud either. She commented
that they apparently have a memorial field and a soldier's field. She explained that all the
kids who played with Anders loved him. She stated that he was enthusiastic and
supportive of his teammates. She asked to name Anders field and then continue by
finding other fields to name as Memorial Field or a Soldier Field as there are many
unnamed fields.
Chair Butler noted that the policy has criteria which needs to be considered. He
questioned if it is a fair way to have a dedication because not all families are in a position
to make a generous donation. He suggested naming a bench for him with perhaps a
flower garden around it. Ms. Schueller suggested naming the scoreboard for Anders and
having a plaque on it in Anders memory as the family paid for it.
Commissioner Lewnau asked what the plaque would say. Mr. Haas stated that the
wording would need to be worked out and has to be approved before posting.
Commissioner Van Vark asked how many other fields are named. Mr. Haas commented
that before there was a policy there were two small fields at Sunshine Park which have
been named for people.
Chair Butler commented that he is aware of a memorial bench on an elementary school
grounds which has a beautiful gardens around it. Each year a team visits the bench and
maintains the gardens. He commented that the family even returns to visit the bench. He
asked if the scoreboard would have the same meaning. He commented that the bench is a
very meaningful and visible way to memorialize the person.

Commissioner Van Vark questioned what kind of precedent it would set to name a field.
Chair Butler recommended to Council to create a smaller memorial within the park other
than naming the field.
Commissioner Melberg commented that he thinks there are plenty of fields and parks.
He supported the idea of naming the field after Anders.
Motion by Kowalewski, seconded by Melberg, to recommend to Council approval of the
request of the Andover Baseball Association to name the middle ball field at Andover
Station North "Anders Field."

recommendation to consider a memorial on the field. He noted that Council
recommended consideration of whether there should be a memorial sign on the backstop.
Commissioner Van Vark asked if this becomes memorial field with Anders name on it
and then eventually additional names will be added. Chair Butler clarified whether the
field should be named Memorial Field and have Anders name on it and then additional
names could be added in the future for people who have been important to Andover
baseball.
Chair Butler asked if there is a second to the motion. Commissioner Melberg confirmed
his second to the motion.
Commissioner Miskowiec asked that the motion reflect the discussion about a memorial
field.
Motion to amend by Kowalewski to call the Andover Station North middle field Anders
Field and possibly change it in the future to Memorial Field.

INTRODUCTION
This item is in regard to the City Council considering amending the no parking resolution along a section of
146`h Lane NW west of Prairie Road NW to allow parking on the north side of the road from Prairie Road
NW to the west side of Prairie Knoll Park.
DISCUSSION.
Attached are emails from Andover Football Association and Andover Area Lacrosse Association requesting
parking to be reinstated on the north side of 146th Lane NW from Prairie Road NW to the west end of the
Park. Refer to the attached location map. As addressed in the email, Football & Lacrosse have concerns
with the parking on Prairie Road NW and the safety of those that park on that road.
The current no parking resolution for this section along 146h Lane NW was approved October 19, 2004.
The agenda item, resolution and meeting minutes from the October 19, 2004 City Council meeting are
attached.
ACTION REQUIRED
The City Council is requested to consider amending the existing no parking resolution by approving the
attached resolution designating No Parking on the south side of 146`h Lane NW between the west property
line of 715 - 146`h Lane NW and Prairie Road NW. No parking would remain on the north side of the road
from the west park boundary to the west property line of 715 -146th Lane NW.

WHEREAS, the City Council is cognizant of the public nuisance, traffic
hazard and congestion; and
WHEREAS, in October of 2004 the City Council approved a resolution restricting
parking on the north and south side of 146th Lane NW; and
WHEREAS, parking patterns have been observed in the area; and
WHEREAS, there is a concern regarding parking on Prairie Road and the safety
due to the higher volume traffic and 50 MPH speed limit; and
WHEREAS, the Council believes modifying the parking in the area will be a
solution to the problem.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Andover to designate the no parking zone.
Adopted by the City Council of the City of Andover this 8th day of August ,

Please accept this letter as a formal request to have the no parking signs that are on the park side of
146th Lane NW removed. As you know the parking at this park has been an ongoing problem and a
huge safety concern for families with small children having to park on Prairie Road with a 50mph
speed limit. Some people have even had to resort to parking on the adjacent street of 146th Lane NW
and then crossing Prairie Road with children. We would like to see the signs removed on the "Park
Only" side of 146th Lane, beginning at Prairie Road and ending at the end of the west side of the
parking lot. We believe this will alleviate the need for people to feel forced to park on Prairie Road.
There are many times when even with the overflow parking available teams from other communities
do not realize there is additional parking in the north lot.

INTRODUCTION
This item is in regard to approving a resolution designating No Parking on both sides along a section of
1460' Lane NW west of Prairie Road NW due to parking issues that are occurring at Prairie Knoll Park,
Project 03 -1.
DISCTJSSION
JAttacl ied is a letter from Gary Aus and Bruce Johnson, property owners that live on 146'" Lane NW across
the street from the park. Also attached is an aerial photo taken on October 9, 2004 by Herb Blommel,
Assistant Building Official, which shows the parking problem that is occurring. As you can see, the north
and sc uth parking lots do have space available for vehicles to park, but the drivers are not malting an effort
to use the parking lots. Jerry Johnson, President of the Andover Football Association, has done all that he
can do along with others from the association, but unfortunately the drivers are still ignoring their requests.
So wil h the parking issue as it is, it may be in everyone's best interest to post no parking along this section.
As far as the other issues that have been raised that were of concern, are currently being worked on by City
staff a ad Public Works with some of them already resolved. As far as the lighting, most of the parking lots
in other parks do not have lighting, such as Sunshine Park. It appears at this point that lighting of the
parkin; lots may be a lower priority until funds become available.
ACTION REQUIRED
The C ty Council is requested to approve the attached resolution designating No Parking on both sides along
146" bane NW between the west property line of 715 —146'' Lane NW and Prairie Road NW.

Parking on 146'' Lane NW (we were advised that there would be adequate parking with the 2
parking lots) Not sure if anyone on the "board" has visited the park on a Saturday morning, but
there is no parking for you in either of the parking lots, and no parking on 14e Lane either as
that is full too.
-Both sides of the street are lined with parked vehicles, including in front of mailboxes.
-We are not able to back out of our driveways, as there are vehicles in the way.
-Our driveways are being used as turn around.
- Vehicles parking on our property (with minimal wheel coverage on the pavement).
-No emergency vehicle could make it through

to be removed from the site plan because at this time they are not asking to build on this lot.
Councilmember Jacobson stated the complicating thing is if they combine this outlot with the other
lot, there is an existing home on the other lot so technically they cannot have two houses on one lot.
Councihnember Orttel stated the Ordinance also prohibits a double frontage lot and this will make a
double frontage lot. Mr. Neumeister stated technically Outlot B does not exist and is not considered
a buildable lot until they get some access to the road.
Discussion ensued in regard to double frontage lots.
Councilmember Trade stated she met with Mr. Berkowitz regarding the septic systems next to
Verdin and he indicated that by the time this went to final, everything would be in the right places.
Mr. Berkowitz stated that was correct and they did enough for a trail.
Motion by Jacobson, Seconded by Trade, to approve the proposed preliminary plat with one change
to item 1 a in the resolution "to eliminate outlot A by combining the outlot with adjacent property".
Jacobson stated he wanted to leave outlot B in for further discussion.

City Engineer Berkowitz stated this item is in regard to approving a resolution designating No
Parking on both sides along a section of 146x' Lane NW west of Prairie Road NW due to parking
issues that are occurring at Prairie Knoll Park, Project 03 -1.
Motion by Knight, Seconded by Orttel, to approve the attached resolution designating No Parking on
both sides along 146' Lane NW between the west property line of 715 —146"' Lane NW and Prairie
Road NW.
Councilmember Trade wondered if they could consider having residents park on the City side of the
street by the football field because she did not think they had enough parking for people in the lots.
Mr. Berkowitz stated there are problems with having people park on the boulevard because they are
ruining the grass.
Mr. Gary Aus, 650 146`h Lane, stated a year and a half ago they were presented with the
reconstruction of the park and they were told the parking lots would hold one hundred cars and he
believed the parking lots are not being utilized to the fullest extent. He talked to Mr. Haas and it was
agreed by both of them to have no parking on both sides of the street. He stated Mr. Bass thought in
the future they would possibly allow people to park in the area of the gas utility area and along
Prairie Road.

Mayor Gamache thought Mr. Aus made a good point. He would like to have Mr. Haas work with the
Football and Soccer Associations on their scheduling to allow time between games for parking
issues.
Mr. Bruce Johnson, 580 146d` Lane, thought the Football Association should be supporting the
School to get the eighth graders in Oak View to set up their program for the High School and this
would take the pressure off of surrounding fields and allow for scheduling.
Councilmember Knight wondered if they could look for more parking spaces within the park.
Mr. Aus wondered if they could add some shrubs by the parking lot so people do not drive through
the ditch. Mr. Dickinson stated as part of completing the project they will look at that and they will
also look at striping the parking lot which will make a big difference.
Councilmember Jacobson asked if they could have a sign in the parking lot telling people there is
another parking lot to the north.
Motion carried unanimously. (RES. R183 -04)
CONSIDER CONTRIBUTION FOR JOINT FEDERAL TRANSPORTATION FUND
APPLICATIONS FOR IIANSONBOULEVARD NW & CROSSTOWNBOULEVARD NW
City Engineer Berkowitz explained the City Council is requested to consider contributing toward
a joint application with Anoka County for Federal Transportation Funds to improve Hanson
Boulevard NW and Crosstown Boulevard NW. If the City Council would like to pursue this
funding with the County a letter will be sent to the County Commissioners stating the City's
interest in participating with the application process.
Councilmember Orttel asked if there is a list of improvements. Mr. Berkowitz stated it would be
upgraded to a four lane roadway with a pedestrian trail alongside Hanson Boulevard.
Motion by Jacobson, seconded by Knight, to approve contributing toward a joint application with
Anoka County for Federal Transportation Funds to improve Hanson Boulevard NW and
Crosstown Boulevard NW.
Councilmember Trude wondered if they could add discussion of this to a workshop for updates.
Mr. Dickinson noted this for a workshop item.
Motion carried unanimously.

INTRODUCTION
The City Council is requested to receive the proposed Rum River Regional Trail Master Plan
submitted by Anoka County Parks.
DISCUSSION
Attached is the proposed Rum River Regional Trail Master Plan that has been prepared by the
Anoka County Parks for your review. The plan provides and good planning document for
preparing for and funding applications for the regional trail system. This section of trail is
identified in the Cities Transportation Plan.
Note that the section through Andover would run along the right -of -way of 7th Avenue NW and
most likely be constructed with roadway improvements.

This is for information only and no action is required.

This trail is approximately 20 miles long and follows the Rum River corridor through the cities of
Anoka, Andover, Ramsey, Oak Grove and St. Francis in Anoka County. Once complete, the trail
segment as proposed through the City of Andover will provide a valuable north /south
connection and link many amenities throughout the County.

Rum River Regional Trail as proposed
in this master plan is to be about 20
miles long following the Rum River
corridor from the City of Anoka to the
Anoka /Isanti county border, as shown
in Figure 1.
The trail corridor starts at the City of
Anoka's Akin Riverside Park, near the
confluence of the Rum and Mississippi
Rivers. From there the trail follows
the river through the city to the Rum
River Branch of the Anoka County
Library. From there it follows County
Road 7 through the cities of Andover
and Ramsey to County Road 22,
where it turns east and connects with
County Road 9 /Lake George Blvd.,
and the City of Oak Grove's Hickey
Lake Park.

From the park, the trail corridor follows Lake George Blvd. north and connects to Lake
George Regional Park. The trail corridor traverses the park north to the City of Oak Grove's
The Ponds Park. The corridor runs through a residential golf community west to Lake
George Blvd. The trail then follows Lake George Blvd to County Road 24 /Bridge Street. At
Bridge Street the trail corridor travels west to County Road 72 /Rum River Blvd and follows
the road corridor to the Isanti county line.
A few segments of the trail currently exist. One such segment is 4 miles long and starts at
the City of Anoka's Akin Riverside Park. It follows the river through downtown Anoka,
connects to the Northstar Anoka Station and continues along the river. A pedestrian bridge
allows safe passage across CSAH 116 /Bunker Lake Blvd to the Anoka County Rum River
Library where the segment ends, as shown in Figure 2. Image 1 provides an example of the
existing trail condition.

approximately 1.2 miles long and
traverses Lake George Regional

over one mile and traverses

on an average of 2012 values for

Demand Forecast
Regional parks and trails have been increasing in popularity and as the population grows,
the need for additional recreation sources and amenities grow as well. The population in
the communities the corridor run through are anticipated to grow steadily, as is Anoka
County.

The outdoor recreational use patterns in the metropolitan area have been growing steadily.
Recreational visits to Anoka County regional parks and trails have increased steadily over
the last ten years to approximately 3.4 million visits per year .2
According to the Minnesota Department of Natural Resources 2004 Outdoor Recreation
Participation Survey of Minnesotans, nearly 82% indicated that outdoor recreation is "very
important" or "moderately important' in their lives. Popular trail related activities are
walking, hiking, biking, running, jogging or inline skating.
With the population growth expected and the increase in recreational visits to regional
parks and trails, the demand for additional facilities will only increase.

Development Concept
The proposed development concept for this trail corridor is to provide a regional linking trail
between the several regional destinations in Anoka County. These destinations include the
Rum River, Mississippi River, Rum River Central and Lake George regional parks. Other
destinations along the route include downtown Anoka, which offers restaurants and
shopping, the Rum River Branch of the Anoka County Library system, Anoka Senior High
School and St. Francis High School. In addition, the trail corridor will also link to Rum River
North County Park and Isanti County to the north. There are four regional trails the Rum
River corridor will connect to; the Mississippi River, Central Anoka County, North Anoka
County and Sugar Hills regional trails.

The majority of the current trail corridor follows existing county roadways. The
development concept for these sections will be similar to Figure 3, with a grade separated
paved trail. If there are issues with right of way and road speeds are slow enough to allow
it, the trail may be located immediately behind curb. With this master plan, Anoka County is
proposing an alternate route in the northern section of the County to route the trail closer
to the Rum River. An example of what the alternate trail route may look like is shown in
Figure 4.

There may be some savings on this estimate, if this trail can be constructed as part of a
roadway reconstruction project.
The schedule for construction of this trail will depend on right of way acquisition, roadway
reconstruction and funding availability; therefore, no schedule has been developed. The
Parks and Recreation Department will continue to work with local cities and the Anoka
County Highway Department to implement this trail as development and redevelopment
occurs.
Conflicts
Conflicts related to park or trail redevelopment will be kept to a minimum through proper
planning and community involvement. With any new development or redevelopment in an
existing residential areas, there are common concerns among the area residents that are
adjacent to the park or trail.
One of these concerns is the effect the increased usage of the park or trail will have on their
safety, security and privacy. Generally, regional parks and trails in the metropolitan area do
not have a higher number of criminal activities related to use. A typical concern is
vandalism and damage to vehicles. The County provides Park Ranger patrols and works with
the local police and the Anoka County Sheriff's Office to ensure the parks and trail are safe
and secure.
Privacy is also a concern and Anoka County typically works with affected residents to
minimize the perceived impacts. Because the majority of the trail is adjacent to county
roads, development of this trail will occur when the roadways are upgraded and resident
concerns regarding the trail can be addressed with any concerns regarding the roadway
construction. Anoka County does not anticipate there to be any conflicts with the area
residents. If issues do arise, a variety of methods for mitigation can be utilized, with the
best methods being determined by Anoka County.
Conflicts between pedestrians and vehicular traffic will be kept to a minimum by working
with the County Highway Department and the local cities to ensure safe crossings at road
intersections and driveways for pedestrians and bicyclists. In addition, signing along the trail
will alert users of potential conflict areas, i.e. street crossings, driveway crossings,
pedestrian cross - traffic, etc., and will provide wayfinding and interpretive information.
Public Services
A variety of public services are available at points along the trail, therefore no new non -
recreational related public services will be required for this trail. Both local and regional
parks provide the necessary facilities required for trail users, i.e. parking lot, restrooms,
drinking fountain and benches. Limited services will also be available at retail
establishments near downtown Anoka and in the City of St. Francis.
Operations
Anoka County Ordinance, dated January 24`h, 2012 regulates parks and trails under the
jurisdiction of Anoka County. Education and enforcement is provided through the Anoka
County Park Rangers, the local police departments and the Anoka County Sheriff's
Department.
Anoka County typically partners with the local cities through either a Memorandum of
U_nderstandine (MOU) or a Joint Pnwars Aereement (JPA) to provide for the m 'ai _nt —en a n �ce of
regional trails. Typically, the MOU or JPA is executed prior to trail construction and outlines
what agency is responsible for general routine maintenance of the trail and what agency is
responsible for capital improvements to the trail in their jurisdiction.
The County is typically responsible for the daily and general routine maintenance of trails
within regional or county parks. This includes such maintenance as mowing, sweeping,
plowing, clearing, debris removal, etc. Outside of regional and county park facilities, the
local cities are responsible for daily trail maintenance. Solid waste is typically collected rom
trash receptacles located along the trail at regular intervals by the local agencies. Anoka
County will inspect the trail annually and will prove e t e capital improvements that are
needed and will provide long -term maintenance required, such as bituminous overlays,
crack - sealing, etc. Trail signage is provided and maintained by the County.
Annual maintenance costs for the trail are estimated to be about $10,000. This includes
dollars for sign replacements, minor bituminous repair and crack - sealing. Revenue for the
operation and maintenance of the trail comes from the Anoka County Parks and Recreation
Department's annual operations and maintenance budget, which includes revenues from
picnic shelter rentals, room rentals, programs, parks entrance fees and the County general
fund. Supplementary funding is provided through the Regional Park Operations and
Maintenance Grant Program.
The County researches the most efficient models in sustainable construction methods when
developing and redeveloping parks and trails. In the past, Anoka County has typically used
recycled materials as much as possible for buildings and furnishing for the low maintenance
these materials require. Anoka County, through the Environmental Services Department,
has a refuse and recycling policy that requires recycling of paper, plastics, etc.
Citizen Participation
Anoka County worked with regulatory agencies and local units of government in the master
planning process and requested comments on the plan. In addition, an open house is
planned to be held in the next month or so. A notice will be published in the local weekly
newspaper and on the Anoka County website a few weeks prior to the meeting. Postcard
invitations will also be mailed out to adjacent residents and local city and county officials.
Comments received from the meeting will be incorporated into this master plan
amendment.
Refer to Appendix for the public notices, letters requesting comments, comments received
from the public and comments received from the municipal and regulatory agencies that
responded.
Public Awareness
Public awareness is an important component to regional park and trail systems. The County
will provide public education efforts through the Metropolitan Council's regional -wide
awareness program, as well as, public information maps, websites
(www.anokacountyparks.com & www.anokacounty.us), social media, publications and
brochures provided by Anoka County Parks and Recreation Department.
Accessibility
Anoka County continually strives to provide equal access to all residents of Anoka County
and in the region. Park and trail use is open to any and all citizens. There is not a fee for
parking or trail use which eliminates any economic barriers for trail users. A portion of the
trail corridor is located along several public transportation routes and in addition, the Anoka
County "Traveler" provides transportation services to the citizens of Anoka County for a
minimal fee. This service offers rides to specific locations and is available to those in need.
The facilities and amenities along the trail will conform to the standards mandated by the
Americans with Disabilities Act.
Joint Powers Agreements
Since regional trails cross multiple jurisdictions, a Joint Powers Agreement (JPA) is generally
executed prior to construction of the trail. The JPA addresses who has control over the trail
right -of -way, how that control is exercised, who will operate and maintain the trail and how
operations and maintenance will be accomplished. The JPA outlines that the trail is open
and available to all users (not restricted by residence) with only controls on the type of use
and timing/season of the permitted use(s).
JPA's are in place for the duration of the trail's life cycle.

SURVEY RESULTS
IMPORTANCE OF OUTDOOR RECREATION IN PEOPLE'S LIVES
Outdoor recreation is an important component of the lives of most Minnesotans.
Nearly 60 percent (57 %) indicate that outdoor recreation is "very important' ' to
their life, while another 25 percent indicate it is "moderately important" (Figure
2). The remainder —
comprising nearly one in five
Minnesota adults (18%)—
believe outdoor recreation is of
little importance.
Not surprisingly, the
Minnesotans who believe
outdoor recreation is of little
importance to their lives, invest
little time actually recreating
outdoors (Figure 3). As a rule,
the more importance people
ascribe to recreation, the more
time they spend on. recreation
pursuits.
