INTRODUCTION
This is in regards to approving the 2012 fall soccer /football schedule.
DISCUSSION
Attached for your review is the proposed 2012 soccer /football schedule. The City has received
applications for use of the fields from the following groups:
* Information submitted as part of the spring/summer application.
Note: Copies of the By -Laws for AFA and NMSA (submitted as part of the application for the
spring - summer season -no changes from 2011 season) are available from City staff if you
would like to review them.
Also as a reminder, a detail practice and game schedule are required to be submitted to Todd
Haas, Parks Coordinator, and to Biz Brouse, Concessions Manager, before the start of the season
so the Andover Public Works Parks Department is aware of when fields need to be mowed and
when concessions need to be opened.
ACTION REQUIRED
The Parks and Recreation Commission is requested to consider approving the 2012 fall
soccer /football schedule.

NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in November.
FOR SPRING AND SUMMER USE - FIRST THURSDAY IN MARCH FOR SOCCER, SOFTBALL,
BASEBALL, AND LACROSSE.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in March.
FOR FALL USE — FIRST THURSDAY IN JULY FOR SOCCER, SOFTBALL, FOOTBALL AND
BASEBALL.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in July.
It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first - served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

INTRODUCTION
The City has received a request from the Andover Baseball Association (ABA) to
consider the naming of the middle ball field at Andover Station North Ball Field Facility.
DISCUSSION
Attached is the request from ABA to rename the middle field Anders Field on behalf of
Anders Flaa, who passed away at the age of 14. ABA has addressed the criteria that are
required to determine the appropriate naming of park (this case is the naming of a field).
Procedurally the City Council is to review the initial request (which has already been
done) at their workshop meeting on June 27` It is now up to the Park Commission to
review the request and recommend to the City Council if the middle field at ASN should
be named Anders Field or not.
Note: The City Council has suggested to the Commission to determine if a memorial
should be considered on the backstop so that additional names could be added and
recognized if future requests are made. ABA and staff will discuss this further at the
meeting and provide some suggestions.
ACTION REQUESTED
The City has received a request from the Andover Baseball Association (ABA) to
consider naming of the middle ball field at Andover Station North Ball Field Facility.

Dear Council Members,
Andover Baseball would like to go forward with the naming of Andover Station North middle field,
Anders Field, Anders Flaa was a member of Andover Baseball until his passing on October 13' 2011 at
the age of 14. He was a very important part of his teams and our association. He was the kid that loved
being on the field. He would encourage and lead cheers on the bench and in the field. Even through his
battle with cancer he always had a smile on his face. He lived his life the way he played - offering
encouragement during the bad, cheering for the good times and away having fun.
He and his family have helped out with many events in the community along with the building of ASN.
We would love for the Council and Park Board to approve the naming of Anders Field.

Policy for Naming and Renaming of
Parks, Park Facilities, and Trails
I. Introduction
The selection of a proper name for a park, park facility and trail is a thoughtful process
which requires careful analysis. This policy and procedure has been adopted by the City
of Andover to provide the proper procedure and guidelines for any naming or renaming
of said amenities
U. Procedure
Original naming of a park, park facility and trial will be done as part of the platting
process guided by the City of Andover's subdivision ordinance. Subsequent r enamin g
will use the following procedure:
1. Staff, Council, Advisory Body, or an Andover resident recognizes and requests
the naming of a park, park facility, or trail.
2. Staff will perform a background investigation of the request and then distribute
the request to the City Council, upon review, send to the Parks and Recreation
Commission for review.
3. The Parks & Recreation Commission will discuss the merit of the name and make
a recommendation to the City Council.
4. The recommendation will then be placed on the next regular City Council meeting
for consideration.
LU.. Park, Park Facilifv, and Trail Naminz Criteria
Listed below are some of the criteria that may be used to determine the appropriate
naming or renaming of parks, park facilities and trails.
1. The name of the subdivision associated with the park, park facility or trail.
2. The name of the neighborhood in which the park, park facility or trail is located.
3. The street name adjacent to or closely identified with the park, park facility or
trail.
4. The name of a local interest point, or local focal point near the park, park facility
or trail.
5. The name of an event or historical occurrence associated with the park, park
facility or trail.
6. The name of a person who donates a major part or all of the land for the park,
park facility or trail.
7. The name of a person of significant stature within the community (with the
permission of the honoree, immediate family or designated representative).
He /she must adhere to at least one of the following credentials and complete a
waiting period of at least six months from the conclusion of service or time of
death:
a. At least ten years of local service to the community.
b. Shown outstanding assistance or support of the local park system.
c. Major financial donor to the park system.
d. A historical figure or family.
e. A local bom or raised person of historic, statewide or national importance.

The City Council reserves all rights in the naming or renaming of all parks,
park facilities and trails.

additional lights is about $4529.

BUDGET IMPACT
As previously indicated the estimated cost to place 2 lights at this location is
approximately $4529. If the Commission would like to install a light, the cost of the light
would need to be paid from the 2012 miscellaneous funds that are available.

INTRODUCTION
The Park and Recreation Commission is requested to consider funding of the dog park at
Andover Station North (ASN) as requested by the City Council.
DISCUSSION
As most of the Park Commission members know, the dog park location has been approved at
ASN by the City Council back in the fall of 2010. It was also discussed and understood the dog
park group would have to fund the new dog park facility. But with the insufficient amount of
funds that have been donated so far, the City Council is requesting the Commission to consider
allocating $10,000 as part of the Capital Improvement Project for 2013.
For those that are new to the Commission, the proposed dog park would be located between the
ASN ball field outfield fences and the WDE Landfill fence. The Minnesota Pollution Control
Agency (MPCA) has given the City approval to utilize the fence as part of the dog park area. The
area is mostly a drainage area for storm water runoff. The ponds do hold water after the larger
rain event but most of the time the drainage ponds are dry. Also this area has not been mowed and
has been allowed to grow into a natural area.
Note: City Administration has had discussions with the City of Coon Rapids about teaming up
with the Anoka County Parks Department on the potential of constructing a regional dog park on
County property (Bunker Hills Regional Park) located in close proximity to the compost site. It
is our understanding that the City of Coon Rapids has been having some issues at their dog park,
in particular the compatibility with the surrounding neighborhood. Staff will likely be involved
in future discussions with the Anoka County Park and Recreation Department in the near future
about this potential partnership..
ACTION REQUESTED
The Park and Recreation Commission is requested to consider funding of the dog park at
Andover Station North (ASN) as requested by the City Council. The Commission is also request
to discuss whether or not the Commission supports City of Andover participation in a regional
dog park on Anoka County property located in close proximity to the compost site. .

requested extra patrol due to suspicious activity involving vehicles meeting in the
parking lot. The park was listed for extra patrol.

A resident reported a fire at the park. When the deputy arrived he observed a port-a-
potty on fire. He was able to extinguish the fire with his fire extinguisher. The fire
department also responded.

A deputy received second hand information that there were syringes at the park in the
ditch. He arrived and searched the area but was unable to locate anything.

A deputy was flagged down by a citizen who stated his son tore his retina while playing
soccer. The child was transported to Mercy by his parent.

A caller reported a possible abandoned vehicle. The CSO arrived and made contact with
the registered owner who stated it broke down and he was going to have it towed out
within the hour.

A caller reported a suspicious vehicle. The deputy arrived and made contact with the
person in the vehicle and she stated her friends were sitting there trying to decide what
to do for the evening. She was asked to leave and she complied.

A caller reported a suspicious male sleeping on a picnic table. The deputy arrived and
found the male and identified him. When the deputy was searching the male he found a
glass pipe on him but no drugs. The deputy took the pipe and advised the male to leave
the park. He complied.

An anonymous caller reported an ATV in the park. The caller stated it was a male on a
red ATV with two dogs. The deputy located the male in his driveway and spoke to him
about the incident. He was advised that he cannot drive the ATV in the park or on the
streets.

A deputy was called to the area for "shacks" that have been set up in the park. The
deputy did find some forts in the woods that were unoccupied and appeared to have
been there for quite a long time.

On routine patrol a CSO observed a vehicle parked in the grass. He located the driver
who stated she drove through the grass and parked there because there were no
parking spaces left. She was advised she was in violation of the City ordinance and she
was given a verbal warning. The CSO pointed out alternative parking throughout the
park.

The Andover Athletic Association wanted to report damage to the framing of the
lacrosse nets, and that the nets had been removed and thrown in to the woods. Extra
patrol was put at the park.

A deputy responded to an alarm at the park's concession stand. Upon arrival he located
a juvenile who admitted to finding keys and unlocking the door to take some ice cream
sandwiches.

A deputy was dispatched to a port-a -potty fire. When he arrived it was fully engulfed.
The fire department responded. No witnesses or suspects.
05.27 19:12 Station North 12113601
A.deputy responded to an alarm at the location and when he arrived he checked the
doors. A city worker advised he was able to lock the unsecured door at the location.
05.29 18:10 Wild Iris 12115198
A resident called and advised a group of 4 -5 juveniles were trying to sell her son drugs
at the location. The caller advised the kids were loitering on the trail. The deputy
arrived and only observed small children on the playground. He drove the path through
the woods and did not locate anyone.
06.01 23:07 Northwoods East 12118194
A deputy was called to kids in the park after hours. When he arrived he found an
unoccupied vehicle in the lot. He checked the park on foot and did not locate anyone.
06.04 23:11 Hidden Creek East 12120833
A deputy was called to loud people at the park. When he arrived he made contact with
two males who advised they were hanging out. The deputy told them the park was
closed and they had to leave. They complied.

A caller reported a man letting his dog potty all over the park. The CSO arrived and was
unable to locate the man or the dog.

An anonymous caller reported juveniles using fireworks in the park. The deputy arrived
and was unable to locate any kids or evidence of fireworks.

Deputies responded to a hallway motion alarm at the location. She checked the building
and found the north door unsecured. She checked the interior and found it to be clear
and the access door to the upstairs secure. She locked the door and cleared.

A caller reported a suspicious vehicle in the parking lot. The deputy arrived and she
checked the area but the vehicle was gone.

A CSO was called to the location because the field lights were not working. When he
arrived the lights were on.

An anonymous caller reported a suspicious vehicle in the parking lot. When the deputy
arrived he made contact with the driver who stated he was just hanging out. The driver
was identified and told the park was closed. He left.

A deputy responded to the park on a report of a male on a mini -bike tearing up gravel.
When the deputy arrived, he could not locate anyone on a mini -bike.

A deputy was called to the location because a victim wanted to report his vehicle
window was smashed out while he was parked in the lot.

A caller reported a male passed out in the bathroom at the location. When he arrived he
checked all the restrooms and a porta -potty and could not locate anyone.

A caller reported a homeless person sleeping the in the bathroom. The deputy arrived
and located two people sleeping in the bathroom. Both were questioned separately and
their stories matched. They were identified and searched; nothing suspicious was
found. They were advised to leave and they complied.
06.24 00:49 Prairie Knoll 12137020
Deputies were called to an assault taking place in the park. When the deputy arrived he
found two bikes behind a port -a -potty. He observed someone poking his head out from
the port -a -potty and advised him to come out. A male and female came out and the
female had a bloody face. The male was arrested and the female was transported to
Mercy. The Alex House was notified.
06.24 15:54 CL Boat Landing 12137451
A deputy responded to a complaint of a vehicle and trailer parked on the grass. The
deputy arrived and could not locate anyone responsible for the vehicle. He issued a
ticket to the registered owner for No Parking in Unauthorized Areas of City Property.
06.24 20:35 Red Oaks West 12137697
A deputy responded to a call of complaints of an ATV riding in the area. There is a
problem with the report for this incident and I can't pull it up; I can tell a juvenile was
located and spoken to.

An anonymous caller reported a suspicious vehicle in the lot. The deputy located the
vehicle and found two females talking. They were advised the park was closed and they
would have to leave. They complied.

COMPLETED PROJECTS —
• The City has been recently notified they were not selected to receive a MNDNR Outdoor Recreation
Grant for a kiosk, way finding signs and fitness stations along the Tom Anderson Trail located in
Coon Creek Park between Hanson Boulevard NW and the railroad tracks.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda.
• Update of Ouarterlv Sheriff's Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Hickory Meadows Park — The playground equipment has been now been delivered to Public Works.
The trees have been cleared by Public Works maintenance staff. The next step is to grade the site. A
combination of grading and the installation of a retaining wall will be necessary to allow for the site
to work due to existing grade issues. The work will start within the few weeks.
• Pleasant Oaks Park — The playground equipment has been installed by Public Works. Work
continues on the site work. This is anticipated to be complete within the next week.
• Woodland Meadows Park — The fall zone improvements have not started as of yet.
ON -HOLD PROJECTS —

• Artificial Turf/Dome — Item is on the agenda.
OTHER ITEMS OF INTEREST —

• Skate Park Competitions and Camp/Van Vark — Due to the rain last Friday, the skate
park competition has been rescheduled for Friday, July 20 1h .
• Building of Bird Houses/Kowalewski — Done for 2012.
• Organized Trail Bike Ride/Lindahl — Waiting for information from Commissioner

Update of the Council Policy Regarding Pedestrian Trails — The City Council at their recent
workshop of January 31 agreed to not modify the policy but did agree to have staff keep the Park
Commission up to date as to trails that will be constructed each year and the grants that the City will
be applying for. At this point this is what has been going on with trails:
• A trail will be constructed along the north side of Bunker Lake Blvd between 7 th Avenue
(CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd
road reconstruction project. For those that are not familiar with this project, the section
of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project
will start in the fall of 2012 but most of the work will be completed in 2013.
• South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will
be reconstructed in 2012. The shoulder along the entire stretch will be widened on both
sides of the street to allow for pedestrians and bikers. The widening is considered a
shoulder which can be used for pedestrians and bicyclists. Project construction is
anticipated to start in the middle of June.
• The City has submitted the application for a MNDNR Local Trails Connections Grant
for a connection from the Kensington Estates development to the Andover Station North
development area. It will be late summer before the City knows if it was awarded the
grant.
• The City Council has requested the engineering staff to explore trail opportunities as part
of the Capital Improvement Plan (CIP) for the following locations:
• A trail along the south side of Andover Blvd NW between Bluebird Street
NW and Vale Street NW. This section of trail is shown in the draft 2013-
2017 CIP.
If you have any questions or comments regarding any of the trail projects or grants that are being
considered, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff does recommend the
Commission to continue reviewing the City Council meeting minutes that you receive by e -mail as to
discussions of various projects the City Council has been working on or is considering.

SUBJECT: Add -on. Consider Request from Andover Football Association to Place a
Storage POD at Prairie Knoll Park

INTRODUCTION
The Park and Recreation Commission is to consider a request from the Andover Football
Association (AFA) to allow a storage POD unit to place at Prairie Knoll Park year round.
DISCUSSION
The request is being made for a couple reasons. One is AFA is in need of more year round
storage space and two they need to provide access for the coaches so they can get at the
equipment they need for games and practices. Currently the existing city building is being leased
to football and soccer. In reviewing of the City Code (see attached,) the POD (if placed at Prairie
Knoll Park) would be considered a detached accessory building which must be constructed to be
similar in design and exterior finish material and be compatible to the principal structure which
this case is brick. Just so you the park is currently zoned rural residential and therefore uses in in
residential must follow city code requirements.
The Andover Football Association (AFA) has indicated to staff to solve the problem with storage
they would prefer to purchase a POD rather than rent one which from their standpoint makes
more sense financially.
Note: The Planning Department has also indicated the POD that is located in Sunshine Park is
also a code violation since the POD (which is owned by the City) does not meet the exterior
requirements of the Sunshine Park Concession building.
ACTION REQUIRED
The Park and Recreation Commission is to consider a request from the Andover Football
Association to allow a storage POD unit to place at Prairie Knoll Park year round.

(5) acres or less, but more than one acre, shall not exceed the total
square footage of land covered by the foundation of the principal
structure.
C. The attached garage and detached accessory buildings on a residential
parcel in the R -4 zoning district or any property less than one acre shall
not exceed one thousand two hundred (1,200) square feet total, and in
no case shall the detached accessory building be greater than fifty
percent (50 %) of the total square footage of the foundation of the

D. All principal structures constructed within the single - family urban
residential (R-4) district after the effective date hereof shall have an
attached garage with a minimum size of four hundred forty (440)
square feet.
E. All detached accessory buildings within the single - family urban
residential (R -4) zoning district shall have a minimum 4:12 roof pitch.
-�E F. All detached accessory buildings shall be constructed to be similar in
design and exterior finish material so as to be compatible to the
principal structure, except as stated in Subsection G of this section.
G. Exterior Finishes: No permanent sheet metal, painted or unpainted
accessory building, except small garden sheds not exceeding one
hundred twenty (120) square feet, shall be allowed on parcels of three (3)
acres or less in all residential districts and within the metropolitan urban
service area (MUSA) boundary. The foregoing shall not apply to painted
and finished.metal siding normally used on residential structures. (Ord.
8NNNNNN, 7 -16 -2002)
12 -6 -5: LOCATION AND SETBACK REQUIREMENTS:
A. Private Garages Facing Public Ways: When a private garage is oriented
so as to face onto a public right -of -way, it shall not have less than the
minimum required setback for the principal structure as measured from
the lot line.
B. In Residential Districts:
Accessory buildings and structures located in residentially zoned
districts shall have a minimum setback of five feet (6) from side and
rear lot lines unless an easement exists that is more restrictive.
