Haas, Assistant Public Works Director SUBJECT: 4. Consider 2012 Fall Soccer/Football Schedule DATE: July 19, 2012 INTRODUCTION This is in regards to approving the 2012 fall soccer /football schedule. DISCUSSION Attached for your review is the proposed 2012 soccer /football schedule. The City has received applications for use of the fields from the following groups: * Information submitted as part of the spring/summer application. Note: Copies of the By -Laws for AFA and NMSA (submitted as part of the application for the spring - summer season -no changes from 2011 season) are available from City staff if you would like to review them. Also as a reminder, a detail practice and game schedule are required to be submitted to Todd Haas, Parks Coordinator, and to Biz Brouse, Concessions Manager, before the start of the season so the Andover Public Works Parks Department is aware of when fields need to be mowed and when concessions need to be opened. FOR SPRING AND SUMMER USE - FIRST THURSDAY IN MARCH FOR SOCCER, SOFTBALL, BASEBALL, AND LACROSSE. NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the third Thursday in March. FOR FALL USE — FIRST THURSDAY IN JULY FOR SOCCER, SOFTBALL, FOOTBALL AND BASEBALL. NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the third Thursday in July. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. DISCUSSION Attached is the request from ABA to rename the middle field Anders Field on behalf of Anders Flaa, who passed away at the age of 14. ABA has addressed the criteria that are required to determine the appropriate naming of park (this case is the naming of a field). Procedurally the City Council is to review the initial request (which has already been done) at their workshop meeting on June 27` It is now up to the Park Commission to review the request and recommend to the City Council if the middle field at ASN should be named Anders Field or not. Note: The City Council has suggested to the Commission to determine if a memorial should be considered on the backstop so that additional names could be added and recognized if future requests are made. ABA and staff will discuss this further at the meeting and provide some suggestions. This policy and procedure has been adopted by the City of Andover to provide the proper procedure and guidelines for any naming or renaming of said amenities U. Procedure Original naming of a park, park facility and trial will be done as part of the platting process guided by the City of Andover's subdivision ordinance. Consider Funding of Dog Park at Andover Station North Facility/10 -23 Date: July 19, 2012 INTRODUCTION The Park and Recreation Commission is requested to consider funding of the dog park at Andover Station North (ASN) as requested by the City Council. DISCUSSION As most of the Park Commission members know, the dog park location has been approved at ASN by the City Council back in the fall of 2010. It was also discussed and understood the dog park group would have to fund the new dog park facility. But with the insufficient amount of funds that have been donated so far, the City Council is requesting the Commission to consider allocating $10,000 as part of the Capital Improvement Project for 2013. For those that are new to the Commission, the proposed dog park would be located between the ASN ball field outfield fences and the WDE Landfill fence. The Minnesota Pollution Control Agency (MPCA) has given the City approval to utilize the fence as part of the dog park area. The area is mostly a drainage area for storm water runoff. The ponds do hold water after the larger rain event but most of the time the drainage ponds are dry. Also this area has not been mowed and has been allowed to grow into a natural area. Note: City Administration has had discussions with the City of Coon Rapids about teaming up with the Anoka County Parks Department on the potential of constructing a regional dog park on County property (Bunker Hills Regional Park) located in close proximity to the compost site. It is our understanding that the City of Coon Rapids has been having some issues at their dog park, in particular the compatibility with the surrounding neighborhood. Staff will likely be involved in future discussions with the Anoka County Park and Recreation Department in the near future about this potential partnership.. ACTION REQUESTED The Park and Recreation Commission is requested to consider funding of the dog park at Andover Station North (ASN) as requested by the City Council. The deputy located the male in his driveway and spoke to him about the incident. He located the driver who stated she drove through the grass and parked there because there were no parking spaces left. When he arrived he made contact with two males who advised they were hanging out. The deputy told them the park was closed and they had to leave. The deputy arrived and was unable to locate any kids or evidence of fireworks. 06.11 22:12 Station North 12126600 Deputies responded to a hallway motion alarm at the location. She checked the building and found the north door unsecured. She checked the interior and found it to be clear and the access door to the upstairs secure. When he arrived he checked all the restrooms and a porta -potty and could not locate anyone. 06.23 08:14 CL Boat Landing 12136250 A caller reported a homeless person sleeping the in the bathroom. The deputy arrived and located two people sleeping in the bathroom. Both were questioned separately and their stories matched. They were identified and searched; nothing suspicious was found. They were advised to leave and they complied. 06.24 00:49 Prairie Knoll 12137020 Deputies were called to an assault taking place in the park. When the deputy arrived he found two bikes behind a port -a -potty. He observed someone poking his head out from the port -a -potty and advised him to come out. A male and female came out and the female had a bloody face. The male was arrested and the female was transported to Mercy. The Alex House was notified. 06.24 15:54 CL Boat Landing 12137451 A deputy responded to a complaint of a vehicle and trailer parked on the grass. The deputy arrived and could not locate anyone responsible for the vehicle. ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda. • Update of Ouarterlv Sheriff's Department Report on Park Patrol & Vandalism — Item is on the agenda. • Hickory Meadows Park — The playground equipment has been now been delivered to Public Works. The trees have been cleared by Public Works maintenance staff. The next step is to grade the site. A combination of grading and the installation of a retaining wall will be necessary to allow for the site to work due to existing grade issues. The work will start within the few weeks. • Pleasant Oaks Park — The playground equipment has been installed by Public Works. Work continues on the site work. This is anticipated to be complete within the next week. • Woodland Meadows Park — The fall zone improvements have not started as of yet. Update of the Council Policy Regarding Pedestrian Trails — The City Council at their recent workshop of January 31 agreed to not modify the policy but did agree to have staff keep the Park Commission up to date as to trails that will be constructed each year and the grants that the City will be applying for. At this point this is what has been going on with trails: • A trail will be constructed along the north side of Bunker Lake Blvd between 7 th Avenue (CSAH 7) and Underclift Street NW as part of the reconstruction of Bunker Lake Blvd road reconstruction project. For those that are not familiar with this project, the section of the county road will be widened from a 2 -lane facility to a 4 -lane facility. The project will start in the fall of 2012 but most of the work will be completed in 2013. • South Coon Creek Drive between Round Lake Boulevard and Crosstown Boulevard will be reconstructed in 2012. The shoulder along the entire stretch will be widened on both sides of the street to allow for pedestrians and bikers. The widening is considered a shoulder which can be used for pedestrians and bicyclists. Project construction is anticipated to start in the middle of June. • The City has submitted the application for a MNDNR Local Trails Connections Grant for a connection from the Kensington Estates development to the Andover Station North development area. It will be late summer before the City knows if it was awarded the grant. • The City Council has requested the engineering staff to explore trail opportunities as part of the Capital Improvement Plan (CIP) for the following locations: • A trail along the south side of Andover Blvd NW between Bluebird Street NW and Vale Street NW. This section of trail is shown in the draft 2013- 2017 CIP. Consider Request from Andover Football Association to Place a Storage POD at Prairie Knoll Park DATE: July 19, 2012 INTRODUCTION The Park and Recreation Commission is to consider a request from the Andover Football Association (AFA) to allow a storage POD unit to place at Prairie Knoll Park year round. DISCUSSION The request is being made for a couple reasons. One is AFA is in need of more year round storage space and two they need to provide access for the coaches so they can get at the equipment they need for games and practices. Currently the existing city building is being leased to football and soccer. In reviewing of the City Code (see attached,) the POD (if placed at Prairie Knoll Park) would be considered a detached accessory building which must be constructed to be similar in design and exterior finish material and be compatible to the principal structure which this case is brick. Just so you the park is currently zoned rural residential and therefore uses in in residential must follow city code requirements. The Andover Football Association (AFA) has indicated to staff to solve the problem with storage they would prefer to purchase a POD rather than rent one which from their standpoint makes more sense financially. Note: The Planning Department has also indicated the POD that is located in Sunshine Park is also a code violation since the POD (which is owned by the City) does not meet the exterior requirements of the Sunshine Park Concession building. ACTION REQUIRED The Park and Recreation Commission is to consider a request from the Andover Football Association to allow a storage POD unit to place at Prairie Knoll Park year round. Exterior Finishes: No permanent sheet metal, painted or unpainted accessory building, except small garden sheds not exceeding one hundred twenty (120) square feet, shall be allowed on parcels of three (3) acres or less in all residential districts and within the metropolitan urban service area (MUSA) boundary.
