The city Council is requested to discuss the requirements for
parking lots located in designated parks with the Park and
Recreation Commission.

At the last joint meeting of May 15, 1991, the City Council
requested the Commission to have a plan as to when the
parking lot would be paved for Terrace Park. The parking is
complete with a Class V base, which has been constructed
after the adoption of Ordinance 8-Section 8.08. Section 8.08
IE)5 "Surfacing" which requires "All driveways, off-street
driving, loading, parking and storage areas shall be surfaced
in accordance with the standard specifications as adopted by
the City and on file in the office of the City Engineer."
Generally, the City Engineer has been reviewing on case by
case, depending on the type of traffic loads that will be
utilizin~ the site. As a minimum, the City has been requiring
2 inches of Bituminous and 4 inches of Class V.
In addition, the Andover Review Committee, under Section
8.08 IE) 9 "Curbing", could require bounded by poured-in-
place concrete curb and gutter for the purpose of traffic
control, protection of landscaped features, aesthetics and
maintanance.
The estimated cost for paving Terrace Park is approximately
$4200.00. Concrete curbing is an additional $2500.00.
This is not the only park in which the Commission has
concerns. There is Kelsey-Round Lake Park, Timber Trails
Park, and others that have been or will be constructed after
that Ordinance was amended in August, 1990.

Softball Tournament Fee

The Park and Recreation Commission is requested to discuss
with the City Council the Adult Softball Tournament
Application Form.
The Commission is requesting clarification of the park usage
fees for tournaments. To date, the Commission has been
requiring a fee of $150 per field per week for organizations
that are requiring a entry fee to be in a tournament. Non-
profit organizations have had the fee waived. In addition,
the Andover Athletic Association fees have been waived for
all tournaments. (See attached application)
The Commission also expressed the idea of having a "early
bird" tournament at the beginning of the season and a
tournament at the end of the season which would generate
income for the parks.
The AAA has expressed that the fields need to be upgraded.
The AAA also anticipates that the baseball program will
increase next year and that additional two or three fields
are needed.

No applications will be accepted before January 3rd and they will be
processed on a first-come, first-served basis.
All requests for tournaments MUST be made before March 1st so that
requests may be considered by the Park and Recreation Commission at
the March meeting with City Council approval at the first meeting in
April. All Park Usage and ~on-intoxicating Liquor License fees must
be paid within one week after Park and Recreation Commission approval.
: \ A $300.00 deposit fee (or $100.00 deposit fee for non-profit
,~ organizations) is due four weeks before the tournament date. Any
equipment damaged or lost by renter will be deducted from deposit fee.
The $300.00 (or the $100.00), less any money for damages, will be
returned after inspection by the Parks Foreman.
NON-INTOXICATING LIQUOR LICENSE - Application for Non-intoxicating
Liquor License must be included with this tournament application. The
fee for a tournament Non-intoxicating Liquor License is $25.00. The
application must be made out by a specific person (such as the
Tournament Organization) and this person must be a resident of the
city of Andover and affiliated with an Andover league team or local
organization. The application for the Non-intoxicating Liquor License
will be sent to the City Council and you will be contacted by the City
Clerk if the license has been approved.
DRAM SHOP INSURANCE - Minnesota Chapter 340 requires the
municipalities verify Dram Shop coverage for the sale of non-
intoxicating malt beverages. The Minnesota Recreational Sports
Federation, which sanctions softball tournaments, has a blanket Dram
Shop insurance coverage for all sanctioned tournaments. A copy of
this insurance must be provided to the City with the application.
The City Council has adopted the following refund policy:

"Fees for tournaments shall be paid eight weeks prior to the
tournament date. If the tournament is cancelled up to eight
weeks prior to the date of the tournament, one-half of the Park
Usage Fee and Non-intoxicating Liquor License Fee will be
returned. If the tournament is cancelled within eight weeks of
the tournament, neither the Park Usage Fee nor the Non-
intoxicating Liquor License Fee will be returned. In the event
that another sponsor requests the use of the facilities after a
tournament has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus
any administrative costs incurred by the City."

The Park and Recreation Commission is requested with the
City Council to discuss the situation with the parking lot
that may be required near the south half of the park.
The Minnesota Department of Trade and Economic Development
has been reviewing all grant applicants and has been out to
review all sites. When reviewing the park site, there was a
concern that the plan submitted was not proposing a parking
lot but an earlier preliminary plan submitted of the park
indicated 2 parking lots at the south end. The Minnesota
Department of Trade and Economic Development found the site
to be very attractive and interesting but the most
attractive and interesting parts of the park are located at
the south end. There is Round Lake, the possible Indian
Burial Grounds, areas for feeding and areas for the
wildlife, cross county ski trails and proposed prairie
restoration. If the Department requires the City to
construct a parking lot as a condition to receiving the
grant, where should the location of the parking lot be?
The plan that was presented to the City Council at the
public indicated a parking lot off 151st Avenue NW at the
east end of Kelsey Estates and another at the end of the
cul-de-sac of 149th Avenue NW. Kelsey Estates is very near
to completion of the subgrade. The final plat of Kelsey
Estates is proposing a park entrance off the cul-de-sac as a
20 foot strip. If the Council considers to construct a
parking lot at this location a public hearing should be held
and a 30 foot parking lot entrance should be required.
The reason for the 30 foot entrance is Ordinance 8, Section
8.08 E "Stall, Aisle, and Driveway Design" #4 requires the
aisle shall be at 24 feet in width (if perpendicular parking
space or diagonal parking spaces having angles of less than
90 degrees but greater than 60 degrees). If parking spaces
were less than 60 degrees then 20 feet wide aisle is
acceptable. But in this case 20 foot park entrance and 20
foot wide aisle would not allow a storage area for snow.

The location off of 149th Avenue NW will effect more
existing homes in the area but there is more than enough
area to construct a parking lot. Again, a public hearing is
recommended to be held if the City Council considers to
construct the parking lot at this location.

The Park and Recreation Commission is requesting the City Council
to consider the requirements for the park dedication for the
Meadows of Round Lake (Nedegaard property).
To date, the Commission is recommending either the 10% cash or
10% land or combination if both parties agree as their
recommendation to the City Council.
A sketch plan has been received by City Staff and the review
process is now under way. The sketch plan does indicate parcel D
and others which are not identified as park or open sapce.
Is the City Council interprentation to allow a recommendation be
made as done in the past by the Commission or are these parcels
cast in concrete as open space or park?
The concern the City Staff has is the parcels identified is low
and may be difficult to develop. The Commission is interested in
a cash d~dication to continue in the development of Kelsey-Round
Lake Park and other parks in the general vicinity.

and approved and has been inserted into the Comp Plan that is
currently being amended. (See attached)
The Commission is considering big money in 1995 in which most
would be to light the City Park Complex playing fields.
Otherwise, the other years are at about $50,000.
