A RESOLUTION APPROVING THE PRELIMINARY PLAT OF ANDOVER BOUNDARY
COMMISSION PLAT #1 LOCATED IN SECTION 29, TOWNSHIP 32, RANGE 24,
ANOKA COUNTY.
WHEREAS, pursuant to published and mailed notice thereof, the
Andover City Council has conducted a public hearing and reviewed the
preliminary plat of Andover Boundary Commission Plat #1; and
WHEREAS, as a result of such hearing, the City Council recommends
approval of the plat.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Andover to hereby approve the preliminary plat of Andover
Boundary Commission Plat #1.

The City Council is requested to approve the 2 alternates that
were bid as part of Weybridge 2nd Addition.
The alternates were for jacking water and sanitary sewer under
the railroad tracks for the property east of the railroad tracks
that Jerry Windschitl owns.
The Council asked to work out the financing.
The estimated total cost of Alternate #1, sanitary sewer crossing
is $26,628.00 including overhead (the estimated costs were taken
from the bids). $26,628.00 ~ $927/acre sanitary sewer trunk area
costs = 28.73 acres

The estimated total cost of Alternate #2, water crossing is
$10,108.00 including overhead. $10,108.00 7 $988/acre water
trunk area costs = 10.23 acres
See Jerry Windschitl's letter for various options.
If the City Council wishes to collect the assessments soon Jerry
has offered to assess these trunk costs as part of the Weybridge
project and give credit for the area charges collected to the
land east of the railroad tracks.
I have converted the area assessment costs to credits in acres.

to enter into a contract with Hank Weidema Excavating, Inc. the
amount of $28,259.40 for construction of the
improvements; and dlrect the City Clerk to return to all bidders the
deposits made with their bids, except that the deposit of the
successful bidder and the next lowest bidder shall be retained until
the contract has been executed and bond requirements met.

Dear Mr. Schrantz,
In regard to the Trunk sewer and water costs for Jacking the sewer
and water lines from the West side (Weybridge) of the railroad
tracks to the East side, we would propose the following:
1. That the costs of the Jacking for the Trunk sewer and water
lines be assessed as Trunk area charges to the buildable area
East of the railroad tracks.

2. The normal way that the city would be recovering these costs
would be for the City to assess the Trunk area sewer and
water charges against the property East of the tracks and
collect it based upon your assessment policy. However, in
the event the city wishes to collect the money earlier, we
would be willing to have the buildable property East of the
tracks assessed for the Trunk area sewer and water charges,
but pay for these charges with the Weybridge assessments.
It is important that the work get done with the Weybridge project,
as there would be substantial disruption of new homeowners back and
side yards if this work would be done at a later date.
Please advise us as to the method you wish to use.

The Andover City Council is asked to discuss and consider the
future location of Commercial Boulevard. Commercial Boulevard
will be generally located south of and parallel to Bunker Lake
Boulevard NW.
BACKGROUND
The City Council at their May 19, 1992 meeting directed Staff to
place the dicussion of Commercial Boulevard on the June 2, 1992
agenda and also provide information on the amount of Tax Increment
Financing (TIF) funds available to construct the road (see
attached memo from Howard D. Koolick, Finance Director). The
future placement of Commercial Boulevard is crucial in resolving
the fencing problem of Andover Auto Parts owned by Bob Pears. Sue
Hurst, during residents forum at the last council meeting,
addressed the council indicating a purchase agreement is being
executed with Hokanson Construction. However, the fencing of
Andover Auto Parts is in such a condition that because of visual
blight she feared financing of the newly constructed single family
homes would be difficult. Staff had indicated that past
discussions of the location of Commercial Boulevard had indicated
it may be located on the property line separating the Hurst's and
Andover Auto Parts. without a confirmed location it is not
reasonable to require a new fence if Commercial Boulevard is to be
constructed in the near future.

of the industrial area and the alignment of Commercial Boulevard.
Please consult the map (half section) included with you packets.
It appears with the recent proposed residential development of the
Hurst property, that the alignment of Commercial Boulevard should
be moved north to the north property line of Andover Auto Parts.
This would allow for a buffer between the residential and
industrial area. staff proposes an area zoned for office space to
provide a buffering effect.

Availability of Tax Increment Funds
In connection with the upcoming City Council discussion on
the placement and funding for commercial boulevard, I have
reviewed the funds available in Tax Increment District #1-1
per your request. Attached is a summary of the cash on hand,
amounts owed and projected future tax increment collections.
In preparing this analysis, a number of assumptions were
made. These assumptions, which are listed at the bottom of
the analysis, are an integral part of the analysis. The
assumptions made are very conservative and any deviation
from these assumptions will change the analysis. However,
since conservative assumptions were used, any deviation
should result in either more funds being available and/or
funds being available earlier than the analysis shows.
Please remember the amounts shown are only estimates and are
subject to change based on economic conditions and other
factors.
Please let me know if you have any questions or need
additional information.

As a result of the dog bite that occurred on Sunday, May 24,
1992, the City Council is requested to adopt the attached
resolution declaring the dog a "biting dog".
The owner of the dog claimed the animal, certified that the dog's
rabies shots were current and agreed to quarantine the dog.
The owner of the dog has been notified that this item is on the
agenda and that he can appear at the meeting. The parents of the
injured juvenile have also been notified of the meeting.
If Council adopts the resolution and the dog again bites someone,
the Council then has the authority to either demand that the dog
be destroyed or removed from the city permanently.

WHEREAS, a dog owned by Wayne Karnitz did bite a child on
Sunday, May 24, 1992; and
WHEREAS, said child required medical attention; and
WHEREAS, Ordinance 53 allows the City to declare a dog a
"biting dog" if the circumstances justify said declaration.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Andover to hereby declare a dog owned by Wayne Karnitz,
16100 Potawatomi Street N.W., Andover, MN as a "biting dog".

The city Council is requested to approve the resolution accepting
feasibility study, waiving public hearing, ordering improvement
and directing preparation of plans and specifications for the
improvement of Project No. 92-10 for sanitary sewer, watermain,
streets and storm drains in the following area, Pheasant Meadows.
TKDA will be here to present this item.
The city Council should consider preparing a feasibility report
for the area that ultimately will be developed as residential.
This will allow Staff to discuss this with the developers when a
plat is proposed to let them know what there benefit is per the
feasibility report. The report should discuss location of
watermain, sanitary sewer, streets and storm drainage.

Plats along Jay street are a problem as one needs sewer and water
in Jay street and the plat opposite doesn't need sewer and water
in Jay Street. The street cost will be assessed to all abutting
properties as part of the project cost.
Enclosed are sketch plans for both west and east sides of Jay
Street NW for your review.

WHEREAS, such feasibility study was prepared by

WHEREAS, the property owners have waived the right to a Public
Hearing; and
WHEREAS, the City Council has reviewed the feasibility study and

Andover to hereby receive the feasibility report with an estimated
total cost of improvements of $ 271,454.25 , waive the Public
Hearing and order improvements. .
BE IT FURTHER RESOLVED by the City Council to hereby direct the
firm of TKDA to prepare the plans and specifications for such
improvement project.
BE IT STILL FURTHER RESOLVED by the City Council to hereby
require the developer to escrow the sum of $ 12,000.00 with such
payments to be made prior to commencement of work on the plans and
specifications.

The City Council is requested to approve the resolution approving
the final plat for Kob's First Addition.
The final plat is in compliance with the preliminary plat.
It is recommended that the plat be approved subject to the
following:
1. The City Attorney presenting a favorable title.
2. Security to cover legal, engineering, street sign and
installation costs as determined by the City Engineer.
3. The developer will be required to escrow for the uncompleted
grading (it is part of the Development Contract) of the site
which is to be determined by the City Engineer or if the site
is complete, a letter from the developer's engineer that lots
and streets are graded according to the grading plan submitted
and approved by the City.

4. street light costs to be paid to Anoka Electric Cooperative.
5. The final plat is not to be signed by the Mayor and City Clerk
until there is an executed Development Contract, escrows are
paid and the letter of credit have been received by the City.
6. Park dedication as determined by the Park and Recreation
Commission.
Note: The only change from the preliminary plat is Lot 4, Block 1
has been proposed to be split as 2 lots. The outlot will
be developed with the parcel that is currently owned by
Kob's along Valley Drive (Co. Rd. 58). The lot will not be
able to obtain a building permit until this has been
platted with the land along Valley Drive and Ordinance 10
requirements are met.
All variances in the resolution have been approved as part of the

WHEREAS, the developer is responsible to obtain all
necessary permits from the U.S. Army Corps of Engineers, the DNR,
the Lower Rum River Watershed Management Organization or any
other agency that is interested in the site.
WHEREAS, the developer has presented the final plat of
Kob's First Addition; and
WHEREAS, the City Engineer has reviewed such plat for
conformance with the preliminary plat; and

WHEREAS, the City Council approved the preliminary plat of
Winslow Hills 2nd Addition j and '
WHEREAS, the developer has presented the final plat of
Winslow Hills 2nd Addition.
WHEREAS, the City Engineer has reviewed such plat for conformance
with the preliminary platj and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Andover to hereby approve the final plat of Winslow Hills 2nd Addition
contingent upon receipt of the following:
1. The City Attorney presenting a favorable title opinion.

2. Security to cover legal, engineering, street sign and installation
costs as determined by the City Engineer.
3. The developer escrow for the uncompleted grading of the site which
is to be determined by the City Engineer or if the site is
completed, a letter from the developer's engineer that lots and
streets are graded according to the grading plan submitted and
approved by the City.

REQUEST
The Andover City Council is requested to authorize the release of
the development contract escrow for Kensington Estates Second
Addi ti on.
BACKGROUND
The City has been holding an escrow of $11,900 to secure the
payment of the assessments as required by the development
contract. The assessments on all lots have been paid and
therefore, the escrow is no longer required.

The developer posted as escrow a certificate of deposit. Upon
City Council approval, this certificate will be returned to the
developer.

critical eleMent in our decision to locate in this develOPMent,

dated SepteMber 20, 1989, Since this list was COMPiled. the oriQinal
builders, Delserve, NedeQaard. LeGran and EMMerich have either curtailed
substantially their involveMent in the develoPMent, or have ceased their
involveMent entirely, Hanson Builders. another Qualitv builder. has also
ceased buildinQ in KensinQton Estates. Recently. hOMes have been built with
valuations that are drasticallv lower than the above described, As a Matter

adhered to these oriQinal tenets, We have eXPressed our concerns to hiM and

builders and have conveyed our concerns to theM about what we have deterMined

Drug Free workplace iolicy
As you may recall, our CDBG grant requires the adoption of a
drug-free workplace policy. Attached you will find a draft
of a policy that meets the minimum requirements of the
federal Drug-Free workplace Act. I have included alcohol
in the policy since the current policy number 14 relates to
alcohol.
The current policy, which was adopted in 1986, reads as
follows:
"City employees shall not consume or use mood altering
chemicals or alcoholic beverages on City property except
at functions or activities approved by the City
Council."
I would recommend that when the policy is adopted, the new
policy be adopted as policy number 14, thereby deleting the
above policy which is vague and would be contradictory to the
drug-free workplace policy.

I. POLICY
POLICY NO. 14 - ALCOHOL AND DRUG-FREE WORKPLACE POLICY
It is the policy and intent of the City of Andover to
maintain a drug-free workplace for all its employees and
the public.
"
II. PROVISIONS
A.
The distribution, sale, possession or use of alcohol
or a controlled substance, as defined in state
statutes, is prohibited in the workplace. For the
purpose of this provision, the term workplace
includes, but is not limited to, city buildings,
city streets, parks, equipment and vehicles.
B.
Any employee convigted of using, distributing,
selling, or possessing a controlled substance or
failing to comply with provision A above, may be
subject to immediate disciplinary action including
suspension and discharge and/or may be required to
participate in a drug rehabilitation program.
C.
Any employee desiring information concerning drug
abuse counseling, rehabilitation programs or other
employee assistance should contact the Finance
Director for this information.
D.
Any employee convicted of using, selling,
distributing or possessing a controlled substance
while working for the City of Andover shall notify
the City within five (5) working days of the
conviction.
E.
The City of Andover shall, in compliance with the
federal Drug-Free workplace Act, report any
workplace drug crimes involving individuals working
with federal grants to the appropriate federal
agency within ten (10) days of conviction.

The following is confmnation of engineering matters discussed at the regular Council Meeting of
May 19, 1992:
1. Woodbine Street Watermain - Public Hearing, City Project 92-6, Commission No.
10162
Mr. Davidson did present the Revised Feasibility Report dated May 12, 1992.
The Estimated Project Cost based upon Project 91-27 unit prices is $19.325.00.
The estimated assessment per lot is $4,211.80.
Property owners along the easterly side of Woodbine Street generally objected to the
improvement.
Mr. Davidson indicated that an alternative route for the Vintage and 143rd route proposed
for Project 91-27 (Meadows of Round lake) could provide for a watermain trunk
between lots from Vintage Street to Woodbine Street and along the westerly side of
Woodbine Street to 143rd Avenue.
Council Action
TKDA and City Staff were directed to meet with Mrs, Rosella Sonsteby and Mr. David
Jablonic to establish an alternate route for consideration.
2. Jay Street - Commercial Boulevard
The Council directed City Staff to prepare a location and fmancial plan for extension of
Commercial Boulevard easterly from the Andover Commercial Park to Jay Street.

3. Road Easement to Pleasant Oaks Park
The road easement to the park was dedicated with the platting of Shirley's Addition west
of Xenia Street and as an extension of 143rd Avenue NW.
A petition to vacate the easement and substitute an amended road easement was
submitted by the Owner.
The purpose was to facilitate a continuous right-of-way through the proposed plat for
Meadows of Round Lake.
Council Action
The Council approved the vacation of said easement subject to fIling a final plat for
Meadows of Round Lake.
4. Meadows of Round Lake Final Plat and Award of Bids, City Project 91-27,
Commission No. 10066
The Council tabled any action to a special meeting at 6:30 PM, Tuesday, May 26, 1992.
The Mayor and City Staff will meet with DNR staff at 2:30 PM, Wednesday, May 20,
1992, to discuss wetland crossing permits.
5. Weybridge 2nd Addition - Award Contracts, City Project 92-2, Commission No.
10102
The Council received the report of bid opening for the above named project. Award of
contract for the base bid in the amount of $393,202.77 to Hank Weidema was approved.
City staff was directed to prepare a finance plan for bid alternates I and 2 for the next
regular Council meeting on June 2,1992, for consideration.
Should the Council approve a fmancing plan, the bid alternates 1 and 2 will be added by
change order to the contract.

A. Final Plat Approval
The Council approved, by resolution, the final plat as presented, subject to a signed
developer's agreement and payment of fees.
B. Award Contracts for Sanitary Sewer and Water Systems
TIle Council approved, by resolution the award of contracts for sanitary sewer and
watermain extensions only. The award is to Hennen Construction, Inc. U1 the
amount of $514,318.60. Contracts for street construction :Uld stom1 sewer will not
be awarded until the City has received Municipal State Aid approval of plans and
authorization to award bids.
c. Vacation of Street Easement
The Council approved the vacation of street easement to Pleasant Oaks Park West
from Xeon Street. They approved an amended easement to align with platted
173nl Street NW within Meadows of Round Lake Addition.

REQUEST
The Andover City Council is requested to review the attached
resolution which requires the City to adopt management standards
to protect wetlands and area surface water quality. The
resolution was requested by Metropolitan Council in the attached
letter dated May 28, 1992. The Metropolitan Council will not
approve the minor amendments submitted on Pinewood Estates and
Winslow Hills Second Addition or the Comprehensive Plan until the
City incorporates the management standards as specified in the
attached letter. '

Dear Mr. Carlberg:
As we discussed with you, James E. Schrantz and Tim Kelly of the Coon Creek Watershed
District in our meeting on Wednesday, May 13, the Council has determined the above plan
amendments are incomplete for review. The major deficiency in each instance is the lack of city
policies for the management of runoff and nonpoint pollution, and wetland protection. Both
plans direct stormwater containing sediments, nutrients and other contaminants to wetlands and
eventually to Coon Creek without presettling of solids or application of other management
measures. The city's staff had indicated previously to our staff in our review of another plan
amendment (Comprehensive Plan Amendment for the Waste Disposal Engineering _
Memorandum to Metropolitan and Community Development Committee, April 23, 1992) that the
city would follow the bat management practices of the Minnesota Pollution Control Agency
(MPCA) and other management agencies, and work with the Coon Creek Watershed to protect
surface water quality and wetlands. You indicated at the meeting that neither of the subdivisions
affected by the plan amendments have been approved by the city so that there is an opportunity
to incorporate management standards in these developments to protect wetlands and area surface
water quality.
We agreed at the meeting that the Council would write a letter to the city and watershed district
indicating the policies that should be applied to these amendments and future development by the
city to protect wetlands and surface water quality.
In order for the Council to find the above plan amendments adequate for review, the city should
indicate by letter from the city administrator or resolution from the city council to the Council
that the following standards and requirements will be incorporated in the above subdivisions. In
addition, the letter should indicate the schedule and process for adopting these standards and
requirements as part of the city's comprehensive plan and official controls and incorporating them
in its local stormwater plan.
1. The MPCA's 'urban best management practices · titled Protectinl! Water Oualitv in
Urban Areas or an equivalent set of standards;
2 Design standards for new stormwater ponds that will reduce the contaminant loadings
from surface water runoff, such as National Urban Runoff Program (NURP) design
criteria; and
3. The pre-settling of runoff in sedimentation basins prior to the discharge of runoff to
wetlands.
These requirements are similar to those the Council is requiring local governments in the
Minnesota River basin to adopt by June 30, 1992 and will be recommending for adoption by all
local governments in the remainder of the Metropolitan Area in a series of public meetings in the
next few weeks. The Council is preparing a model ordinance to be ready by June 1992 for the
use of local governments to implement these standards. This model would be made available to
the city to assist it in implementing the above measures.

A RESOLUTION ADOPTING THE RECOMMENDATION OF THE METROPOLITAN
COUNCIL TO INCORPORATE MANAGEMENT STANDARDS FOR THE PROTECTION OF
WETLANDS AND AREA SURFACE WATER QUALITY INTO THE ANDOVER
COMPREHENSIVE PLAN AND OFFICIAL CONTROLS AND INCORPORATE THEM IN
THE CITY'S LOCAL STORMWATER PLAN.
WHEREAS, the Metropolitan Council has requested that the
City incorporate into the comprehensive plan and the local
stormwater plan management standards for the protection of
wetlands and area surface water quality; and
WHEREAS, the City is aware that the Metropolitan Council
is requiring local governments to adopt management standards for
the protection of wetlands and area surface water quality; and
WHEREAS, the City realizes that the future expansion of
the Metropolitan Urban Service Area (MUSA) within the City is
contingent upon the City adopting and following the policies of
the Metropolitan Council; and
WHEREAS, the City understands a model ordinance will be
made available to assist the City in implementing the management
standards; and
WHEREAS, the City will adopt the management standards as
requested by the Metropolitan Council in a timely fashion upon
reviewing the model ordinance.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Andover hereby adopts the following management
standards and requirements as directed by the Metropolitan
Council:
1. The Minnesota Pollution Control Agencies (MPCA) "urban best
management practices" titled Protecting Water Quality in Urban
Areas or an equivalent set of standards;

along the west edge of the plat. It will then be extended east on 134th Lane NW

Lots 5-8, Block 6, will not be served under this project. These lots will be served
in the future by extending an 8" PVC sanitary sewer from an existing manhole
located at the intersection of 133rd Avenue NW and Jay Street NW.
All residential lots (except Lots 5-8, Block 1) will be served by 4" PVC services,
with a 4" PVC vertical cleanout located at the property line.

Surface water within this plat will be controlled with storm sewers and on-site
ponding. All storm sewer sizing and catch basin spacing is based on a 10-year
design storm frequency. Ponding is based on a 1 OO-year design storm
frequency. Emergency overflow outlets must be provided at all low areas to
provide overflow protection of homes for storms more intense than that used for
design of the storm sewer collection system.
It is proposed to construct catch basins at all low points within the streets as well
as low points along the back lot lines throughout the plat and direct runoff to the
pond located in the proposed Hidden Creek East 5th Addition. (See Storm
Sewer Exhibit 3),
All construction adjacent to wetlands must be approved or reviewed by the Corps
of Engineers, the Department of Natural Resources and/or the Lower Rum River
Watershed Management Organization. All permits related to total site grading
are the responsibility of the developer.

Streets are proposed to be constructed to Andover City Standards of 32-foot
width (face to face of curb) and concrete curb and gutter. Two inches of
bituminous wearing course will be placed over 4 inches of Class 5 gravel base.
It is assumed that all street areas will be graded to within 0.2 feet of the
designed subgrade elevation prior to utility and street construction.
, The road shall have a 6-inch crown with 0.5% minimum grade and 7% maximum
grade. Grades within 30 feet of street intersections shall not exceed 3%.
Boulevards are proposed to have a positive 2% grade from the back of curb to a
distance of 8 feet behind the back of curb. Beyond 8 feet behind the back of
curb, the maximum boulevard slope shall be 4:1.

UTILITY AND STREET IMPROVEMENTS
Location
The proposed project covers utility. and street improvements in the proposed Pinewood
Estates development, located in the East 1/2 of the NE 1/4 of Section 27-32-24, in the
City of Andover, Minnesota.
A preliminary plat was approved containing 174 single family lots. the plat is proposed
to be developed in three phases. Phase 1 contains 68 lots, Phase 2 contains 49 lots
and Phase 3 contains 57 lots.
The Pinewood Estates Plat is bordered by Andover Boulevard (CSAH 16) on the south,
Hanson Boulevard (CSAH 78) on the east, Lund's Evergreen Estates on the west and
the Andover Elementary School on the north.
Improvements
1. Sanitary Sewer
Service will be provided by connecting to an 18" trunk sanitary sewer that will be
constructed along Andover Boulevard (CSAH 16) as part of City Project 92-2.
It is proposed to extend this 18" trunk sanitary sewer from Andover Boulevard
(CSAH 16) north along Jay Street NW to the northwest corner of the plat at
148th Avenue NW. 8" lateral lines serving Fhase I will connect to the trunk
extension at Jay Street NW and 148th Avenue NW.
In the future, 8" lateral lines will be constructed in Phase 2 and Phase 3 with
connections to the 18" trunk line along Jay Street NW.
Although not part of Phase 1 development, it is proposed to construct 4" sanitary
sewer service lines to the lots along Jay Street NW due to the depth of the trunk
sanitary sewer excavation and to take advantage of the construction dewatering.

2. Watermaln
It is proposed to construct a 10" watermain from the existing 12" watermain on
Hanson Boulevard (CSAH 78) along 148th Lane NW, Grouse Street NW, and
148th Avenue NW to connect with the existing 16" watermain on 148th Avenue
NW on the west side of the proposed plat.

Storm Sewer

Surface water within this plat will be controlled with storm sewers and on-site
ponding. All storm sewer sizing and catch basin spacing is based on a 10-year
design storm frequency. Ponding is based on a 100-year design storm
frequency. Emergency overflow outlets must be provided at all low areas as well
as adjacent to ponds to provide overflow protection of homes for storms more
intense than that used for design of the storm sewer collection system.

It is proposed to construct catch basins at all low points within the streets
throughout the plat and direct runoff to the pond located in the backyards of
Block 6, and a small portion to a smaller pond in the back yards of Lots 10, 11
and 12 of Block 5.

The plat presently drains (i.e., pre-development condition) to a wetland in the
northwest" comer of Hanson Boulevard (CSAH 78) and Andover Boulevard
(CSAH 16). By constructing the retention pond, it is proposed (i.e., post-
development condition) to keep the 100-year water elevation and 100-year
discharge to this wetland the same as the existing pre-development condition.
All construction adjacent to wetlands must be approved or reviewed by the Corps
of Engineers, the Department of Natural Resources, and/or the Coon Creek
Watershed District. All permits related to total site grading are the responsibility
of the developer.

Streets are proposed to be constructed to Andover City Standards of 32-foot
width (face to face of curb) and concrete curb and gutter. Two inches of
bituminous wearing course will be placed over 4 inches of Class 5 gravel base.

The road shall have a 6-inch crown with 0.5% minimum grade and 7% maximum
grade. Grades within 30 feet of street intersections shall not exceed 3%.
Boulevards are proposed to have a positive 2% grade from the back of curb to a
distance of 8 feet behind the back of curb. Beyond 8 feet behind the back of
curb, the maximum boulevard slope shall be 4:1.

Rlght-of-way/Easements
All right-of-way and easements are proposed to be dedicated as part of the platting
process. Also, we recommend an easement for drainage be acquired by the City of
Andover on the existing wetlands at the northwest comer of Hanson Boulevard (CSAH
78) and Andover Boulevard (CSAH 16) to an elevation of 886.0 to allow 1.0 feet of
freeboard above the 1 OO-year water level.
Easements should be acquired for all utility construction along Jay Street NW along the
entire length of trunk sanitary sewer extension through Phases 2 and 3.

Permits will be required from Anoka County Highway department for work within the
County Highway right-of-way, from the Minnesota Pollution Control Agency (MPCA) and
the Metropolitan Waste Control Commission (MWCC) for sanitary sewer extensions,
from the Minnesota Department of Health for watermain extensions, and from the Coon
Creek Watershed District, and from the Department of Natural Resources and/or Corps
of Engineers for drainage improvements and work within watershed control of wetland
protection areas.
