The City Council is requested to hold a public hearing for
Kelsey-Round Lake Park to decide on the location of a 2nd
parking lot located in the south 1/2 of the park as required by
the Minnesota Department of Trade and Economic Development
Grants Section prior to final approval of the grant.

History
The City Council on August 6, 1991 had a public hearing on
Kelsey-Round Lake Park which was required to make for
application of a grant. The plan that was reviewed by the City
Council had 2 parking lots proposed, locations were 149th
Avenue NW in the southwest part of the park and the other
location near 151st Avenue NW in Kelsey Estates which has
recently been platted. The City Council requested that these
parking lots be removed prior to submitting the site plan to
the State, which they were. On February 14, 1992 the City was
notified that they had competed successfully for funding. On
February 19, 1992 the City Council was notified that prior to
final approval of the grant, the City must submit a revised
site plan with additional parking.
Staff Comments
In reviewing the site plan, there seems to be only two
possibilities in the south half. The parking lot could access
either at 149th Avenue NW or 151st Avenue NW. The City Council
may wish to have parking lots at both locations which will give
flexibility to everyone that would want to utilize the park.

The City of Andover has been notified by the Minnesota Department
of Trade and Economic Development of preliminary approval of an
Outdoor Recreation Grant. Prior to final approval of the grant
the City must submit a revised site plan showing additional
parking at the south half of the park.
Attached is a Notice of Public Hearing on the Grant Application
for Kelsey-Round Lake Park.

Notice is hereby given that the City Council of the City of
Andover, Anoka County, Minnesota will meet at the Andover City
Hall, 1685 Crosstown Boulevard NW in the City of Andover on March
19, 1992 at 7:30 PM to consider the location of a 2nd parking lot
located in the south half of Kelsey-Round Lake Park.
All written and verbal comments will be received at that time and
location.
According to the Community Development application guidelines,
the City must supply a foreign/sign language interpreter if
requested. If an interpreter is needed, please contact
Victoria Volk or Todd Haas at 755-5100 by Tuesday, March 17,

the staging of development, the t.ail and walkway system, pa.king
facilities, inte.p.etative faci lities, signing to be done, boa.dwalk
to the island, etc. The fi.st phase is planned to be done ove. a
th.ee-yea. pe.iod and includes the main t.ail ofl0-foot wide c.ushed
limestone the fi.st yea., the pa.king a.ea and landscaping along the
t.ai Is the second yea., and connections to the neighbo.hoods in the

Council questioned the secuLity on a .u.al paLk of this size. M..
Sande.s stated the side entLances a.e designed to be ve.y limited
access fOL pedest.ians. BaLLieLs o. gates wil I be needed to keep out
moto.ized vehicles. The main tLail would be accessible fOL eme.gency
vehicles: the otheL t.ails would be only six feet wide. ChaiLpeLson
Kieffe. also explained the intent to plant seedlings abutting some of
the .esidential aLeas on the west side.
ML. Sande.s also explained the main pa.king a.ea will include 20
spaces plus 2 buses, but theLe is Loom to expand it. The two smal leL
pa.king lots to the south and west will be fOL only 10 ca.s, and the
intent is to keep them somewhat limited. He then .eviewed the te.ms
of the g.ant which the City is applying fOL. It is fa. $120,000. a
50-50 matching g.ant ave. thLee yea.s: so the City wil I need to
cont.ibute $20,000 in each of the thLee yea.s. The cost to complete
the pa.k is about $889,000.
Chai.pe.son KieffeL explained that afte. the thLee-yea. g.ant, the
City will need to decide whetheL to apply fOL anotheL gLant, develop
the pa.k with City funds OL ask fa. a LefeLendum fLom the Lesidents.
The Pa.k BoaLd feels they wi 1 I be able to dedicate the $20,000 a yea.
fo. the next th.ee yea.s. AfteL that they anticipate no development
in Kelsey-Round Lake PaLk fOL a few yeaLs to allow time to develop
othe. pa.ks in the City.
The hea.ing was opened fOL public testimony.
Je..v Windschitl. 3640 152nd Avenue - felt the plan was ve.y wel I
done with the exception of the two small paLking lots to the south and
west. Because the City doesn't have the police .ese.ve to maintain
that much access to the pa.k, he stLongly Lecommended eliminating the
pa.king lots on 149th and 151st. He stated most majo. paLks limit
the access to one. He felt the sma I Ie. paLking lots wil I c.eate a
nighma.e fo. neighbo.ing .esidents because they attLact undesiLable
activities and will eventually be closed. So why go th.ough the
expense of putting them in in the fiLst place: With only one
ent.ance on the nOLth side, the City wil I be Lesponsible fOL opening
and closinq onlY one access.

Lee Warnecka. 14791 Blackfoot - agreed with Mr'. Wlndschitl. At one
point it was stated that no one could find the parking lot off 149th.
One must go through the neighborhood to get there. He felt the small
parking lots should be eliminated.
Mr. Sanders stated the reason they were included is because of the
distance of the park. It is about one mile from top to bottom. and
it may be difficult for some people who want to see the southern end
to have to go al I the way back again. The parking lots are proposed
to be at the end of the cui de sacs about 25 feet off the street. They
do not have to be included; they were added as a convenience.
Jeff Voelv. 14289 Underclift Street - agreed with the comments
regarding the accesses, but he was also concerned about how big the
parking area in the north should grow given the vast expansive area to
the south. He also preferred to leave the trails as natural as
possible rather than pave them. Chairperson Kieffer stated the Park
Board has discussed the possibility of putting asphalt on the main
trail and leaving the other trails as crushed rock, but the asphalt
would not be put on for a number of years.

Chip Davis - stated the playground in the northern area is not
proposed for the initial phase. and he felt that would get a lot of
use by the neighboring residents. Chairperson Kieffer stated the
Park Board could implement that playground outside of this plan if the
residents would desire it.
MaTTON by McKelvey, .~econded by Perry, to close the public hearing.
Motion carried on a 4-Yes. 1-Absent (Smith) vote.
MOTION by Jacobson, Seconded by McKelvey, a Resolution approving the
authorization to apply to the Minnesota Department of Trade and
Economic Development for funding of the Kelsey-Round Lake Park. (See
Resolution Rl16-91) Motion carried on a 4-Yes. 1-Absent (Smith) vote.
The Council asked that the parking lots off 149th and 151st be taken
off the master plan. The hearing closed at 9:36 p.m.
KELSEY ESTATES DISCUSSION

Jerrv Wlndschltl - reviewed a proposal to add two lots to the Kelsey
Estates development on the south side of 152nd Lane. It would be
outside of the plat on which he has already received final grading
approval. He would buy enough land from Wayne Bachman to make a lot
on the cui de sac of 152nd Lane, which has been pre-arranged; and Mr.
Bachman would endorse the check to th~ City for park dedication in the
amount of $9,600 as a donation. This does not shortchange any
parkland dedication. as Mr. Bachman has already dedicated over five
acres of surplus parkland through the platting process.

future serve the vicinity of 161st Avenue NW (CSAH 20) and
Nightingale Street NW.

Attached is a notice regarding an informational meeting on the
possibility of Trunk sanitary Sewer Extension that could serve
your area at some time in the future. The City has reviewed a
sketch plan for a residential development of Santa's Tree Farm
which is located south of Andover Elementary School. Santa's
Tree Farm will be served by a new trunk sanitary sewer. This
trunk sanitary sewer if constructed with enough depth could
service your area with a gravity flow system. If the property
owners in the area to be considered (shown on the attached map)
are interested, the City will construct the system at a depth to
serve this area. If the property owners are not interested the
City will not construct the extra depth.
Estimated Cost
To serve this area, the property owners may be assessed for the
trunk sewer area charge of $927 per acre. This $927 per acre
assessment will be utilized to pay for the extra depth to have
the trunk sewer extended to this area.
Andover's Comprehensive Plan proposes this area to be served with
sanitary sewer after the year 2010.
