PERSONNEL COMMITTEE MEETING MINUTES
DECEMBER 16, 1993
The Personnel Committee Meeting was called to order at 7:45 P.M.
at Andover City Hall, 1685 Crosstown Blvd. NW, Andover, MN 55304.
Members present: Chair Don Jacobson, Mayor Jack McKelvey
Also present: Acting City Administrator Daryl Sulander, Building
Official David Almgren, Public Works Superintendent
Frank Stone, City Clerk Victoria Volk
1994 INDIVIDUAL SALARIES

Mr. Jacobson reviewed several positions on the proposed salary
plan commenting on the calculation for the increases on the
Finance Director, City Planner and the ratios of each position to
the Stanton Salary Survey. Mr. Sulander explained the increase
for the Finance Director position is calculated using a $2,000
step increase and a 3.8% increase similar to the other supervisory
staff. This is the method used at the 6 month review period for
this position.
The City planner position is at approximately 66% of the survey
average. In comparing this position to other municipalities it is
currently short in the supervisory responsibilities. This will be
changing dramatically in the next year as the secretary and code
enforcement positions authorized in the 1994 budget are hired.

Mr. Jacobson commented on the positive efforts and results in the
past year and indicated he would like to see this position brought
more into line with the Stanton Survey averages by increasing the
planner by an additional 5% at this time and possibly an
additional 5% next July 1st. Mr. McKelvey agreed.
Mr. Almgren stated the efforts in the Building Department through
this past building season warranted a larger increase for the
Building Official. The past practice of paying the Public Works
Superintendent and Building Official roughly equal salaries
warranted a larger increase for himself at this time. Mr. Almgren
also stated the Stanton Salary Survey has an approximately $1,300
average difference between the two positions and not the $1,800
difference that is proposed in this salary plan. Mr. Sulander
stated the reason for the increasing difference within these two
positions is due to an increase in responsibility in regards to
total expenditures and in increased supervisory capacity for the
number of employees within the Public Works Department.
Mr. Jacobson acknowledged the reasoning for the growing difference
in salary for the two positions but also acknowledged the busy
building season and suggested a $500 increase to the proposed
salary for the Building Official. Mayor McKelvey concurred.

Ms. Volk ran through a comparison of surrounding communities City
Clerk's salaries and noted the disparity between the Andover
salary and the survey average. After a brief discussion Mr.
Jacobson moved an additional $500 for the City Clerk position and
Mayor MCKelvey concurred.
Mr. Jacobson stated he would set as a goal for the City the
recommendation to achieve a base line of at least 85% of the
Stanton Survey for all City positions. The Administrator shall
return to the Personnel Committee mid-year 1994 with an interim
salary adjustment request to continue the equalization of salaries
with the metro area.

Mr. Jacobson requested a few moments to review the position
description again, at which time a five minutes recess began.

Mr. Jacobson made comment on the description to change
Accountability Item 4 from preparing an annual fiscal budget to
overseeing the preparation of an annual fiscal budget and in the
same paragraph recommended changing the word "submit" reports to
the Council to "ensuring" repo~ts are submitted to the Council as
these areas of responsibility should fall to the Finance Director.
The next comments was on the sign off at the bottom of the
position description seeing as the Administrator does not report
to another department head the position description should be
approved by the Mayor. The next recommendation was to change the
title Qualifications to Minimum Qualifications. The last
recommendation is to remove the word development from the third
qualification. Mayor McKelvey concurred with the suggestions at
which time the position description was accepted as amended with
all changes.
The meeting adjourned at 8:40 PM.

which include salary increases and new positions. I have
summarized the budgeted salary accounts and proposed salaries by
department on exhibit 1.

Exhibit 2 details the proposed individual salaries. I have omitted
the 1994 proposed union rates as we are in negotiations at this
time.

and requested revisions and further staff review.

POSITION DESCRIPTION
POSITION TITLE:
City Administrator
DEPARTMENT:
Administration
ACCOUNTABLE TO:
City Council
GENERAL STATEMENT OF DUTIES
Subject to City Council direction and applicable laws, the City
Administrator shall direct the administration of municipal affairs.
The City Administrator shall see that all laws, ordinances and
resolutions of the City are enforced.
MAJOR AREAS OF ACCOUNTABILITY
Supervise directly or indirectly all personnel of the City. Recommend
staff employment or dismissal. Administer personnel matters for the
City in conjunction with policy established by the Council.
Attend and participate in all meetings of the City Council.
Coordinate the preparation of the City Council, Planning and Zoning
and Park agendas.
Develop and issue administrative rules, policies and procedures
necessary to ensure the proper functioning of all departments.
Prepare an annual fiscal budget and capital improvement plan. Maintain
financial guidelines for the City within the scope of the approved
budget and capital program. Submit reports to the Council on the
financial condition of municipal accounts.
Represent the City at functions as directed by the Council. Maintain
good public relations with the citizens of the community.
Supervise the purchasing function for the City. Ensure all purchases
are in accordance with approved municipal budgets.
Coordinate municipal programs and activities as directed by Council.
Monitor all consultant and contract work performed for the City.
Coordinate the activities of the City Attorney.
Perform such other duties as apparent or assigned.

./ QUALIFICATIONS
Considerable knowledge of municipal government operations, procedures,
public relations, finances, purchasing and all administrative
requirements for proper municipal operation.
Ability to ensure harmonious relations with municipal employees and
the general public.
Ability to plan development, to collect material and analyze for
reporting and to conduct and implement standards of procedure,
operation and organization.
Excellent communication skills; both oral and written.
Bachelor's Degree in Public Administration or related field.
4-6 years progressively responsible supervisory/management experience
in municipal government.
Bondable at City expense, through a position bond which will indemnify
the City.
